<strong>2018</strong> South Dakota Nurses Association The South Dakota Center for Nursing Workforce (CNW), initially funded by the Robert Wood Johnson Foundation, was established in 1996 as the SD Colleagues in Caring Project. At the completion of the grant in 2002, state legislation was enacted in the Nurse Practice Act. This legislation, SDCL 36-9-95 and 36-9-96, created the CNW and a funding source. The South Dakota Board of Nursing (SD BON) is the lead agency for the CNW. The mission of the CNW is to design a nursing workforce prepared to partner with South Dakota citizens to meet their changing health needs. The CNW is responsible for addressing issues regarding supply, demand, and need for nurses. Activities and accomplishments: • Maintain database on the supply, demand, and need for nurses in the state. • Present on topics relevant to the workforce and publish workforce related articles and reports; including the biennial workforce supply reports: South Dakota Nursing Workforce Supply and Employment Characteristics: 2017 report. Available on the Center for Nursing’s website at http://doh. sd.gov/boards/nursing/RandP.aspx. • Maintain website, http://doh.sd.gov/boards/nursing/SDcenter.aspx, to provide nurses and employers with current data on supply and demand for nurses. • Offered a Nursing Leadership Academy, January 2017 through May <strong>2018</strong>, in partnership with EmBe in Sioux Falls. The goal of the academy is to facilitate the development of emerging nursing leaders by utilizing the experiences and skills of established nurses and community leaders to extend a hand-up to those nurses who follow. This program was held in Rapid City in 2017, and in Sioux Falls in 2016. • Financially supported educational opportunities offered by external nursing groups that supported the mission of CNW. At the February <strong>2018</strong> SD BON meeting the Board approved a policy outlining a new strategic planning process for the SD CNW. Procedure: • The CNW will convene a strategic planning session every three years. Representatives of nurses, health care providers, consumers, educators, government officials, and other individuals will be invited to: ú Identify and dialog on issues relating to supply, demand, and need for nurses, including recruitment, retention, educational preparation, and utilization of nurses; ú Suggest relevant solutions and strategies; and ú Evaluate outcomes. • The Board will use the outcomes of the strategic planning session to develop a CNW strategic plan. • The CNW may establish committees to assist in meeting the strategic plan. The CNW Director shall coordinate and lead committees(s). • The CNW / Board may develop grant opportunities open to SD residents or organizations for projects that advance the strategic plan. Dollar amounts offered and application requirements will be determined and specified for each grant opportunity developed; and be compliant with any state or federal requirements. Grants will require projects be sustainable without relying on ongoing CNW funding. Funding will not be approved for indirect costs, purposes of lobbying activities, ongoing general operating expenses or existing deficits, endowments, capital costs, including construction, renovation, or equipment, and research on unapproved drug therapies or devices. • The Board will approve submitted grant applications and proposals. • The recipient of a grant will agree to share outcomes and present a final report to the Board; and if applicable, outcomes and findings at a SD CNW strategic planning session.
