Does the President have the mandate to co-opt members to review the Constitution? The President has the mandate to co-opt members however there is neither a limit to the number of members to be co-opted nor clear guidance of whether they become Executive Council members for the period of their work. During the 14 th Biennial Congress, the General Assembly recommended a Constitutional review hence the President Coopting members Article 5.
