Overseas Credentials
Committee (OCC)
The OCC activities continue to grow in
complexity, reliability and transparency.
We expect to have processed up to 45-
50 Overseas Trained Specialist (OTS)
specialist assessment applications by the
end of 2011.
The majority of our processes,
reports and recommendations are
made online using the College OCC
e-Learning (Moodle) site.
In line with College decisions, the
OCC has further expanded the
supervision guidelines to cover
applicants from the wider emergency
medicine community. In essence,
only specialists who have completed
a recognised training program from
IFEM-approved colleges will be
considered. Those without advanced
standing qualifi cations will be required
to complete the Fellowship exam in
addition to the usual supervision and
research requirements. Specialists
with advanced standing qualifi cations
continue to be exempt from the
Fellowship exam (FCEM, FRCPC, and
ABEM – by exam – from UK, Canada
and USA respectively).
In order to improve governance and
supervision of Area of Need (AON)
Specialists, all applicants are now
interviewed by a senior FACEM panel
via teleconference.
Eleven tele-interviews have been
conducted since the implementation
of AON Guidelines in November
2010.
The OCC would like to thank the
members of the OTS and AON
interview panels for their support.
In addition we recognise the efforts
of those Fellows who have provided
structured references and oversight
reports during the year.
The OCC also formalised College
approval and recognition of Specialist
in Training (SIT) applicants. The
aim is to communicate to external
agencies the College criteria for
suitable applicants. This pathway is
for applicants within two years of
completing specialist training in their
country of training, although some
qualifi ed specialists in emergency
medicine may be eligible with a view
to gaining experience not available
in their country of origin or training.
Fourteen SIT applications have been
processed over the last year.
I would like to congratulate Stephen
Priestley on his appointment as
Queensland Representative to the
OCC, and thank Corinne Millane for
her valuable assistance in supporting
the Committee.

Non-Specialist Training
Committee
This Committee was initially convened
as a working group at the request of
Council in November 2008 to address
a recognised gap in training and
credentialling for the large number
of doctors who work in Australasian
emergency departments and are not in
the ACEM specialist training program.
It was decided to develop both
a Certifi cate and a Diploma in
Emergency Medicine (EM).
The EM Certifi cate will provide
participants with a broad range of
knowledge and skills to meet the
demands of basic EM practice and
the EM Diploma will provide more
advanced knowledge and skills, building
on those gained in the EM Certifi cate.
