V. Suggested minimum data to be collected at <strong>the</strong><br />

clinical level<br />

The suggested minimum data to be collected is important in <strong>the</strong> development of key indicators on<br />

access of IDUs to treatment <strong>and</strong> its success. Such indicators assist managers in decision making on<br />

ways to streng<strong>the</strong>n <strong>and</strong> exp<strong>and</strong> <strong>the</strong>se services to all those in need.<br />

The following data should be collected at each clinical facility on a regular basis (e.g. monthly,<br />

quarterly or semi-annually):<br />

• number of <strong>HIV</strong> patients (“seen <strong>for</strong> care” – this will be <strong>the</strong> denominator <strong>for</strong> <strong>the</strong> data below);<br />

• number of IDUs among all <strong>HIV</strong> patients:<br />

° number of <strong>HIV</strong>-infected active IDUs (having injected in <strong>the</strong> past four weeks);<br />

° number of <strong>HIV</strong>-infected <strong>for</strong>mer IDUs (not having injected in past <strong>the</strong> four weeks);<br />

• number of IDUs eligible <strong>for</strong> ART (CD4
