<strong>in</strong>g a M<strong>in</strong>imum Data Set, which can be implemented as a matter <strong>of</strong> rout<strong>in</strong>e <strong>in</strong> all<br />
emergency departments, as well as to enhance <strong>the</strong> quality <strong>of</strong> estimates <strong>of</strong> <strong>in</strong>dicators.<br />
It is recommended, that all Member States jo<strong>in</strong> this effort and pay special attention<br />
on sport <strong>in</strong>juries, e.g. by publish<strong>in</strong>g und us<strong>in</strong>g <strong>the</strong>ir figures for sett<strong>in</strong>g up prevention<br />
programmes <strong>in</strong> <strong>the</strong> area <strong>of</strong> sport.<br />
11.1.4 Household surveys<br />
In particular <strong>in</strong> sports, <strong>the</strong>re are many <strong>in</strong>juries not medically treated at all (but eventually<br />
lead<strong>in</strong>g to sick-leaves) or treated <strong>in</strong> doctor’s <strong>of</strong>fices, sometimes <strong>in</strong> highly specialized<br />
<strong>of</strong>fices as for example <strong>in</strong> Alp<strong>in</strong>e countries for treat<strong>in</strong>g <strong>the</strong> high number <strong>of</strong><br />
ski<strong>in</strong>g <strong>in</strong>juries dur<strong>in</strong>g <strong>the</strong> w<strong>in</strong>ter season. Although <strong>the</strong> admission rate <strong>of</strong> sport <strong>in</strong>juries<br />
is less than 10% <strong>the</strong>se <strong>in</strong>juries are not necessarily m<strong>in</strong>or and shall be depicted by<br />
estimates from household surveys, e.g. <strong>the</strong> <strong>European</strong> Health Interview System.<br />
11.1.5 Indicators on direct health costs<br />
The EUROCOST study has developed a relatively easily applicable method for deriv<strong>in</strong>g<br />
estimates <strong>of</strong> <strong>the</strong> direct costs <strong>of</strong> medical treatments <strong>in</strong> hospitals. Although this<br />
methodology underestimates <strong>the</strong> total economic burden, it has <strong>the</strong> important advantage,<br />
that it can be applied on estimates for fatalities and ED treatments. Costs <strong>of</strong><br />
sick-leaves, disability annuities, rehabilitation costs etc. are not <strong>in</strong>cluded, but <strong>the</strong> EU-<br />
ROCOST <strong>in</strong>dicator can be derived for various sports, age groups, years and countries<br />
without impos<strong>in</strong>g huge efforts. Therefore it is recommended that <strong>the</strong> Commission<br />
publishes regularly, e.g. bi-annually <strong>the</strong> underly<strong>in</strong>g cost factors <strong>in</strong> order to facilitate<br />
<strong>the</strong> use <strong>of</strong> <strong>the</strong> method, and Member States are <strong>in</strong>vited to apply this method when<br />
report<strong>in</strong>g on <strong>the</strong> burden <strong>of</strong> <strong>in</strong>jury, also <strong>of</strong> sport <strong>in</strong>jury.<br />
11.1.6 Indicators on disabilities<br />
The INTEGRIS study has developed a relatively easily applicable method for deriv<strong>in</strong>g<br />
<strong>in</strong>dicators for temporary and long-term disabilities. It provides a promis<strong>in</strong>g opportunity<br />
to estimate <strong>the</strong> probability <strong>of</strong> long-term consequences, which mean – beside<br />
fatalities – most human suffer<strong>in</strong>g and highest costs for <strong>the</strong> national health and<br />
welfare systems. Therefore it is recommended that this method is fur<strong>the</strong>r elaborated<br />
and tested and <strong>in</strong>cluded <strong>in</strong>to national as well as EU-level reports on <strong>in</strong>juries.
