ACEM Annual Report 2011 4 PRESIDENT’S REPORT Sally McCarthy As President of ACEM, it is my pleasure to present the Annual Report for 2011. This has been a year of exciting growth and expansion for the College and it is pleasing to look back on the achievements of 2011 whilst looking forward to the challenges of 2012. Within College The past year has seen a fundamental review of the way we do things, from review of training and assessment, to review of offi ce staffi ng and management structures, and I mention just a few items in this report, with more details available on the College website. Most importantly, fi nal recommendations were received from the Training and Assessment Review Working Group, and after consultation and consideration by BOE and others, were accepted by Council. As a result we now see the start of the Curriculum Revision Project which will involve existing committees of College, as well as giving the opportunity for many additional Fellows to be part of the work over a number of years. Signifi cant outcomes will include non-clinical content areas becoming integrated into the curriculum across the training period, increased focus on workplace based assessment, and better transparency of progress throughout the training period, thus ensuring trainees are adequately prepared for examinations, and Fellowship. In December 2010, a Deputy Censor-in-Chief position was introduced to support the CIC and BOE. I thank Yuresh Naidoo (CIC) and Ruth Hew (Deputy CIC) for their work and collaborative effort in making this new role a great success. They have also completed the work of implementing fi nal BOE changes planned from the governance restructure of some time ago. Trainee input into College functions has been strengthened with trainee representation now on the majority of committees, and heartening interest from a large number of trainees for these roles. Council Executive and the CEO attended a short external course to enhance their knowledge about requirements of Boards as a prelude to the introduction of more formalised training for all new Councillors. Health Reform It is timely that this report coincides with the recently released progress report on National Health Reform. Of particular interest to Australian Fellows and trainees is the establishment of National Emergency Access Targets and the implications of these measures, and fortunately we can learn from the experience of colleagues in Western Australia and New Zealand. As you are aware, an Expert Panel was formed to examine issues associated with the implementation of the elective surgery and emergency department targets and ACEM was one of seventy organisations and individuals to make a submission to this group. College representatives attended consultation forums and Fellows and trainees made a large contribution towards the development of the recommendations now available on the COAG website. The focus of the College submissions was the need to take a holistic approach and recognise that time-based targets are a tool to drive change and not an end in themselves. It was gratifying to note that the recommendations put forward in the College submissions were largely refl ected in the Expert Panel recommendations released in June. The College is also a partner in a national research collaboration examining the impact of the access target. Hospital Overcrowding The 2011 Access Block Point Prevalence Survey (2) recently carried out by the Road Trauma and Emergency Medicine Unit of Australian National University on behalf of ACEM identifi ed that caring for patients waiting for beds represents nearly one third of ED workload in major hospitals. The number of patients waiting for beds continues to exceed the number waiting to be seen by a doctor (Richardson, 2011). ACEM continues to lobby on behalf of patients and staff for improved access to hospital beds and the alleviation of constraints and issues leading to hospital overcrowding. Emergency Department Workforce Non-specialist doctors are a critical element of the emergency department workforce and the College was pleased to receive support from the Department of Health and Ageing (DOHA) to facilitate further resource development and training for these practitioners. Following the successful conclusion of the pilot of the Emergency Medicine Certifi cate early this year, and the positive independent evaluation received, the Certifi cate has been rolled out across Australasia. Finalisation of the Diploma content is currently occurring, with that course becoming available from early 2012. As part of a large-scale program supported by DOHA, ACEM will also be introducing projects to support international medical graduates and rural and regional hospitals. PRESIDENT’S REPORT (continued) Strategic Planning The Strategic Planning process ensures that the College has a clearly articulated and communicated set of objectives outlining the goals for the coming year. Advocacy has been identifi ed as a key priority for ACEM and as the peak body for emergency medicine in Australia and New Zealand, much of the focus of this year has been on promoting and supporting this objective. Looking to the coming year and beyond, we will continue to ensure that the voice of emergency medicine is heard and that the interests of patients and staff are protected and promoted. Staff Jenny Freeman resumed her retirement in February this year and on behalf of Council, Committees, Fellows and trainees we would like to thank Jenny for her outstanding contribution to the College. We wish her all the best for a very well-deserved retirement and hope she maintains contact with the College as an Honorary Fellow, colleague and friend. Alana Killen commenced her role as CEO, having spent the previous two years as Director of Education. Alana’s educational background coupled with her management experience ensures the College is in capable hands. Under Alana’s guidance, the staff of the College has grown and the newly implemented restructure ensures that ACEM is well-placed for a sustainable and productive future. I would like to thank all the staff for their professional commitment to their respective roles and for a successful year in 2011. ACEM is committed to actively representing the membership on matters directly and indirectly impacting emergency medicine in Australia and New Zealand and we are fortunate to have the benefi t of enthusiastic and dedicated members who generously donate their time, knowledge and expertise. Thank you on behalf of the Council of ACEM for your continued support and I look forward to another productive, challenging and exciting year in 2012.
