Overseas Credentials<br />

Committee (OCC)<br />

The OCC activities continue to grow in<br />

complexity, reliability and transparency.<br />

We expect to have processed up to 45-<br />

50 Overseas Trained Specialist (OTS)<br />

specialist assessment applications by the<br />

end of <strong>2011</strong>.<br />

The majority of our processes,<br />

reports and recommendations are<br />

made online using the College OCC<br />

e-Learning (Moodle) site.<br />

In line with College decisions, the<br />

OCC has further expanded the<br />

supervision guidelines to cover<br />

applicants from the wider emergency<br />

medicine community. In essence,<br />

only specialists who have completed<br />

a recognised training program from<br />

IFEM-approved colleges will be<br />

considered. Those without advanced<br />

standing qualifi cations will be required<br />

to complete the Fellowship exam in<br />

addition to the usual supervision and<br />

research requirements. Specialists<br />

with advanced standing qualifi cations<br />

continue to be exempt from the<br />

Fellowship exam (FCEM, FRCPC, and<br />

ABEM – by exam – from UK, Canada<br />

and USA respectively).<br />

In order to improve governance and<br />

supervision of Area of Need (AON)<br />

Specialists, all applicants are now<br />

interviewed by a senior F<strong>ACEM</strong> panel<br />

via teleconference.<br />

Eleven tele-interviews have been<br />

conducted since the implementation<br />

of AON Guidelines in November<br />

2010.<br />

The OCC would like to thank the<br />

members of the OTS and AON<br />

interview panels for their support.<br />

In addition we recognise the efforts<br />

of those Fellows who have provided<br />

structured references and oversight<br />

reports during the year.<br />

The OCC also formalised College<br />

approval and recognition of Specialist<br />

in Training (SIT) applicants. The<br />

aim is to communicate to external<br />

agencies the College criteria for<br />

suitable applicants. This pathway is<br />

for applicants within two years of<br />

completing specialist training in their<br />

country of training, although some<br />

qualifi ed specialists in emergency<br />

medicine may be eligible with a view<br />

to gaining experience not available<br />

in their country of origin or training.<br />

Fourteen SIT applications have been<br />

processed over the last year.<br />

Priestley on his appointment as<br />

Queensland Representative to the<br />

OCC, and thank Corinne Millane for<br />

her valuable assistance in supporting<br />

the Committee.<br />

Non-Specialist Training<br />

Committee<br />

This Committee was initially convened<br />

as a working group at the request of<br />

Council in November 2008 to address<br />

a recognised gap in training and<br />

credentialling for the large number<br />

of doctors who work in Australasian<br />

emergency departments and are not in<br />

the <strong>ACEM</strong> specialist training program.<br />

It was decided to develop both<br />

a Certifi cate and a Diploma in<br />

Emergency Medicine (EM).<br />

The EM Certifi cate will provide<br />

participants with a broad range of<br />

knowledge and skills to meet the<br />

demands of basic EM practice and<br />

the EM Diploma will provide more<br />

advanced knowledge and skills, building<br />

on those gained in the EM Certifi cate.<br />
