human traffick<strong>in</strong>g <strong>in</strong> the United States and Brita<strong>in</strong>. <strong>The</strong> article analyzed four newspapers<br />

<strong>in</strong>clud<strong>in</strong>g the Guardian and the Wash<strong>in</strong>gton Post and categorized the content <strong>in</strong>to<br />

various categories. Overall, the article found that sex traffick<strong>in</strong>g was the most reported<br />

form of human traffick<strong>in</strong>g by the newspapers that were analyzed (p. 154). Many of the<br />

other stories on traffick<strong>in</strong>g were non-specific.<br />

Problems with <strong>The</strong> Concept<br />

Accord<strong>in</strong>g to Zbigniew Dumienski, the very concept of human traffick<strong>in</strong>g is murky and<br />

mislead<strong>in</strong>g. It has been argued that while human traffick<strong>in</strong>g is commonly seen as a<br />

monolithic crime, <strong>in</strong> reality it may be an act of illegal migration that <strong>in</strong>volves various<br />

different actions: some of them may be crim<strong>in</strong>al or abusive, but others often <strong>in</strong>volve<br />

consent and are legal. Laura Agust<strong>in</strong> argues that not everyth<strong>in</strong>g that might seem<br />

abusive or coercive is considered as such by the migrant. For <strong>in</strong>stance, she states that:<br />

'would-be travellers commonly seek help from <strong>in</strong>termediaries who sell <strong>in</strong>formation,<br />

services and documents. When travellers cannot afford to buy these outright, they go<br />

<strong>in</strong>to debt'. Dumienski says that while these debts might <strong>in</strong>deed be on very harsh<br />

conditions, they are usually <strong>in</strong>curred on a voluntary basis. Furthermore, antihumantraffick<strong>in</strong>g<br />

actors often conflate clandest<strong>in</strong>e migratory movements with forms of<br />

exploitation covered <strong>in</strong> human traffick<strong>in</strong>g def<strong>in</strong>itions, ignor<strong>in</strong>g the fact that a migratory<br />

movement is not a requirement for human traffick<strong>in</strong>g victimization.<br />

<strong>The</strong> critics of the current approaches to traffick<strong>in</strong>g say that a lot of the violence and<br />

exploitation faced by illegal migrants derives precisely from the fact that their migration<br />

and their work are illegal and not primarily because of traffick<strong>in</strong>g.<br />

<strong>The</strong> <strong>in</strong>ternational Save the Children organization also stated: "<strong>The</strong> issue, however, gets<br />

mired <strong>in</strong> controversy and confusion when prostitution too is considered as a violation of<br />

the basic human rights of both adult women and m<strong>in</strong>ors, and equal to sexual<br />

exploitation per se…traffick<strong>in</strong>g and prostitution become conflated with each other…On<br />

account of the historical conflation of traffick<strong>in</strong>g and prostitution both legally and <strong>in</strong><br />

popular understand<strong>in</strong>g, an overwhelm<strong>in</strong>g degree of effort and <strong>in</strong>terventions of antitraffick<strong>in</strong>g<br />

groups are concentrated on traffick<strong>in</strong>g <strong>in</strong>to prostitution."<br />

Claudia Aradau of Open University claims that NGOs <strong>in</strong>volved <strong>in</strong> anti-sex traffick<strong>in</strong>g<br />

often employ "politics of pity," which promotes that all trafficked victims are completely<br />

guiltless, fully coerced <strong>in</strong>to sex work, and experience the same degrees of physical<br />

suffer<strong>in</strong>g. One critic identifies two strategies that ga<strong>in</strong> pity: denunciation – attribut<strong>in</strong>g all<br />

violence and suffer<strong>in</strong>g to the perpetrator – and sentiment – exclusively depict<strong>in</strong>g the<br />

suffer<strong>in</strong>g of the women. NGOs' use of images of unidentifiable women suffer<strong>in</strong>g<br />

physically help display sex traffick<strong>in</strong>g scenarios as all the same. She po<strong>in</strong>ts out that not<br />

all traffick<strong>in</strong>g victims have been abducted, abused physically, and repeatedly raped,<br />

unlike popular portrayals. A study of the relationships between <strong>in</strong>dividuals who are<br />

def<strong>in</strong>ed as sex-traffick<strong>in</strong>g victims by virtue of hav<strong>in</strong>g a procurer (especially m<strong>in</strong>ors)<br />

concluded that assumptions about victimization and human traffick<strong>in</strong>g do not do justice<br />
