The parties to any dispute may by agreement seek independent arbitration by the<br />

Conciliation and Arbitration Service or any other agreed independent arbitrator.<br />

Sub-Committees<br />

11. The committee shall have power to set up such sub-committees or joint working parties<br />

not restricted to members of the committee as it considers necessary. Full minutes of<br />

sub-committee meetings shall be kept and appended to minutes of meetings of the<br />

P.F.N.C.C. for distribution to members.<br />

Finance<br />

12. (a) Each of the bodies listed in Clause 2 shall be responsible for meeting the expenses of<br />

its representative(s) for attending meetings.<br />

(b) The expenses of the chairman shall be shared equally by the bodies listed in Clause 2.<br />

(c) Any other expense shall be shared equally by the bodies listed in Clause 2, including<br />

the charges of The Football League Ltd for secretarial services.<br />

Amendment of constitution<br />

13. Alteration in the constitution of the committee shall only be considered at a meeting<br />

called specifically for that purpose and notice of any proposed alteration shall be given in<br />

writing 28 days previous to such meeting. Any alteration to the constitution shall only take<br />

effect after approval to it has been given by each of the bodies listed in Clause 2.<br />

Press notice<br />

14. After each meeting, where appropriate, an agreed press statement shall be made available<br />

and members shall refrain from any critical comment in the press, radio or on television.<br />

Status of constitution<br />

15. This constitution shall be presented to the next general meeting of the bodies listed in<br />

Clause 2. If approved by each of them it shall be regarded as an agreement binding on each<br />

and all of them and shall be appended to the rules of each body.<br />
