biography of Harry Wu, the most <strong>in</strong>fluential spokesman aga<strong>in</strong>st the Laogai system, and echoes<br />

Wu’s claims that the tragedy of the Ch<strong>in</strong>ese Laogai is on the scale of the Russian Gulags.<br />

Annotation: Barboza’s article provides a helpful synopsis of the labor abuses exposed by the<br />

press over the past year <strong>in</strong> Ch<strong>in</strong>a. It mentions most prom<strong>in</strong>ently the August 2007 report by<br />

Ch<strong>in</strong>a Labor Watch detail<strong>in</strong>g the illegal and abusive practices <strong>in</strong> eight <strong>in</strong>vestigated Ch<strong>in</strong>ese toy<br />

factories, which supply brand-name toy makers <strong>in</strong>clud<strong>in</strong>g Walt Disney and Hasbro. <strong>The</strong> article<br />

mentions the case of the Ch<strong>in</strong>ese companies us<strong>in</strong>g child labor to make merchandise for the 2008<br />

Beij<strong>in</strong>g Olympics, <strong>in</strong> addition to address<strong>in</strong>g reports of labor violations by contracted Ch<strong>in</strong>ese<br />

companies under Apple and McDonald’s. <strong>The</strong> article notes the prom<strong>in</strong>ent role of nongovernmental<br />

organizations <strong>in</strong> expos<strong>in</strong>g and hold<strong>in</strong>g mult<strong>in</strong>ational corporations accountable for<br />

their actions.<br />

Birdsall, Nancy. 1998. “Life is Unfair: Inequality <strong>in</strong> the World.” Foreign Policy 111 (Summer).<br />

Annotation: Birdsall’s article and related notes imply that not all child labor is bad, and that<br />

bann<strong>in</strong>g it could actually make children workers worse off by render<strong>in</strong>g them legally <strong>in</strong>visible if<br />

they end up work<strong>in</strong>g anyway. <strong>The</strong> author reviews the causes of <strong>in</strong>equality, cit<strong>in</strong>g factors such as<br />

history and bad economic policy. She furthermore expla<strong>in</strong>s remedies of the problem that are<br />

currently <strong>in</strong> use, and presents suggestions for alternatives. Her f<strong>in</strong>al recommendations <strong>in</strong>clude<br />

worker-based growth, education, and <strong>in</strong>tegration of the state’s economy <strong>in</strong>to the global market.<br />

Birdsall’s views on poverty and its consequences come off as harsh and privileged, but her<br />

<strong>in</strong>sights are educated, <strong>in</strong>formed, and worth consider<strong>in</strong>g.<br />

Annotation: This Wash<strong>in</strong>gton Post article offers a snapshot of the exploitation of migrants <strong>in</strong><br />

the Henan prov<strong>in</strong>ce. It mentions the story of 568 forced laborers who were freed from kilns<br />

over the summer of 2007, and notes that the illegal operations were be<strong>in</strong>g run under the<br />

protection of local officials. Bodeen speculates that corruption runs much deeper than the<br />

ensu<strong>in</strong>g arrest of 168 people. Government response to the kiln operation grants hope to many<br />

by illustrat<strong>in</strong>g that with enough <strong>in</strong>ternational and <strong>in</strong>ternal pressure, forced labor will cont<strong>in</strong>ue to<br />

be reported and addressed.<br />
