Leading internationalisation from the local level<br />
Cluj-Napoca is rapidly diversifying:<br />
through international students,<br />
economic migrants and refugees<br />
from Ukraine, the city’s non-Romanian<br />
population grew from 8,000<br />
to 22,000 in the past five years.<br />
The city wants to react to this new<br />
reality by creating new services for<br />
migrants and engaging local society.<br />
In doing this, it can build on close<br />
cooperation with civil society and<br />
a beginning institutionalisation of<br />
migrant voices.<br />
At the same time, national policies<br />
and institutions are still in the<br />
process of assuming this new reality.<br />
They continue to see migration as<br />
transitory and do not provide sufficient<br />
capacity to foster welcoming<br />
and support for newcomers.<br />
Preliminary focus of the integrated action plan<br />
▷ Developing a One-Stop-Shop<br />
“Welcome to Cluj” as a space for<br />
migrant orientation, advice and<br />
activities for capacity-building<br />
and empowerment of migrantled<br />
organisations.<br />
▷ Develop the ClujID application,<br />
a local digital identity that can<br />
improve access to services and<br />
rights for all citizens, including<br />
migrants.<br />
▷ As an offshoot of the digital<br />
ID, develop an app providing<br />
information and orientation for<br />
migrants.<br />
▷ Engage migrants and refugees in<br />
participatory budgeting, based<br />
on a first experience with young<br />
people in the Com’ON Cluj-<br />
Napoca project.<br />
▷ Provide training on rights<br />
awareness and cultural<br />
sensitivity for staff in all public<br />
institutions, including through<br />
migrant advocates and experts in<br />
migration.<br />
