Problem 8 10 Growing congestion is a widespread problem in almost all cities Though motorization remains low in developing countries, inadequate infrastructure, low capacity and poor traffic control create heavy congestion in large urban areas, costing more and more to the society in terms of hours lost in traffic and longer commuting times. The informal sector, cars and motorcycles are all contributing to this congestion.
