Europe has taken a big step forward,
there is still no real “European
economy” that is coordinated
and supportive.
The proposal of a new industrial
policy is of vital importance to Europe.
As a matter of fact, the new
proposal has become one of the
fundamental objectives of “2020
Europe” for an intelligent, sustainable,
and truly comprehensive
growth.
a
The new industrial policy
will have to be:
1 Horizontal: capable of informing the
other policies of the European Union and
viceversa.
2 Integrated: Europe will need to outdo
the model of “isolated sectors” or the national
industries. The latter will be substituted
by a model based on the complete
networks of value from access to raw materials,
energy, and transportation to client
post-sales client service.
3
Closer to restructuring sectors
4 Innovative and sustainable: companies
will have to increase their technological
base through the development
and integration of technologies and advanced
facilities. Innovative competition
will have to be an objective for all businesses:
small, medium sized, and large
companies.
5 Attentive to stimulating creativity,
Europe’s strength point. European companies
have always distinguished themselves
for their capability of examining
different and new solutions all the time,
in order to satisfy the needs of their clients.
6 Oriented towards the development
of small and medium sized companies
which will be the great protagonists of
the new growth phase.
7 Strategic on the raw materials front:
a lot of importance will be placed on the
access to raw materials: on one hand,
strengthening of economic and political
relations with several Third World countries;
and on the other hand, intensification
of efforts on raw materials which Europe
already has available and will have
to optimize.
8 Globalized: the European business
policy will have to focus itself again on
the main partners in order to guarantee a
higher level of openness to markets. z
Europe 2020
The European Commission has
launched the Europe 2020 Strategy
on March 3 in order to overcome
the crisis and prepare EU economy
for the next decade. Europe 2020
is about what we need to do today
and tomorrow to get the EU economy
back on track.
Europe must learn the lessons from
the global economic and financial
crisis. European economies are intrinsically
linked. No Member State
can address global challenges effectively
by acting in isolation.
Specifically, the Europe 2020 Strategy
sets out a vision for Europe’s
social market economy over the
next decade, and rests on three interlocking
and mutually reinforcing
priority areas: Smart growth,
developing an economy based
on knowledge and innovation;
Sustainable growth, promoting a
low-carbon, resource-efficient and
competitive economy; comprehensive
growth, fostering a high-employment
economy delivering social
and territorial cohesion.
Progress towards these objectives
will be measured against five representative
headline EU-level targets,
which Member States will be
asked to translate into national targets
reflecting starting points:
• 75 % of the population aged 20-
64 should be employed.
• 3% of the EU’s GDP should be
invested in R&D.
• The “20/20/20” climate/energy
targets should be met.
• The share of early school
leavers should be under 10%
and at least 40% of the younger
generation should have a
degree or diploma.
