A car fire erupted in flames after potentially being set alight on Hodgens<br />

Rd, Prebbleton, last week. Firefighters spent about an hour putting the<br />

blaze out. Police said the fire was suspicious but could not say whether<br />

the car was stolen.<br />

GROWTH IN Rolleston has forced the<br />

council to change its ward structure.<br />

It will soon be consulting the public on<br />

the new wards, and two options will likely<br />

be proposed.<br />

The first is a four ward eight councillor<br />

model, and the second is a three ward<br />

10 councillor option. The new proposed<br />

wards are yet to be named.<br />

The council is currently conducting a<br />

representation review, which normally is<br />

done every six years, but due to the pace<br />

the district is growing it is being done<br />

after three years.<br />

The current ward system and its geographical<br />

boundaries no<br />

longer meet the Local<br />

Government Act 2002<br />

requirements. The act<br />

requires councillors to<br />

represent equal amounts<br />

of the district population<br />

plus or minus 10 per cent.<br />

options heading to public consultation at<br />

its <strong>March</strong> 12 meeting.<br />

Using the current population of 81,250<br />

each councillor should represent 8125<br />

people. In the Rolleston Ward, each<br />

councillor represents 10,000 people, while<br />

in the Ellesmere Ward, each councillor<br />

represents 6725 people. Both fall outside<br />

the legislative requirements.<br />

“Under the act, it’s all about the proportion<br />

of public to councillors. It does not<br />

allow us to take the geographical area into<br />

account unless there are extreme circumstances.”<br />

In the four ward-eight councillor option,<br />

the ward boundaries remain similar, the<br />

main difference being West Melton will be<br />

joined with Lincoln and Prebbleton, and<br />

Burnham will be joined with Rolleston.<br />

One councillor will cover the Malvern<br />

area, one will cover the Ellesmere area,<br />

three will cover Rolleston, and three<br />

will cover Lincoln, Prebbleton and West<br />

Melton.<br />

In the three wards-10 councillor option,<br />

much of what is currently the Malvern and<br />

Ellesmere wards are joined together, and<br />

West Melton will be joined with Lincoln<br />

and Prebbleton, and Burnham will be<br />

joined with Rolleston.<br />

Three councillors will cover the joined<br />

Malvern and Ellesmere wards, four will<br />

cover Rolleston and three will cover Lincoln,<br />

Prebbleton and West Melton.<br />

Dean acknowledged in the three<br />

ward model there is a possibility that all<br />

councillors could live in the Malvern or<br />

Ellesmere areas.<br />

“The risk is that three councillors could<br />

come from what part and have a larger<br />

geographical area to cover.”<br />

Dean encouraged people to have their<br />

say on the proposal when it goes out for<br />

consultation.<br />

“We urge the public to look at this,<br />

particularly we want to hear from young<br />

people because they are the ones who will<br />

be impacted by it for the longer time,”<br />

Dean said.<br />

“We want to hear from everybody<br />

because this is deciding who your<br />

representatives are.”<br />
