Organisations striving for sustainable economic growth may seem fairly
unusual in today’s rapidly changing environment. Some even believe it is an
unrealistic objective…
Well, I can tell you it isn’t. In my position as Chief Executive Officer of EFQM,
a network of leading organisations, I have been privileged to meet some of
the best performing organisations across Europe and beyond. I have seen
organisations adjusting rapidly to the new business climate, turning
challenges into opportunities, and I have had the honour to meet their
inspiring leaders and motivated employees.
This book is dedicated to these organisations. I hope you will enjoy reading
an introduction to what made these companies, large and small, private and
public, successful. The EFQM Excellence Model has guided them on their
quest for excellence and today they have achieved a role-model status.
I hope that their examples, their enthusiasm, motivation and
accomplishments may inspire you! We also hope they encourage you to
embark on your own journey towards excellence.
Many people have contributed to this book. I would like to thank one
colleague at EFQM – Samuli Pruikkonen – who has once again successfully
organised the EFQM Excellence Awards 2011. I also would like to thank the
Award Winners, Prize Winners and Finalists who let us share their stories,
not only through this book but also through upcoming good practice visits,
case studies and webinars. Finally, EFQM Partners have always been strong
supporters of EFQM and their continuing devotion to Excellence has helped
us to increase European competitiveness.
Yours sincerely,
Pierre Cachet
Chief Executive Officer
The objective of the EFQM Excellence Awards is to recognise Europe’s best
performing organisations, whether private, public or non-profit.
Previous applicants have described the EFQM Excellence Awards as “like
playing in the Champions League”, because it is supported by one of the
most rigorous assessment processes. To identify the finalists, a team of 4 to
8 experienced international managers spend one week on site; an average
of 500 hours per applicant, reviewing documents, interviewing and
analysing the organisation against the EFQM Excellence Model. The
feedback from the Assessor Teams is then presented to an independent jury
that decides the level of recognition for each Finalist.
To win the EFQM Excellence Award, an applicant must be able to
demonstrate that their performance not only exceeds that of their peers,
but also that they will maintain this advantage into the future.
In 2011, 18 organisations were selected as a Finalist; such a high number of
Finalists was a clear signal that Business Excellence is a vital strategy for
European organisations and at the top of the executive agenda.
Out of the 18 Finalists, the jury identified 1 Award winner and 9 prize
winners. A prize winner is an organisation which demonstrates role model
behaviour in one of the 8 EFQM Fundamental Concepts of Excellence.
“We adopted the EFQM Excellence Model in 1998 to obtain results satisfying
all our stakeholders and to act as a pioneer: becoming the first in our sector
to embark on a journey to excellence. Today, the EFQM Model serving as a
management approach has become an important part of our corporate
culture that helps Bilim Pharmaceuticals realise its vision. As the advantages
of utilising the Model are observed in the improvement of the company’s
performance indicators, the level of satisfaction of all our stakeholders has
improved year by year. This motivates us to maintain the direction we are
progressing on.
By adopting the EFQM Excellence Model at
Bilim Pharmaceuticals, we promised all our
stakeholders that we will progress
steadfastly on a never-ending path. Hence,
we are aware that our responsibilities will
grow with each passing day. By applying the
EFQM Excellence Model, we assure
continuous development and we ensure all
our stakeholders by sharing our
achievements. We would like to improve and
expand this positive atmosphere we created
internally, to ultimately act as a role model
within and beyond the pharmaceutical
industry. We would like to guide others to
complete our mission with success.
For this purpose, we recommend that those who have already embarked on
their journey: advance full steam ahead. For those who haven’t, we urge
them to employ the Excellence Model as soon as possible.”
After a thorough and intensive assessment, including 50 interviews, and
involving about 200 staff members, the Assessor team found clear examples
of role model behaviour across all EFQM’s Fundamental Concepts of
Excellence. Hence, the Jury decided to award Bilim as the sole EFQM
Excellence Award Winner in 2011.
Additionally, Bilim receives 4 Prizes for particularly outstanding results in
the following areas:
 Adding Value for Customers
Leading with Vision, Inspiration & Integrity
 Managing by Processes
 Achieving Balanced Results
A Passion to Excel
There is a strong culture within
Bilim Pharmaceuticals to listen to
the customers and to be
responsive. Well selected and
trained sales people, supported
and directed by Business Units and
regional representatives form an
enthusiastic team focused solely
on serving the customer and
answering to their needs.
The EFQM Assessors comment: “The passionate people definitely make a
difference, but Bilim Pharmaceuticals does so much more. They have
continuous feedback mechanisms in place; they embed high product quality
standards complying with international standards and their production
technologies are regarded as best practice by third parties (even by their
competitors!).”

