ORDINARY COUNCIL MINUTES – 30 APRIL 2008 - 34 - That the recommendation be adopted. CARRIED UNAMINIOUSLY WC 6.3 PIONEER PARK REDEVELOPMENT RES 36017 Author Chief Executive Officer Disclosure of Any Interest Nil Background The Committee (and Council) will be aware that at the meeting of the Works Committee dated 27 October 2007 (Item WC 8.3) and subsequently confirmed by Council at its ordinary meeting dated 27 February 2008, it was proposed that concept design plans be developed for the consideration of the Works Committee and Council. WC 8.3 Development of a Concept Plan for Pioneer ParkBU 101 BU 101.04 Res 36017 Cr Hoult stated that he would like to see the upgrade of Pioneer Park, as budgeted for in 2007/08, progressed as soon as possible. The Committee agreed and discussion took place as to how best to progress the project. It was agreed that an initial concept plan need to be developed, which would then be made available for public comment and feed back before any actual works are carried out. Recommendation That the Works Committee recommend to Council that Council seek a consultant to develop a concept plan for Pioneer Park. Moved Cr Hoult Seconded Mr Kocian That the recommendation be adopted. CARRIED UNANIMOUSLY The above recommendation was enacted by the Manager Regulatory Services who provided a survey feedback sheet for all councillors based on conceptual designs for the redevelopment of Pioneer Park. The Shire of Carnarvon‟s Manager of Parks and Gardens (Mr Andrew Harrison) has also provided Council with a design layout for consideration following an inspection of Pioneer Park with the Shire of Shark Bay‟s Works Supervisor, Mr Gary Brown. Comment Both conceptual designs now require consideration by the Works Committee (and Council) in accordance with the above resolution of Council. In progressing to the next stage Council should ensure the involvement in consultation with relevant stakeholders such as the Shark Bay RSL Branch. In this regard Council should liaise directly with the President and/or Secretary of the Shark Bay RSL Branch. Legal Implications Nil
ORDINARY COUNCIL MINUTES – 30 APRIL 2008 - 35 - Policy Implications Nil. Financial Implications Budget amount of $20k is provided for the commencement of any redesign work in 2007/08. Strategic Implications Redevelopment of Pioneer Park in consultation with the Shark Bay RSL Branch and other relevant stakeholders. Recommendation That the Works Committee recommend to Council – 1. that Council form a subcommittee consisting of Cr Hoult, the Work Supervisor, the Town Supervisor and the Manager Regulatory Services to assess the two preliminary design concept plans for Pioneer Park, and 2. that the subcommittee be requested to present its recommendations to the May Works Committee Meeting. The Works Committee made the following resolution - Recommendation That the Works Committee recommend to Council that Council deny Monkey Mia Wildsights request for the existing fenders to be allowed to remain on the Monkey Mia Jetty. Voting Requirements Simple Majority Required.
