Coordinating a reception and integration strategy informed by human rights<br />

Historically and demographically, Seine-Saint-Denis<br />

is a land of immigration.<br />

Diversity is in the départment’s<br />

DNA, as illustrated by the 130 different<br />

nationalities and 177 languages<br />

spoken. It is also a land of contrasts,<br />

with, on one hand, the highest number<br />

of new jobs created in the whole Paris<br />

region, and, on the other hand, social<br />

polarisation, where many residents<br />

face problems in accessing housing,<br />

healthcare and social support.<br />

The dense superposition of various<br />

administrations (cities, département,<br />

region and state) with their respective<br />

services, and the rich landscape of<br />

associations represent an asset. But it<br />

can also be difficult to understand and<br />

navigate for newcomers and therefore<br />

represent an obstacle in accessing<br />

their rights.<br />

Building on its long-standing commitment<br />

to providing unconditional<br />

welcome, the département wants to<br />

improve the coordination between<br />

all actors to develop a joined-up<br />

approach to reception and integration.<br />

In doing this, it also plans to work<br />

directly with migrants as experts by<br />

experience to better adapt the services<br />

to the diversity of needs and<br />

life situations that characterise this<br />

territory.<br />

Preliminary focus of the integrated action plan<br />

▷ Set-up a stakeholder<br />

coordination mechanism on<br />

migrant reception and inclusion.<br />

▷ Building an innovative strategy<br />

for migrant reception and<br />

inclusion that brings together all<br />

stakeholders.<br />

▷ Develop a guide to refugees’<br />

rights and practical procedures<br />

(residence permits, housing,<br />

work, health, etc.), produced in<br />

several languages by refugees.<br />

▷ Create a “Maison de<br />

l’hospitalité”: a third-place “onestop<br />

shop” bringing together<br />

all those involved in migration<br />

(migrants, public bodies,<br />

associations, vocational training,<br />

students, researchers) and<br />

offering legal and social advice,<br />

vocational training, spaces<br />

for associations, cultural and<br />

creative space.<br />

▷ Carry out an in-depth<br />

quantitative and qualitative<br />

analysis of the situation with<br />

the help of researchers from the<br />

local group.<br />

▷ Improve professional training on<br />

migrants’ rights and needs.<br />
