ADVANCED DIPLOMA IN DISTRICT HEALTH SERVICES MANAGEMENT AND<br />
LEADERSHIP<br />
Admission<br />
The <strong>Walter</strong> <strong>Sisulu</strong> <strong>University</strong>, <strong>University</strong> of Fort Hare, <strong>University</strong> of Port Elizabeth and Rhodes<br />
<strong>University</strong> through facilitation of the Eastern Cape Department of Health and Equity Project. The<br />
submission to the Council on Higher Education was made by <strong>Walter</strong> <strong>Sisulu</strong> <strong>University</strong>, Faculty<br />
of Health Sciences on behalf of all four participating universities. A joint venture agreement<br />
has been signed by the four universities and the Eastern Cape Department of Health. In the<br />
agreement, it is stated clearly that the participating universities will be responsible for offering<br />
the diploma, whilst the department of health will be responsible for providing the students/<br />
candidates/participants. The programme is targeted at current government employees and<br />
candidates must have a tertiary qualification (such as in nursing or medicine) and must be<br />
members of the district health management team. Students register with the <strong>University</strong> of Fort<br />
Hare.<br />
Courses<br />
In order to qualify for the diploma a student must complete the core modules (40 credits) and<br />
four other modules (i.e. two modules from the health services programme development section<br />
and two from the health systems management section).<br />
1.2.1 The core module focuses on:<br />
- The District Health System<br />
- The Strategic Action Cycle<br />
- Collecting, analysis, interpreting and using information<br />
- Analysis, interpretation and use of financial information<br />
- Presentation skills (both written and oral).<br />
The Health Services Programme Development Modules include managing a:<br />
- HIV/AIDS/STI/TB (HAST) programme<br />
- Drug management programme.<br />
- Maternal, Women’s and Reproductive health programme<br />
- Child health (including nutrition and school health) programme<br />
- Mental health /disability/rehabilitation programme.<br />
1.2.3 The Health Systems Management modules include:<br />
- Building the district health team<br />
- District health governance<br />
- Human resources development (including labour relations, discipline and<br />
supervision<br />
- Budgeting and financial management<br />
- Management of physical resources (including transport and communication<br />
systems)<br />
Each module is coordinated by one of the participating universities who plans in conduction with<br />
a senior member of the department of health to ensure that content is relevant and current.<br />