It goes without saying that one needs strong leadership to create a healthy
organisation. At Bilim Pharmaceuticals this is not different! Leaders act as
role models embedding in their behaviour ethical principles, ethics and
sustainability activities.
Assessors believe that their key to success lies in the “bottom-up” strategy
development and planning approach. Without any exception, the entire
organisation is involved in the development of the strategy, the annual plan
and the related business objectives.
Hence, all people interviewed could explain the performance indicators
within their responsibility. Each staff member knows exactly how he or she
is helping the company to be successful.
The Assessors conclude: “Based on the approaches and results we have
seen, we are convinced that their growth will continue, at least for the next
3 years.”
Bosch Chassis Systems Control division develops innovative components,
systems, and functions in the field of vehicle safety, vehicle dynamics, and
driver assistance. This application was unusual because of the scope; it
covered the entire division of 7,400 employees, based across 5 continents.
15 |
The Assessors were particularly
impressed with the leadership of Bosch
Chassis Systems; ensuring the strategy
and objectives are aligned through a
robust cascade process and reviewed via
a structured appraisal process, aligned to
the company’s values. They are
recognised with a Prize for “Leading
“We've been using the EFQM model now for over 5 years. It is clearly a
mighty tool which assists us in leading our global company. From the annual
assessments we win an objective view of the organisation. This helps us to
set the right priorities for our business and facilitates our improvement
activities because we know they are the right ones. The leadership of all our
14 locations, due to its proven success, is dedicated to the EFQM model. The
model nowadays is indispensable for us.”
Living the Values
During the assessment, the team visited sites in all 5 continents within the
scope of this submission. They highlighted 3 key elements that they felt
were a role model in this area:
The Values are incorporated into the recruitment process and
training & development plans.

| 16
Processes are derived from the integrated divisional plan then
deployed throughout the organisation through the objectives
cascade to ensure alignment of personal & organisational goals.
People are encouraged to take initiative, generating a culture that
supports the generation and development of new ideas and ways of
working.
Bosch is well known for their social responsibility initiatives thanks to the
people who work for them. Bosch associates live for the values and act
accordingly to them, becoming ambassadors for the company who engage
Grundfos Pumpenfabrik GmbH (GWP) was formed in 1960 as an
independent private limited company, a fully-owned subsidiary of
GRUNDFOS FOUNDATION. The facility, based in Wahlstedt, Germany, is a
to their customers. Their vision of “advantage through change” is
demonstrated by their structure approach to gathering and understanding
Advantage through Change
GWP’s role is changing in line with the Group strategy of transitioning from
a production based company to a customer solution company. To
successfully execute this strategy requires a deep understanding of the
market requirements and opportunities. GWP have implemented a wellestablished
process of gathering and understanding the needs of their
stakeholders, including:
 PESTEL analysis
 Stakeholder mapping
 SWOT analysis and the
 Confrontation matrix
GWP uses a balanced set of results, with clearly defined “cause & effect
relationships”, to review their progress, providing a view of long and shortterm
priorities for the key stakeholders. This is a direct result of the insights
delivered through the PESTEL and subsequent SWOT analysis, which form
the basis of their annual planning process.
The Assessor Team felt that the thoroughness of this analysis and the
insights it gives GWP’s strategy development was truly exceptional.
Since becoming a university in 1992, Liverpool John Moores University
(LJMU) has grown substantially, in line with the policy of successive
governments, to extend the scope and accessibility of higher education in
During the site visit, the Assessor Team noticed that there is no real
hierarchy in the daily operation. Everybody feels of high value and
responsible for the success of the whole Unit. This team culture is enabled
and maintained by their leaders: everybody can contribute and in the same
way develop their capabilities according to patient requirements, through
an open but focussed approach to training. The daily and weekly multi-

