MAYOR CRAIG MACKLE<br />
District in strong position<br />
Irecentlyattendedaregional<br />
conferenceinAshburton. This is a<br />
biannual event and an opportunity to<br />
meet with chief executivesand mayors<br />
from all over the South Island.<br />
There were several challengesthat<br />
kept cropping up, including the<br />
proposed water reforms,and<br />
infrastructure replacement and<br />
maintenance.<br />
Icouldn’t help but think that we are in<br />
areally good position right now.Our<br />
infrastructure is in good nick thanks to<br />
Governmentfundingfor the rebuild and<br />
the greatjob the council’s<br />
infrastructure rebuildteam has done<br />
managing the project. We are asmall<br />
council and to deliver a$38.6 million<br />
project under budget (andifnot for<br />
Covid19, on time)ispretty impressive.<br />
While the last few yearshave been a<br />
long, hardslog for everyone, let us take<br />
alook at whatishappeningaround the<br />
district right now: The reconstructionof<br />
the Mayfair Theatre, the development of<br />
WakatuQuay, construction of the<br />
aquatic centre, the ScoutHall<br />
refurbishment and the Mayoral Task<br />
Force for Jobs funding. These are huge<br />
thingsfor asmall community.<br />
Ivisited the high school recently to<br />
check out the ScienceRoad Show. The<br />
students were really enjoyingthe<br />
interactive learning experience, being<br />
educatedwhile havingfun.<br />
Principal JohnTait gave me atour of<br />
the school grounds, including the<br />
buildings thathave been given an<br />
overhaulwith acolourscheme selected<br />
by the students. The place is looking<br />
good and it is nicetosee our local youth<br />
taking pride in theirschool.<br />
Speakingofschoollife, accordingto<br />
the young audience at the WhatNow TV<br />
show event recently, Iwas personally<br />
responsible for sendingkids to school.<br />
For my sins, Iwas gunked with green<br />
slime (it’s quite surprising just how<br />
much gunk that bucket held). Iwould<br />
like to congratulate the younggirl who<br />
threw the winning shot. She has agood<br />
aim!<br />
Somegood newsfor our tourism<br />
sector:Kaikoura has topped the country<br />
for the biggest increase in domestic<br />
tourism over the school holidays<br />
comparedwith 2019. Not only that, but<br />
we are ranked No. 122 in Lonely Planet’s<br />
new UltimateTravel List —the third<br />
locationinNew Zealand behind<br />
Fiordland and MountCook.<br />
If you are feelingstressedor<br />
pressured, Iwould urge everyone to<br />
take astep back,take adeep breath and<br />
realise how lucky we are to be living<br />
here right now.<br />
Rally organisers express thanks<br />
Dear Editor,<br />
Through your newspaper, on behalf of<br />
the organising committee for the Lone<br />
Star <strong>Canterbury</strong> Rally <strong>2020</strong>, Iwould like<br />
to expressour thanks to the residents of<br />
<strong>North</strong><strong>Canterbury</strong> for allowingusto<br />
once again hold our rallyinthe Hurunui<br />
district.<br />
From the residents of Waikari and<br />
Cheviot, whose streets we invaded for a<br />
shortperiodoftime for our service<br />
areas, to the residents on the roadsthat<br />
we wereallowedtoclose to runour<br />
special stages, we say avery big thank<br />
you .<br />
We realiseitisonly possibletouse the<br />
roadsbecauseofyour acceptance and<br />
we really appreciate that.<br />
Because of Covid 19,wehad to swapa<br />
sometimes cold and even snowy Queen’s<br />
BirthdayWeekend this year for amuch<br />

Although the drivers had to battle the<br />
dust at times, theystill appreciated<br />

Taggart applies for<br />
quarry consents<br />

Taggart Earthmoving has applied for<br />
resource consent for aquarry at the<br />
Rangiora Racecourse.<br />
Both the <strong>Canterbury</strong> Regional<br />
Council (ECan) and Waimakariri<br />
District Council have received the<br />
application for consents to establish,<br />
maintain and operate an aggregate<br />
quarry at 309 West Belt, Rangiora.<br />
People wanting to make a<br />
submission on the proposal must have<br />
them into ECan by 5pm on Friday,<br />
<strong>November</strong> 27.<br />
The proposed quarry will involve<br />
topsoil stripping, aggregate extraction<br />
to adepth of no more than five metres<br />
below ground level, and rehabilitation<br />
of the site by backfilling.<br />
Excavation and deposition of<br />
material will maintain at least one<br />
metre separation to groundwater at all<br />
times.<br />
No crushing, screening or washing<br />
of aggregates is proposed at the site.<br />
The aggregate material will be<br />
transported off site for processing.<br />
According to the application, the<br />
quarrying will be undertaken in at<br />
least eight stages of no more than two<br />
hectares each, over atotal area of 14.5<br />
hectares.<br />
Other activities that are proposed<br />
on site include formation of acoustic<br />
bunds, flood mitigation, and<br />
temporary stockpiling of aggregates.<br />
It is proposed to manage adverse<br />
effects by establishing and<br />
maintaining bunding, as well as dust<br />
control mitigation.<br />
The site will be accessed only via a<br />
dedicated access point from River<br />
Road.<br />
Taggart Earthmoving has applied<br />
for resource consents from ECan for<br />
land use to excavate material, permits<br />
to discharge contaminants to air and<br />
land, and awater permit to divert<br />
floodwater.<br />
The application to the Waimakariri<br />
District Council is for land use<br />
consent to establish, maintain and<br />
operate an aggregate quarry in the<br />
rural zone.<br />
Aresource consent for 15 years is<br />
sought.<br />

submission form and submission<br />
information are available on the ECan<br />
and Waimakariri District Council<br />
websites.<br />
Freedom camping revisited<br />
Freedom camping in Hanmer Springs<br />
is being revisited by the Hurunui<br />
District Council.<br />
In September, the council agreed to<br />
consider shifting the camping areas in<br />
Hanmer Springs to the Hanmer Sports<br />
Reserve during its Long Term Plan<br />
deliberations.<br />
This month it voted to revoke the<br />
motion. Instead, council officers have<br />
been asked to consult with the<br />
community in the Hanmer Springs<br />
basin to identify potential freedom<br />
camping sites.<br />
Officers will report back to the<br />
council with aproposed amendment to<br />
the Freedom Camping Bylaw by March<br />
2021.<br />
Unbudgeted expenditure will be<br />
used to hasten the work.<br />
Councillors also supported areview<br />
of the bylaw being brought forward to<br />
2022, instead of 2023.<br />
Mayor Marie Black said in areport<br />
that the council resolution in<br />
September had been drafted without<br />
consultation with the community,<br />
which was not desirable.<br />
The new resolution will give the<br />
community asay on potential sites in an<br />
open and transparent process, she said.<br />
‘‘It is important that we continue to<br />
work with the community and<br />
acknowledge we have not yet<br />
determined the most desired outcomes<br />
in this regard.’’<br />
