Veterans Educational Benefits<br />

University of Maryland University College acts as a certifying<br />

agent for the Department of Veterans Affairs (DVA) and certifies<br />

students’ enrollments to the Department of Veterans Affairs<br />

Regional Office in Buffalo, NY. Certification procedures are<br />

outlined as follows. Students applying for VA educational benefits<br />

should seek assistance and VA counseling available at military<br />

education centers.<br />

VA payments are made by the DVA directly to the students and<br />

are calculated by the DVA in accordance with federal regulations.<br />

Educational benefits are paid according to how the DVA views<br />

both the nature of the courses and the course load a student is<br />

taking. Because of the way the DVA views special format classes,<br />

such as Distance Education and seminars, students are cautioned<br />

to check with the Maryland Veterans Affairs Office regarding<br />

how DVA benefits are paid for these classes. VA students who<br />

withdraw are subject to having the amount of their award<br />

recalculated by the DVA and may be required to repay any<br />

unauthorized amounts received.<br />

VA students from Stateside institutions: Students who are not<br />

pursuing <strong>UMUC</strong> degrees but who wish to receive benefits for<br />

Maryland courses must request written permission for each course<br />

from their degree-granting school before enrolling or secure an<br />

Official Evaluation from <strong>UMUC</strong>-<strong>Europe</strong> within two terms of<br />

their first enrollment as a VA student. Written permission must<br />

be submitted to the Maryland field representative at registration,<br />

with the appropriate VA application and any necessary<br />

documentation.<br />

VA students from institutions in the <strong>Europe</strong>an Command: Students<br />

enrolled in other EUCOM schools who wish to receive<br />

VA benefits for <strong>UMUC</strong> courses are not required to submit written<br />

permission for each course. They must, however, contact their<br />

degree-granting school before registering with <strong>UMUC</strong> to ensure<br />

that the course(s) will fit into their programs of study. CCAF<br />

students should consult with their Education Services Officer<br />

(ESO) or CCAF Counselor for assistance in certifying <strong>UMUC</strong><br />

courses to the DVA.<br />

<strong>UMUC</strong>-<strong>Europe</strong> VA Students: <strong>UMUC</strong>-<strong>Europe</strong> VA students must<br />

keep in close contact with the Heidelberg Office of Evaluations<br />

to ensure their Official Evaluation is accomplished within the<br />

DVA’s mandated two-term period. Students who wish to receive<br />

VA Students Must Have an Evaluation<br />

VA regulations require that all VA students declare a<br />

major field of study and have an Official Evaluation<br />

of all prior academic course work and military training.<br />

VA students must have the Official Evaluation<br />

within two terms of their first VA enrollment with<br />

<strong>UMUC</strong>-<strong>Europe</strong> to continue receiving VA benefits.<br />

The Department of Veterans Affairs prohibits <strong>UMUC</strong>-<br />

<strong>Europe</strong> from certifying enrollments to the DVA for<br />

any student who has been enrolled more than two<br />

terms without specifying the major field of study<br />

and amount of transfer credit.<br />

Veterans Educational Benefits<br />

VA benefits for courses taken with other institutions should first<br />

seek guidance from a Maryland academic advisor. Federal<br />

regulations prohibit <strong>UMUC</strong>-<strong>Europe</strong> from certifying enrollments<br />

in courses which cannot be applied to the student’s degree<br />

program. VA students are responsible for tracking the progress of<br />

their official evaluation and contacting the Maryland VA Office<br />

in Heidelberg with any requests for retroactive certifications.<br />

GI Bill and VEAP Certification<br />

Eligible students first registering with <strong>UMUC</strong>-<strong>Europe</strong><br />

who have not yet applied to use their VA<br />

• In-service personnel submit:<br />

Before registration, VA Form 22-1990, signed by the ESO<br />

and CO; and a certified, true copy of DD Form 214 for each<br />

period of prior service directly to the VA Office in Heidelberg.<br />

At registration, UMAA-026, Application for an Official<br />

Evaluation (noted “VA”) and all documents necessary for an<br />

Official Evaluation to the field representative.<br />

Veterans submit:<br />

Before registration, VA Form 22-1990; and a certified, true<br />

copy of DD Form 214 for each period of prior service. Old<br />

G. I. Bill veterans must also send VA Form 21-686c and a<br />

certified true copy of marriage certificates and/or dependents’<br />

birth certificates directly to the VA Office in Heidelberg.<br />

At registration, UMAA-026, Application for an Official<br />

Evaluation (noted “VA”) and all documents necessary for<br />

evaluation to the field representative.<br />

Eligible students who have already used VA at another<br />

university or elsewhere within <strong>UMUC</strong> and have not<br />

subsequently changed status<br />

In-service personnel submit:<br />

Before registration, VA Form 22-1995, signed by the ESO,<br />

directly to the VA Office in Heidelberg.<br />

At first registration for which student seeks enrollment<br />

certification by Maryland, UMAA-026, Application for an<br />

Official Evaluation (noted “VA”) and necessary documents<br />

to the field representative.<br />

Veterans submit:<br />

At first registration for which students seek certification of<br />

enrollment by Maryland, UMAA-026, Application for an<br />

Official Evaluation (noted “VA”) and necessary documents<br />

to the field representative.<br />

Previously Certified Students<br />

Students previously certified by <strong>UMUC</strong>-<strong>Europe</strong> need only<br />

inform the field representative that they wish to receive VA for<br />

their enrollment and note “VA” on their registration form each<br />

term.<br />

Students Receiving G.I. Bill<br />

Students receiving educational benefits under the G.I. Bill<br />

are cautioned that the DVA will issue a Student Verification<br />

(VA Form 22-8979) to the student who must send this<br />

verification of current enrollment back to the DVA before the<br />
