Key Points:<br />
This unit project managed the codification a Governance Framework for the Department to<br />
provide a clear and comprehensive summary of the principal aspects of corporate governance<br />
within the Department of Finance.<br />
This unit project manages the development of the Statement of Strategy (new statement<br />
required for Q4 2016 under PSM Act 1994) and coordinates the underlying business planning<br />
process.<br />
The Department has 18 bodies under its aegis. These require varying degrees of oversight in<br />
accordance with their governing legislation. A framework document has been developed to<br />
assist the responsible sections across the Department in the exercise of the Department’s<br />
governance role.<br />
Corporate Affairs manages the relationship with the Office of the Government Chief<br />
Information Officer (OGCIO – D/PER) who provides ICT services and support.<br />
Corporate Affairs manages a relationship framework for both the Audit Committee and<br />
Internal Audit Services on behalf of the Accounting Officer.<br />
The Business Continuity Management Policy, currently being developed, is part of the<br />
Executive Board’s overall management system that establishes, implements, operates,<br />
monitors, reviews, maintains and improves business continuity processes in the Department.<br />
As part of the Department L & D Programme, international and nationally certified Project<br />
Management Training and support services is provided by the Department.<br />

Governance<br />
In 2015 the Department codified a Governance Framework for the Department. The<br />
Objective was to produce a concise organisational specific Governance Framework that<br />
provides a clear and comprehensive summary of the principal aspects of corporate<br />
governance within the Department of Finance. This heavily influenced the development of a<br />
Corporate Governance Standard for the Civil Service (Action 3 of the Civil Service Renewal<br />
Plan), recently approved by Government, that was led by a Working Group consisting of three<br />
Secretaries General (Derek Moran/Mark Griffin and John Murphy). It was jointly project<br />
managed by officials of this Department and the Department of Public Expenditure & Reform.<br />
Strategic Planning, Decision Making & Performance Management<br />
The Statement of Strategy, informed by the Programme for Government, outlines high level<br />
priorities agreed by the Minister and these priorities are reflected in the annual work<br />
programme. To bring clarity to roles and responsibilities at the level of the individual staff<br />
