BASE DEFENSE<br />

<strong>FM</strong> 3-<strong>19.4</strong><br />

• Protect property, contain panic, and enforce<br />

emergency restrictions.<br />

• Direct persons to first aid stations, emergency<br />

shelters, and other emergency operations.<br />

• Post temporary signs to prevent entry into<br />

unsafe buildings or redirect activity to<br />

temporary locations.<br />

• Help establish populace control in affected<br />

areas.<br />

• Operate mounted and dismounted mobile<br />

patrols, checkpoints, and roadblocks to—<br />

■ Enforce emergency restrictions on movement<br />

into, within, and out of the affected<br />

area.<br />

■ Direct DCs.<br />

■ Collect stragglers.<br />

■ Enforce curfews, stand-fast orders, and<br />

movement authorizations.<br />

6-53. Base defense is the local military measures, both<br />

normal and emergency, required to nullify or reduce the<br />

effectiveness of enemy attacks on, or sabotage of, a base<br />

to ensure that the maximum capacity of its facility is<br />

available to friendly forces.<br />

6-54. The base commander organizes and controls the<br />

forces assigned to a base to best capitalize on their<br />

capabilities. These forces may be joint or single-service<br />

forces operating in the joint rear area (JRA). If a base,<br />

base cluster, or air base comes under attack, the base<br />

commander responds within his capability. Defense<br />

fundamentals, as they pertain to the defense of the<br />

bases, include the following:<br />

• Understand the enemy. Defenders must be<br />

familiar with the capabilities and limitations of<br />