professional team discussions are providing a truly learning organisation
without the burden of administration work or competition between people.
Robert Bosch’s Bamberg Plant produces state-of-the-art energy-saving and
emission reducing gasoline and diesel components for both the Gasoline
Systems and Diesel Systems divisions. They are recognised with two Prizes
for “Leading with Vision, Inspiration & Integrity” and “Managing by
Processes”.
"We should all strive to improve the status quo: none of us should ever be
satisfied with what they have achieved, but should always endeavour to get
better." Regarding this mission Robert Bosch gave us one century ago, we
are striving to improve our business in all areas for many years. For us the
key to business excellence is the advancement of our leadership to empower
and motivate our people to improve and maintain the necessary processes
in production and administration with their creativity and innovation. The
basis and guideline of our efforts are clear values, leadership principles and
a comprehensible vision and strategy, well known to all people.
The Award process offered us the opportunity to examine our path to
excellence and to get clues through fresh eyes to further improve our
approaches, as well as to get the recognition for what we already achieved.”
Striving to Improve the Status Quo
The Assessor Team felt the leaders are role models of a culture of
excellence in the way in which they set a clear strategic direction and
communicate that effectively, consistently and regularly. They ensure
alignment and create a shared culture so that all associates are clear about
the role they play towards that strategic direction.
Since 2002, many different approaches have been integrated into the
process management framework and are the basis for creating balanced
and sustained results, particularly in strategic areas such as increasing
efficiency and speed of processes.
They have defined a structured and strategically aligned process framework,
described in a process map and a process management structure that is
based on two pillars: the processing of administrative processes and value
streams. The management and continuous improvement of processes takes
into account both the needs and expectations of the process users and
those of the customers; enabled by the clear direction and culture
developed by the leadership of Bamberg.
“The EFQM Excellence Award process allowed us to take one more step
towards our Vision – achieving Excellence in all areas of the organisation.
Working with a high quality team of Assessors enabled us not only to draw a
full picture of the company but also to know where we stand in comparison
with the best-in-class companies throughout Europe. Learning from those
benchmarking organisations is essential for us to improve our performance.
Furthermore, the feedback report helped us to identify where we can
improve and gave us precise hints on how to proceed in order to build a solid
basis for our company’ sustainable future. This feedback has already been
incorporated into our internal continuous improvement process. Besides
that, I would also highlight the importance of the associates involvement
and participation – they played an essential role in all steps of this process,
sharing their perception of the company and showing a strong commitment
on being part of our development and future success. In summary, this
process was a true learning experience that will lead us to further improving
our organisation”.
“Innovation, investment, structure, people and the guts to dare!” These are
some of the key words used by the Assessor Team to describe the building
blocks of REGTSA’s achievements.
“With its own success story REGTSA provides a model for a drastic change in
public administration using the EFQM Excellence Model. Innovation,
efficiency and participation are key factors for sustained success in the
public sector.”
Francisco Javier Iglesias, President

Innovation & Change in the Public Sector
Next to a professional approach to innovation management, another key
factor for success lays within the Fundamental Concept of Excellence:
“Succeeding through People”. At REGTSA, ordinary people achieve
extraordinary things. How? Through swarm knowledge: the organisation
creates “Participative Working Groups” in which employees define
improvements together to nurture innovation.
The Assessor Team concluded: “Pride, self-esteem and enthusiasm could be
felt among all groups currently in action.” In addition, REGTSA develops
extremely close relationships with municipalities in order to better
understand their needs and to be able to offer them services municipalities
would sometimes not even dream of.
REGTSA provides a role model for drastic, positive change in public
administration. Moreover, REGTSA successfully employs the EFQM
Excellence Model to create sustained success.
A Sustainable Future for Water
“Through its mission and challenging journey, Vodokanal has become a role
model in its country and the Baltic region for environmental matters,”
comments the Assessor Team after the site visit.

The company’s core business goals are very strongly linked to the idea of
sustainability. The use of the latest technology for water treatment, and the
investments to increase awareness amongst children and young people; are
only two striking examples of their sustainability strategy.
In addition “building partnerships” is also a cornerstone in Vodokanal’s
journey to Excellence. The Assessor Team witnessed a widely implemented
culture of building long-term relations with multiple stakeholders.
Vodokanal is for instance one of the first companies in its industry to
transform a new concept into reality: the “Public Private Partnership”,
enabling them to reduce fixed cost.
Mobilizing People, Working as One Team
Worthington Cylinders is based in a rural part of Austria with historically
very low unemployment; low birth rates and the attractiveness of urban
areas have led to a shrinking population base in our region. Hence, one of
their main leadership focuses is
attracting and retaining the right
people. Worthington Cylinders
seeks to differentiate
themselves as an employer not
through more pay, but rather
with a high energy, transparent,
communicative, interesting, and
fun company culture and work
climate.

The Assessor Team comments: “Their people strategy is, without any doubt,
a major success factor. Avoiding the simplistic solution of salary inflation,
Worthington Cylinders has successfully focused on the softer aspects of
organisational development. In consequence, it has created one of the most
convincingly loyal workforces, committed passionately to the company,
highly skilled and motivated people who are proud to be part of the
company. In relation to the phenomena of the ‘War for Talent’, they have
In March 2011, 118 assessors from 27 countries came together in Brussels
to begin the EFQM Excellence Award 2011 assessments. These people
come from a diverse range of organisations, from the private and public
sectors, from SMEs to global multi-nationals. They also bring a wider range
of experience and skills to each team. The assessors are not just “business
excellence professionals”; they come from a wide range of backgrounds and
disciplines, from HR to IT, from Finance to Supply Chain Management.
Joining an EFQM Assessment Team is a unique learning experience. Where
else do you get the opportunity to work with a diverse multi-national team,
with a range of backgrounds and experiences on a real project? How else
would you get the opportunity to spend time with an organisation,
understanding their strategic challenges and helping them to understand
what they need to do to progress their journey towards excellence? Where
else can you practice gathering, compiling and rapidly processing
information from a number of different sources that enables you to gain
insights into an organisation in a few days, impressing their management
team?
If you want to act as an EFQM Assessor, please contact us via e-mail
(info@efqm.org) or by telephone (+32 2 775 3511).
