personnel dedicated to doing it right is extremely important.<br />

In addition, because detection <strong>of</strong> a time-sensitive<br />

target may occur at any time, it is best if target information<br />

is continuously maintained, readily available, and easily<br />

briefed. This ensures personnel involved in the targeting<br />

process can aid the commander in coming to a rapid<br />

course <strong>of</strong> action decision when one is necessary.<br />

Decide<br />

The Decide phase is the culmination <strong>of</strong> previous intelligence<br />

work and arguably the most important phase <strong>of</strong><br />

the targeting cycle in COIN. The targeting cell will use<br />

its knowledge to try and achieve effects consistent with<br />

the brigade’s campaign plan and the commander’s intent.<br />

This is where a thorough understanding <strong>of</strong> the OE becomes<br />

very important to predictive analysis <strong>of</strong> the effects<br />

<strong>of</strong> friendly actions. Personnel in the targeting cell will make<br />

recommendations on how to use the limited resources <strong>of</strong><br />

the unit to address multiple threats or opportunities. They<br />

will also have to determine appropriate means for dealing<br />

with each. The key to these decisions is an understanding<br />

<strong>of</strong> the operating area that allows for a reasonable idea <strong>of</strong><br />

the effects <strong>of</strong> friendly actions.<br />

The S2 section must provide information on the relative<br />

importance <strong>of</strong> different target personalities and areas.<br />

The intelligence available to the S2 section and the ACT is<br />

<strong>of</strong>ten complementary to information that maneuver companies<br />

and battalions, the S5, CA, and PSYOP maintain.<br />

This greatly adds to understanding the effects that an operation<br />

will have. For instance, the S2 may have identified<br />

an insurgent leader. Using link analysis they will have an<br />

idea <strong>of</strong> the effects on insurgent networks, tribal networks,<br />

and social networks that detaining the leader will have.<br />

The maneuver company or battalion responsible for the<br />

area in which the insurgent leader is operating may know<br />

the popularity <strong>of</strong> the insurgent there. CA and PSYOP may<br />

have specific atmospherics information on the neighborhood<br />

that give an idea <strong>of</strong> how locals feel about insurgents<br />

and the means for winning support after the insurgent<br />
