This is a biannual event and an opportunity to meet with chief executivesand mayors from all over the South Island. There were several challengesthat kept cropping up, including the proposed water reforms,and infrastructure replacement and maintenance. Icouldn’t help but think that we are in areally good position right now.Our infrastructure is in good nick thanks to Governmentfundingfor the rebuild and the greatjob the council’s infrastructure rebuildteam has done managing the project. We are asmall council and to deliver a$38.6 million project under budget (andifnot for Covid19, on time)ispretty impressive. While the last few yearshave been a long, hardslog for everyone, let us take alook at whatishappeningaround the district right now: The reconstructionof the Mayfair Theatre, the development of WakatuQuay, construction of the aquatic centre, the ScoutHall refurbishment and the Mayoral Task Force for Jobs funding. These are huge thingsfor asmall community. Ivisited the high school recently to check out the ScienceRoad Show. The students were really enjoyingthe interactive learning experience, being educatedwhile havingfun. Principal JohnTait gave me atour of the school grounds, including the buildings thathave been given an overhaulwith acolourscheme selected by the students. The place is looking good and it is nicetosee our local youth taking pride in theirschool. Speakingofschoollife, accordingto the young audience at the WhatNow TV show event recently, Iwas personally responsible for sendingkids to school. For my sins, Iwas gunked with green slime (it’s quite surprising just how much gunk that bucket held). Iwould like to congratulate the younggirl who threw the winning shot. She has agood aim! Somegood newsfor our tourism sector:Kaikoura has topped the country for the biggest increase in domestic tourism over the school holidays comparedwith 2019. Not only that, but we are ranked No. 122 in Lonely Planet’s new UltimateTravel List —the third locationinNew Zealand behind Fiordland and MountCook. If you are feelingstressedor pressured, Iwould urge everyone to take astep back,take adeep breath and realise how lucky we are to be living here right now. Taggart applies for quarry consents By ROBYN BRISTOW Taggart Earthmoving has applied for resource consent for aquarry at the Rangiora Racecourse. Both the <strong>Canterbury</strong> Regional Council (ECan) and Waimakariri District Council have received the application for consents to establish, maintain and operate an aggregate quarry at 309 West Belt, Rangiora. People wanting to make a submission on the proposal must have them into ECan by 5pm on Friday, <strong>November</strong> 27. The proposed quarry will involve topsoil stripping, aggregate extraction to adepth of no more than five metres below ground level, and rehabilitation of the site by backfilling. Excavation and deposition of material will maintain at least one metre separation to groundwater at all times. No crushing, screening or washing of aggregates is proposed at the site. The aggregate material will be transported off site for processing. According to the application, the quarrying will be undertaken in at least eight stages of no more than two hectares each, over atotal area of 14.5 hectares. Other activities that are proposed on site include formation of acoustic bunds, flood mitigation, and temporary stockpiling of aggregates. It is proposed to manage adverse effects by establishing and maintaining bunding, as well as dust control mitigation. The site will be accessed only via a dedicated access point from River Road. Taggart Earthmoving has applied for resource consents from ECan for land use to excavate material, permits to discharge contaminants to air and land, and awater permit to divert floodwater. The application to the Waimakariri District Council is for land use consent to establish, maintain and operate an aggregate quarry in the rural zone. Aresource consent for 15 years is sought. Details of the application, ajoint submission form and submission information are available on the ECan and Waimakariri District Council websites. Freedom camping revisited Freedom camping in Hanmer Springs is being revisited by the Hurunui District Council. In September, the council agreed to consider shifting the camping areas in Hanmer Springs to the Hanmer Sports Reserve during its Long Term Plan deliberations. This month it voted to revoke the motion. Instead, council officers have been asked to consult with the community in the Hanmer Springs basin to identify potential freedom camping sites. Officers will report back to the council with aproposed amendment to the Freedom Camping Bylaw by March 2021. Unbudgeted expenditure will be used to hasten the work. Councillors also supported areview of the bylaw being brought forward to 2022, instead of 2023. Mayor Marie Black said in areport that the council resolution in September had been drafted without consultation with the community, which was not desirable.
