Generally, it can be concluded that <strong>the</strong> current report demonstrates that <strong>the</strong> used<br />
methodology for deriv<strong>in</strong>g a comprehensive picture <strong>of</strong> <strong>the</strong> burden <strong>of</strong> <strong>in</strong>jury is promis<strong>in</strong>g<br />
<strong>in</strong> that sense, that it provides a framework for <strong>the</strong> calculation <strong>of</strong> comparable<br />
health and health cost <strong>in</strong>dicators: comparable for countries, types <strong>of</strong> sport, and years,<br />
and comparable with o<strong>the</strong>r major <strong>in</strong>jury sett<strong>in</strong>gs (road, workplace, school, o<strong>the</strong>r leisure<br />
time activities). It could be demonstrated that <strong>the</strong> monitor<strong>in</strong>g <strong>of</strong> sport <strong>in</strong>juries<br />
only on <strong>the</strong> basis <strong>of</strong> mortality statistics and/or hospital discharge statistics is not sufficient,<br />
nei<strong>the</strong>r for priority sett<strong>in</strong>g <strong>in</strong> public health nor for guid<strong>in</strong>g <strong>in</strong>jury prevention<br />
<strong>in</strong> a mean<strong>in</strong>gful way. The M<strong>in</strong>istries <strong>of</strong> Health are <strong>in</strong>vited to fur<strong>the</strong>r support <strong>the</strong> implementation<br />
<strong>of</strong> EU IDB data collection (if not <strong>in</strong> place yet) and to enhance <strong>the</strong> quality<br />
and to ensure <strong>the</strong> susta<strong>in</strong>ability <strong>of</strong> <strong>the</strong> implementation (if <strong>the</strong> system is <strong>in</strong> place)<br />
and to publish annual reports on <strong>the</strong> burden <strong>of</strong> sport <strong>in</strong>juries <strong>in</strong> <strong>the</strong>ir countries.<br />
11.2 L<strong>in</strong>k <strong>the</strong> promotion <strong>of</strong> HEPA and <strong>in</strong>jury prevention<br />
<strong>Sport</strong> accounts for about 20% <strong>of</strong> all (non-fatal) <strong>in</strong>juries <strong>Union</strong>-wide, with great differences<br />
between Member States. <strong>Sport</strong> <strong>in</strong>juries have a decrement<strong>in</strong>g effect to <strong>the</strong> prospects<br />
<strong>of</strong> success <strong>of</strong> promot<strong>in</strong>g sport as health enhanc<strong>in</strong>g activity. Active sportspersons<br />
frequently stop <strong>the</strong>ir activity as a consequence <strong>of</strong> a (severe) <strong>in</strong>jury, and many<br />
o<strong>the</strong>rs do not start activities due to <strong>the</strong> perceived high risk <strong>of</strong> <strong>in</strong>jury. Considerable<br />
shares <strong>of</strong> health ga<strong>in</strong>s due to sport (sav<strong>in</strong>gs <strong>of</strong> expenditures for <strong>the</strong> treatment <strong>of</strong> diseases<br />
due to lack <strong>of</strong> activity) get lost due to <strong>in</strong>juries (additional expenditures for <strong>the</strong><br />
treatment <strong>of</strong> <strong>the</strong>se <strong>in</strong>juries). In order to achieve a maximum <strong>of</strong> health benefits, both<br />
strategies need to be followed: Promot<strong>in</strong>g health enhanc<strong>in</strong>g sports and reduc<strong>in</strong>g <strong>the</strong><br />
<strong>in</strong>jury risk without jeopardis<strong>in</strong>g <strong>the</strong> benefits <strong>of</strong> sport. National m<strong>in</strong>istries <strong>of</strong> health<br />
and m<strong>in</strong>istries <strong>of</strong> sport as well as <strong>the</strong> responsible Commission departments are <strong>in</strong>vited<br />
to clearly l<strong>in</strong>k <strong>the</strong>se both strategies <strong>in</strong> future programmes on promot<strong>in</strong>g health<br />
enhanc<strong>in</strong>g physical activity at one hand and <strong>in</strong> <strong>in</strong>jury prevention at <strong>the</strong> o<strong>the</strong>r.<br />
11.3 Provide better evidence for <strong>the</strong> health balance <strong>of</strong> sport<br />
Decisive for <strong>the</strong> future <strong>of</strong> <strong>the</strong> promotion <strong>of</strong> sport as health enhanc<strong>in</strong>g activity appear<br />
more and deeper studies <strong>in</strong> health benefits (sav<strong>in</strong>gs <strong>of</strong> expenditures for <strong>the</strong> treatment<br />
<strong>of</strong> diseases due to lack <strong>of</strong> activity) versus costs <strong>of</strong> sport <strong>in</strong>juries (additional expenditures<br />
for <strong>the</strong> treatment). It is dissatisfactory, that quite remarkable <strong>in</strong>vestments are<br />
made <strong>in</strong> promotion programmes without tak<strong>in</strong>g <strong>in</strong>to consideration that sport has<br />
quite severe side effects which may even annihilate <strong>the</strong> health ga<strong>in</strong>, at least <strong>in</strong> certa<strong>in</strong>
