11.1 Provide mean<strong>in</strong>gful and comparable <strong>in</strong>dicators for <strong>the</strong> burden <strong>of</strong> sport <strong>in</strong>juries<br />
With<strong>in</strong> <strong>the</strong> sport policy sector and with<strong>in</strong> <strong>the</strong> responsible national sports federations,<br />
policies and programmes for <strong>in</strong>jury prevention are not yet a matter <strong>of</strong> rout<strong>in</strong>e, although<br />
<strong>the</strong> challenge is <strong>in</strong>creas<strong>in</strong>gly acknowledged as by <strong>the</strong> International Olympic<br />
Committee when organis<strong>in</strong>g world conferences on <strong>the</strong> prevention <strong>of</strong> <strong>in</strong>juries. One<br />
obstacle is <strong>the</strong> lack <strong>of</strong> valid <strong>in</strong>dicators for <strong>the</strong> health as well as for <strong>the</strong> economic burden<br />
<strong>of</strong> sport <strong>in</strong>juries.<br />
As <strong>in</strong> all o<strong>the</strong>r areas <strong>of</strong> human activities, where accidents and <strong>in</strong>juries occur, <strong>in</strong>dicators<br />
for <strong>the</strong> magnitude (frequency and severity) are needed, which allow for comparisons<br />
e.g. <strong>of</strong><br />
- Time periods (<strong>in</strong> order to monitor <strong>the</strong> development <strong>of</strong> risks over <strong>the</strong> years),<br />
- Countries (<strong>in</strong> order to learn from countries with good records),<br />
- <strong>Sport</strong>s (<strong>in</strong> order to identify sports which <strong>the</strong> strongest needs for safety management<br />
schemes),<br />
- Groups <strong>of</strong> participants (<strong>in</strong> order to identify target groups with <strong>the</strong> strongest<br />
needs <strong>of</strong> precautions), and<br />
- Affected body parts (<strong>in</strong> order to identify priorities for <strong>the</strong> development <strong>of</strong><br />
measures and specific programmes).<br />
There is a great wealth <strong>of</strong> studies on sport related <strong>in</strong>juries <strong>in</strong> <strong>the</strong> various sports<br />
(handball, basketball etc.) and sett<strong>in</strong>gs (tra<strong>in</strong><strong>in</strong>g, competition etc.) allow<strong>in</strong>g for <strong>the</strong><br />
conclusions on risk factors, <strong>in</strong>jury mechanisms, and effective measures. Never<strong>the</strong>less,<br />
<strong>the</strong>se studies hardly allow comparisons, and if <strong>the</strong>y do, comparability is frequently<br />
restricted to specific sports, sett<strong>in</strong>gs, or <strong>in</strong>juries (e.g. downhill ski<strong>in</strong>g, school sport, or<br />
head <strong>in</strong>juries).<br />
The need for comparable <strong>in</strong>jury surveillance systems has been identified <strong>in</strong> o<strong>the</strong>r risk<br />
areas long time ago: work place, road traffic, and – more recently – home and leisure<br />
activities. Some countries are already <strong>in</strong> <strong>the</strong> position to publish quite detailed statistics<br />
on sport <strong>in</strong>juries, and most <strong>of</strong> <strong>the</strong>m do it <strong>in</strong> a converg<strong>in</strong>g way. Never<strong>the</strong>less,<br />
draw<strong>in</strong>g a picture on <strong>the</strong> health and economic burden <strong>of</strong> sport <strong>in</strong>juries at <strong>European</strong><br />
level is still not easy and not satisfactory <strong>in</strong> many respects. The difficulties with complet<strong>in</strong>g<br />
<strong>the</strong> current study, which is based on exist<strong>in</strong>g data at EU level as mortality
