high risk sports. Proper guidance <strong>of</strong> citizens, who are primly <strong>in</strong>terested <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

and improv<strong>in</strong>g <strong>the</strong>ir health, need better evidence <strong>in</strong> this respect.<br />

11.4 Facilitate <strong>the</strong> assess<strong>in</strong>g <strong>the</strong> exposure related <strong>in</strong>jury risk at EU level<br />

The <strong>European</strong> health statistics can provide <strong>the</strong> general frame for guid<strong>in</strong>g policy actions,<br />

but lack <strong>the</strong> basis for <strong>the</strong> calculation <strong>of</strong> risk related to <strong>the</strong> number <strong>of</strong> active participants,<br />

hours <strong>of</strong> exposure, or <strong>in</strong>tensity <strong>of</strong> <strong>the</strong> activity. It is desired and recommended,<br />

that at least <strong>the</strong> number <strong>of</strong> active participants <strong>in</strong> <strong>the</strong> various sports are surveyed<br />

<strong>in</strong> EU Member States. This should be a <strong>the</strong>me <strong>of</strong> one Euro-Barometer-study.<br />

11.5 Implement <strong>in</strong>jury monitor<strong>in</strong>g <strong>in</strong> sports clubs and federation<br />

Most sports depend on specific services, provided ei<strong>the</strong>r by not-for-pr<strong>of</strong>it clubs (e.g.<br />

<strong>in</strong> team sports) or by commercial service providers (e.g. <strong>in</strong> athletics or ski<strong>in</strong>g). It is<br />

clear that <strong>the</strong>se <strong>in</strong>stitutions provid<strong>in</strong>g facilities, equipment, <strong>in</strong>structions have an important<br />

responsibility also for <strong>the</strong> safety <strong>of</strong> <strong>the</strong> members or costumers. In most cases,<br />

<strong>the</strong>se service providers have <strong>the</strong> best knowledge and <strong>the</strong> best opportunities for reduc<strong>in</strong>g<br />

<strong>the</strong> <strong>in</strong>jury risk, by guid<strong>in</strong>g <strong>the</strong>ir costumers, by <strong>of</strong>fer<strong>in</strong>g safe facilities and<br />

equipment, by obey<strong>in</strong>g <strong>the</strong> rules, by <strong>of</strong>fer<strong>in</strong>g appropriate tra<strong>in</strong><strong>in</strong>g. <strong>Sport</strong> clubs and<br />

federations are <strong>in</strong>vited to make better use <strong>of</strong> <strong>the</strong>se opportunities. Data on <strong>in</strong>juries <strong>in</strong><br />

<strong>the</strong>ir doma<strong>in</strong> <strong>of</strong> responsibility seem to be pre-requisite, but are obviously not available<br />

as a matter <strong>of</strong> rout<strong>in</strong>e. Here <strong>the</strong> same pr<strong>in</strong>ciple is valid as for policy maker at EU<br />

as well as at national level: Without valid data, comparable over <strong>the</strong> time, no monitor<strong>in</strong>g<br />

<strong>of</strong> <strong>the</strong> developments is possible, without <strong>in</strong>formation about <strong>the</strong> external causes<br />

and circumstances no appropriate measures can be developed, without <strong>in</strong>formation<br />

about types <strong>of</strong> <strong>in</strong>juries and dom<strong>in</strong>antly affected persons no targeted prevention is<br />

possible. <strong>Sport</strong> clubs and <strong>the</strong>ir federations at national as well as at <strong>European</strong> level are<br />

<strong>in</strong>vited to establish mean<strong>in</strong>gful <strong>in</strong>jury statistics for <strong>the</strong>ir own purposes.<br />

11.6 Facilitate risk management <strong>of</strong> sport clubs and federations<br />

In order to facilitate fur<strong>the</strong>r <strong>in</strong>vestments <strong>in</strong>to monitor<strong>in</strong>g <strong>of</strong> sport <strong>in</strong>juries and <strong>the</strong> development,<br />

test and implementation <strong>of</strong> safety management schemes <strong>in</strong> organized<br />

sport, <strong>the</strong> national sport m<strong>in</strong>istries are <strong>in</strong>vited to make better use <strong>of</strong> available fund<strong>in</strong>g<br />

opportunities. In probably all <strong>European</strong> countries governmental subsidies are provided<br />

to clubs and federations for promot<strong>in</strong>g sport<strong>in</strong>g activities. The framework <strong>of</strong><br />

fund<strong>in</strong>g can be modified <strong>in</strong> order to enhance <strong>in</strong>jury control <strong>in</strong> sport clubs. The m<strong>in</strong>is-
