<strong>20<strong>16</strong></strong> Mississippi Nurses’ Association Annual Convention<br />
PHOTOGRAPHS/VIDEO:<br />
MNA will take photographs and video during the Convention and reproduce them in educational, news,<br />
or promotional material—whether in print, electronic, or other media—including the MNA <strong>Web</strong> site. By<br />
registering, presenting, volunteering, or participating in the MNA Convention, you grant MNA the right<br />
to use your name, photograph, and biography for such purposes.<br />
House of Delegates Rules & Procedures<br />
1. Only delegates shall be seated in the section reserved for the House of Delegates. All delegates<br />
must wear their official name badge to all sessions of the House.<br />
2. Delegate substitutions by an alternate must be authorized by the appropriate District President<br />
prior to the participation of the alternate.<br />
3. All questions concerning those entitled to vote shall be referred to the Credentials Committee.<br />
Final seating of contested delegates shall present his/her voting ticket to election officials before<br />
being issued an official ballot.<br />
4. A one minute speech may be allowed for each nomination from the floor of the House.<br />
5. Any resolution presented by a delegate to the House of Delegates not approved by an appropriate<br />
MNA structural unit or the Committee on Resolutions must receive a majority vote by the House to<br />
reach the floor and a three-fourths vote to be adopted.<br />
6. Emergency resolutions may be submitted to the MNA Committee on Resolutions at Convention by<br />
4:30 p.m. on October 18, <strong>20<strong>16</strong></strong>. Resolutions should be given to a MNA staff member at registration.<br />
These must be signed by an official representative of the group submitting the resolution. If the<br />
Committee is in doubt about the emergency nature or advisability of the resolution submitted in<br />
the prescribed manner, the resolution is referred to the MNA President, who may refer it to the<br />
Board of Directors for a final decision.<br />
7. The delegates shall act initially on the resolves and then on the enabling clauses of any resolution<br />
being presented to the House.<br />
8. To obtain the floor, a delegate shall approach a floor microphone and address the chair, “Madam<br />
President.” Upon recognition by the chair, the delegate shall give name and district, and may<br />
speak.<br />
9. All main motions and amendments shall be in writing on the official motion form, signed by the<br />
maker and the seconder, and shall be sent directly to the Monitor for immediate processing and<br />
forwarding to the Chair as soon as the speaker is recognized.<br />
10. No delegate shall speak more than twice to the same questions on the same day. The second<br />
opportunity may be granted only after every other delegate desiring the floor has spoken.<br />
11. Debate shall be limited to three minutes per person. Extension of time may be granted by a<br />
majority vote of the House.<br />
