Using an open and transparent methodology<br />

that places citizens in the center of the digital<br />

transformation, <strong>INCAE</strong> has led this process in all<br />

public-sector institutions in Costa Rica for almost<br />

10 years. The annual presentation of the project’s<br />

results has caught the attention of national media<br />

and high governmental and institutional circles. The<br />

assessment has made Costa Rica the only country in<br />

the world that—year after year, for almost a decade,<br />

through three different administrations—has carried<br />

out a systematic, methodical and independent<br />

assessment of progress in the digitization of public<br />

services.<br />

This is a detailed comparative analysis of investment<br />

promotion agencies (IPAs) that compete in Costa<br />

Rica to attract high-tech multinational companies<br />

(goods and services) and related R&D+i to the country,<br />

in order to achieve efficiency within their production<br />

process so that they can then sell their goods and<br />

services abroad. The benchmarking included IPAs<br />

from the following countries: Costa Rica, Malaysia,<br />

Ireland, South Korea, Singapore, Colombia, Mexico,<br />

Chile, Croatia and Czech Republic.<br />
