of in<strong>for</strong>mation and services <strong>for</strong> citizens or own officials need not know everything<br />

about the subordinating system or the division of roles therein;<br />

� The development of in<strong>for</strong>mation systems should be based on an internetcentered<br />

approach;<br />

� Access to public services should preferably be ensured via a web browser by<br />

different channels and devices;<br />

� XML-based technologies should be used <strong>for</strong> the integration of in<strong>for</strong>mation<br />

systems and the presentation of data;<br />

� In<strong>for</strong>mation systems should provide and use services via a data exchange<br />

layer based on multilateral agreements; and<br />

� In developing open in<strong>for</strong>mation systems, open-source based solutions are to<br />

be considered be<strong>for</strong>e proprietary ones;<br />

2.3.2 Specific principles<br />

2.3.2.1 Principles <strong>for</strong> Networking<br />

<strong>Local</strong> government organizations should interconnect using IPv4. Adoption of the next<br />

generation of protocols should be considered in due time, in cooperation with central<br />

state governments.<br />

2.3.2.2 Principles relating to Security<br />

Protectively marked data should be handled and transmitted in accordance with the<br />

provisions of the ISO 17799.<br />

Non-protectively marked data should be handled and transmitted in accordance with<br />

the Public Service In<strong>for</strong>mation Security Framework.<br />

2.3.2.3 Principles relating to e-Mail<br />

E-Mail products should support interfaces that con<strong>for</strong>m to the SMTP/MIME.<br />

Within government, intrinsic security should be used to ensure e-mail confidentiality.<br />

Outside secure government networks, S/MIME V3 should be used <strong>for</strong> secure messaging.<br />

2.3.2.4 Principles relating to Directory<br />

A local government directory schema should be developed to support arrangement of<br />

communication services including message handling, telephone and facsimile services<br />

as well as interactive access to a range of other applications. The schema should be<br />

interoperable with central government directory schemas.<br />
