6-78 Area Security<br />

• Keep-out zone. This is the zone closest to the<br />

protected assets. The keep-out zone extends<br />

from the cargo asset to the maximum range of<br />

anticipated threat weapons. MP prevent the<br />

entry of all unauthorized craft or vessels into<br />

this zone. The tactical response force boat, in<br />

this case, may be employed if necessary.<br />

Cargo Security During the Transfer<br />

6-232. To keep cargo secure during transfer from one<br />

transport method to another, MP control the traffic<br />

moving in and out of cargo handling areas by—<br />

• Setting up a single access control point.<br />

• Erecting field-expedient barriers and using<br />

truck trailers or other large vehicles to constrict<br />

the traffic flow if permanent barriers are not in<br />

place.<br />

• Limiting entry to mission-essential personnel,<br />

vehicles, and equipment, as designated by the<br />

port authority.<br />

6-233. If gates are used by other than cargo vehicles, a<br />

turnout should be available. Cargo vehicles can pull into<br />

it while they are being checked. The turnout must be<br />

large enough to handle the volume and size of traffic<br />

being inspected. A wooden deck or platform at, or<br />

slightly higher than, the level of the truck bed hastens<br />

checking; it makes it easier to see the cargo. The<br />

platform should be as long as the vehicles being<br />

inspected. An empty flatbed trailer could be used.<br />

6-234. Cargo is less likely to be diverted when close<br />

observation of cargo documentation and container safety<br />

is enforced. Containerized cargo is less likely to be stolen<br />

or sabotaged if closely watched as they are filled and<br />

sealed. Cargo can be pilfered before the seal is applied.<br />

An unsealed container can be moved to a stacking area<br />

or someone may apply a false seal, break the seal later,
