PHOTO: GEOFF SLOAN POLICE DOG Nox is the first in the city to trial a specially designed stab-resistant multipurpose harness. He is one of 10 dogs throughout the country who have been fitted with the Mako harness this week, which is layered with polymer panels to shield the vital organs from stabbing and slashing. Nox’s handler Senior Constable Lyal Bayliss said it was a great addition due to the nature of the work he and his partner get into. “It helps when he jumps over fences, goes into buildings and comes up against sharp objects, as well as protecting him against offenders who potentially have weapons,” he said. The robust design is made from mil-spec nylon and trelleborg material which does not absorb moisture and also gives the animal protection from blows and kicks, similar protection to an officer wearing their stab-resistant body armour vest. Senior Constable Bayliss is no stranger to offenders having a go at his dogs. “One of my first dogs, an offender tried to stab him with a craft knife,” he said. The harness, designed by Hamilton-based specialist Sabre Tactical NZ, weighs just over 1kg, meaning it won’t impair agility or speed, dries quickly and can be worn throughout a shift. The remaining 120 harnesses will be rolled out to dogs across the country within the next three months. Problem drinker figures fuel for bar owners • By Gabrielle Stuart NEW FIGURES showing people drinking at home cause more problems for police than those at bars, prove bars should not be closed earlier, according to their owners. More than half the Cantabrians arrested last year after drinking had been doing it at home, new police figures show. Fewer than one in five had been drinking in a public place or at a function. About 30 per cent could not remember or say where they had been drinking. Trevinos owner Marty Fuller is one of many bar and restaurant owners who have been fighting the proposed Christchurch local alcohol policy, which would force most bars, pubs, clubs and licensed restaurants to stop selling alcohol at 1am. The policy is due to be debated in a Ministry of Justice Alcohol Regulatory and Licensing Authority hearing in October. The figures backed up what they had argued all along, he said. “From day one, our submission has been that licensed premises are not the problem. Most are well-run, responsible premises, well aware of the law and our obligation under it.” He said the biggest problem came from people drinking a lot of cheap alcohol at home or in public and then causing problems. He believed shutting bars earlier would make that problem worse, as people would leave and roam the streets. The city council spent more than two years drafting up the policy, and more than 4000 people have made submissions on it. What do you think? Should bars be closed earlier? But believes he is in the right place and agrees with a parole board decision not to release him. Zakariye Mohamed Hussein, 31, who was “possessed by the devil” during a rampage across Christchurch four years ago, remains a “significant risk” to the public. He requires more psychological treatment and rehabilitation before he can be released from prison, the parole board says. Mr Batstone said that while he could see Hussein had a “hard life” growing up, he was in the best possible place. “He should stay inside a bit longer . . . he had to see his relations being killed back home, so I do have a bit of remorse for him,” he said. At the time, Hussein’s lawyer said he was normally a “shy, reserved, polite’’ man when on his medication but when he doesn’t take his drugs, he was “possessed by the devil’’. Pie delivery driver Marteine Robin, who was kidnapped and stabbed by Hussein, earlier told a parole board hearing that the incident had “a significant impact” on her life. Ms Hussein appeared before a parole board panel for a second time last month. A comprehensive report outlining Hussein’s condition, treatment and progress, and delving into his social and psychiatric history, confirmed “significant issues of risk remain for Mr Hussein until such time as further treatment and rehabilitation have occurred”. “Until such time as such work has been undertaken, and a report is provided to the board, there remains an undue risk to the safety of public and the community such that the board must decline Mr Hussein’s release on parole,” the parole board’s decision says. Hussein, who arrived in New Zealand aged 18, is scheduled to start work with a psychologist. Hussein is due to be seen by the parole board in February next year. The shooting drama started about 7am on March 15, 2012, when he was disturbed in the grounds of Redwood School by Mr Batstone. She told him to “get the f*** out” of her delivery truck, but he responded by forcing her at knife point to drive him across Christchurch, then stabbing her in the shoulder. “I feared the worst, I thought I was going to die,” she said at the time. Ms Robin eventually managed to escape when Hussein was momentarily distracted at a traffic jam almost one hour later. But the drama only escalated when Hussein left the truck near the busy intersection of Hoon Hay and Halswell Rds, and then almost fatally stabbed a city council worker who has name suppression. City construction worker Jade Lynn, 22, saw the attacker rampaging between vehicles and approached him with a crowbar, striking him in the neck, and herding him away from other members of the public. Eyewitnesses described Mr Lynn as a “hero” who prevented Hussein from attacking other bystanders.
