Migrant population<br />

15,000 registered foreign residents (8.67% of the population). The<br />

main migrant groups are:<br />

▷ Seasonal agricultural workers from West-African countries, often<br />

with an irregular status and at risk of social exclusion.<br />

▷ Refugees from Ukraine (about 500).<br />

▷ Romanian Roma families living in informal settlements in the<br />

outskirts.<br />

▷ Latin American women working mainly in home care for local<br />

residents.<br />

Socio-economic context<br />

Albacete’s location at the crossroads of agricultural workers’ seasonal<br />

migration paths between Comunidad Valenciana, Andalusia and Portugal<br />

makes the city an important place of transit and work in garlic and<br />

onion production, among others.<br />

Especially in the summer months there is a strong presence of seasonal<br />

workers.<br />

Unemployment of 13.6% at the level of the province.<br />

Challenges and needs<br />

The most precarious migrant groups face severe housing exclusion<br />

(informal shanty town with 240 permanent residents, homeless shelter<br />

with up to 600 residents during the summer, when seasonal workers<br />

come to Albacete).<br />

▷ Learn about ways to increase available housing for (temporary<br />

and permanent) migrants in precarious situations, with limited<br />

resources.<br />

Migrant workers are being exploited by a deep-rooted middlemen system<br />

which acts as intermediary between the workers and employers,<br />

and charges money of migrants for its intermediation with employers,<br />

registration and other services.<br />

▷ Good practice on how to undermine and break exploitative<br />

middlemen structures in agriculture, e.g. through better<br />

cooperation with employers.<br />

▷ Learn about effective welcoming, guidance and referral of migrants<br />

to the different resources available in the city (e.g. one-stop-shops).<br />

Invisibility, informality and precariousness cause a negative image of<br />

some migrant groups.<br />

▷ Learn about efficient ways to combat false stereotypes.<br />

The municipality’s services lack direct contact with some of the workers.<br />

▷ Raise awareness of staff working in generalist municipal services<br />

on migrant rights.<br />
