Legal provisions for foreign architects<br />

The EEC 85/384 directive governing the mutual recognition of architectural qualification was not<br />

implemented in Italy until 1992, by legal Decree n° 129 of 27 January.<br />

This decree sets out the procedures that must be followed by architects from other countries wishing to<br />

practice in Italy.<br />

The procedure for recognition follows the text of the directive to the letter, and is probably too<br />

complicated, in that requests for recognition of qualifications are referred to the ministry responsible for<br />

universities which, after consulting with the ministries of foreign affairs and of justice, must in turn obtain<br />

the advice of the national university council and the national council of architects, before finally adopting a<br />

recognition decree for every diploma.<br />

Once the interministerial decree has been issued, the Order registers the architect, in its usual register if<br />

the architect in question is resident in Italy, or in a special register if temporarily practising in Italy.<br />

Architects who, at the time of the 1985 directive, had already qualified and/or were exercising their<br />

profession before the 1987/1988 academic year, have no requirement to fulfil, as their diplomas are<br />

already recognised on an interim basis by the directive itself. They simply have to apply directly to the<br />

Order. The Order and the CAN (art.10) are responsible for providing architects from other countries with<br />

information on the legislation and the deontology of the profession, and for any language training foreign<br />

architects may need in order to practice in Italy.<br />

the town of Quarrata, the implementation of a design museum.<br />

2 – Emanuela Curtoni / Group Cliostraat. Quarrata. Development plan on the competition site, jointly with<br />

Jarmo Raveala, the group Cliostraat and two teams who received a special mention from the jury. For the<br />

town of Quarrata, the implementation of a municipal multi-media library and administrative premises,<br />

implementation of public spaces (pedestrian square, bus terminal, green spaces, promenade).<br />
