<strong>Sports</strong> <strong>betting</strong> <strong>and</strong> <strong>corruption</strong>: <strong>How</strong> <strong>to</strong> <strong>preserve</strong> <strong>the</strong> integrity of sport<br />

General Manager of Juventus of Turin between 1994 <strong>and</strong> 2006, <strong>and</strong> recently banned for life from all<br />

activities relating <strong>to</strong> football by <strong>the</strong> Italian Federation. The sc<strong>and</strong>al broke in Spring 2006 following<br />

publication in <strong>the</strong> Italian press of recordings of telephone conversations between Moggi <strong>and</strong> Pierluigi<br />

Pairet<strong>to</strong>, a former referee accused by <strong>the</strong> Italian Federation <strong>and</strong> UEFA of selecting referees for some<br />

matches held between 1999 <strong>and</strong> 2004. These recordings revealed exchanges of favours between<br />

Moggi - who for his part provided gifts (such as luxury cars) - <strong>and</strong> Pairet<strong>to</strong>, who appointed referees<br />

who were supposedly favourably-inclined <strong>to</strong>wards Juventus. The recordings showed that Pairet<strong>to</strong><br />

was also in contact with Massimo Moratti (Chairman of Inter Milan from 1995 <strong>to</strong> 2004, <strong>the</strong>n from<br />

2006 <strong>to</strong> 2010), Adriano Galliani (Chairman of AC Milan from 2004 <strong>to</strong> 2006), Massimo Cellino<br />

(Chairman of Cagliari since 1992) <strong>and</strong> Giacin<strong>to</strong> Facchetti (Chairman of Inter Milan from 2004 <strong>to</strong><br />

2006). The following is an extract of a conversation in 2005 34 between Giacin<strong>to</strong> Facchetti <strong>and</strong> Paolo<br />

Bergamo, ano<strong>the</strong>r former selec<strong>to</strong>r of Italian Championship referees, before a match between Inter<br />

Milan <strong>and</strong> Sampdoria of Genoa. The match, refereed by Paolo Bertini, was won by Inter Milan 3-2,<br />

although <strong>the</strong>y were 0-2 down at one point.<br />

Facchetti: ”Hello Paolo? It’s Facchetti.”<br />

Bergamo: “Hello Giacin<strong>to</strong>.”<br />

Facchetti: “I’m on my way <strong>to</strong> <strong>the</strong> stadium <strong>and</strong> I’ve <strong>to</strong>ld my people <strong>to</strong> be tactful with Bertini, <strong>to</strong><br />

be receptive. I said it <strong>to</strong> <strong>the</strong> players, with Mancini <strong>and</strong> <strong>the</strong> o<strong>the</strong>rs.”<br />

Bergamo: “It’ll be a good match, you’ll see.”<br />

Facchetti: “Great.”<br />

Bergamo: “Is he [Edi<strong>to</strong>r s note: referee Bertini] predisposed <strong>to</strong>wards a good match?”<br />

Facchetti: “Yes, yes, very good.”<br />

Bergamo: “You’ll see, it’s a match we’ll win <strong>to</strong>ge<strong>the</strong>r.”<br />

Facchetti: “I just wanted <strong>to</strong> tell you that I’ve done it.” [Edi<strong>to</strong>r s note: reference <strong>to</strong> a<br />

conversation with his players telling <strong>the</strong>m <strong>to</strong> respect <strong>the</strong> referee]<br />

Bergamo: “Things will go all right, you’ll see, <strong>and</strong> besides, <strong>the</strong> team is beginning <strong>to</strong> have<br />

confidence in itself, <strong>and</strong> getting a result boosts morale.”<br />

Ano<strong>the</strong>r more recent example: on 25 September 2011, <strong>the</strong> Chairman of <strong>the</strong> Romanian Soccer<br />

Referees Association, Vasile Avram, was arrested by <strong>the</strong> police after having received 19,000 from a<br />

businessman, <strong>the</strong> sponsor of First Division FCM Targu Mures, in exchange for appointing so-called<br />

favourable referees 35 . His predecessor, Gheorges Constantin, had also been arrested on charges of<br />

<strong>corruption</strong> in 2009.<br />

A new type of match-fixing arising directly from sports <strong>betting</strong>:<br />

“Selling a match”, or “Who loses, wins”<br />

With <strong>the</strong> advent of sports <strong>betting</strong>, clubs have developed a new method of <strong>corruption</strong>. It focuses<br />

primarily on winning money on <strong>the</strong> <strong>betting</strong> markets but this time it is a case of getting one s own team<br />
