The issue of the big, social-media messaging and web<br />

platforms hosting propaganda from terrorists. Even videos,<br />

showing how, instructional videos of how to make bombs.<br />

Of course in terms of the messaging platforms, not<br />

allowing security agencies to get access to the messages<br />

of terrorists and other criminals.<br />

So this has become a major problem for our law<br />

enforcement and security agencies, not just in Australia<br />

but right around the world.<br />

I have discussed this with other leaders. I know it<br />

was a matter that has been raised by Angela Merkel, the<br />

Chancellor of <strong>Germany</strong>, who is hosting the <strong>G20</strong> and it will<br />

be a priority issue at the <strong>G20</strong>.<br />

But it is one of those problems that requires concerted<br />

international action… The world of the internet — one of its great<br />

achievements is essentially to transcend borders — but equally,<br />

just because it transcends borders and to some extent abolishes the<br />

tyranny of distance, it cannot be an ungoverned space.<br />

The law must prevail and security must prevail on the internet as<br />

it does everywhere else.<br />

So this is a big challenge for leaders at the <strong>G20</strong> and I<br />

look forward to arguing that case strongly<br />

in order to protect our citizens<br />

and citizens of every other<br />

nation…<br />
