INTERNATIONAL COORDINATION<br />
Managing <strong>the</strong> diversity of approaches <strong>to</strong> regulating sports <strong>betting</strong><br />
� Concerted approach at European Union level: setting up at EU level of a formal institution <strong>and</strong><br />
permanent structure, an inter-regula<strong>to</strong>ry body that will perform its mission in accordance with<br />
<strong>the</strong> principle of subsidiarity whilst taking in<strong>to</strong> account <strong>the</strong> specific features of all relevant<br />
legislation.<br />
� A forum <strong>to</strong> discuss alerts issued <strong>and</strong> dealt with at national level.<br />
� Determination of common criteria relating <strong>to</strong> cooperative opera<strong>to</strong>rs , i.e. those<br />
limiting <strong>the</strong> exercise of <strong>the</strong>ir activity <strong>to</strong> <strong>the</strong> regulated market (compliance with<br />
national measures).<br />
� Extended approach: raising governmental awareness, network of cooperative states .<br />
� Continuation of, <strong>and</strong> support for, <strong>the</strong> initiative by <strong>the</strong> Council of Europe <strong>to</strong> help raise<br />
awareness outside <strong>the</strong> EU, among <strong>the</strong> Eastern European <strong>and</strong> Balkan countries. This<br />
will also enable a study of <strong>the</strong> feasibility of, <strong>and</strong> conditions for, an international<br />
convention.<br />
� Agreement with <strong>the</strong> relevant authorities on <strong>the</strong> regulation of <strong>the</strong> Asian market.<br />
This idea of coordinating <strong>the</strong> fight against <strong>the</strong> illegal market gives rise<br />
<strong>to</strong> a second priority proposal<br />
The creation of a permanent intergovernmental structure for <strong>the</strong> surveillance <strong>and</strong><br />
moni<strong>to</strong>ring of <strong>the</strong> sports <strong>betting</strong> offering on <strong>the</strong> Internet.<br />
This will centralise data on <strong>the</strong> modes <strong>and</strong> types of bet offered on different sports in <strong>the</strong> global<br />
market, <strong>and</strong> will aggregate information on <strong>the</strong> volumes of bets recorded, statistics on <strong>betting</strong><br />
opera<strong>to</strong>rs <strong>and</strong> features of <strong>the</strong> market (hedging <strong>and</strong> arbitrage techniques) etc. This type of<br />
structure will rely in <strong>the</strong> first place on centralised moni<strong>to</strong>ring by national regula<strong>to</strong>rs <strong>and</strong><br />
possibly also on <strong>the</strong> participation of (cooperative) opera<strong>to</strong>rs in providing information <strong>and</strong><br />
know-how that will help <strong>to</strong> develop <strong>and</strong> establish <strong>the</strong> approach <strong>to</strong> <strong>the</strong> deregulated market. This<br />
moni<strong>to</strong>ring centre for <strong>the</strong> global sports <strong>betting</strong> market may become part of a broader approach<br />
<strong>to</strong> moni<strong>to</strong>ring <strong>the</strong> illegal gambling market (particularly at European level). This latter option<br />
would make it possible <strong>to</strong> deal more widely with any <strong>and</strong> all of <strong>the</strong> risks for which online<br />
gambling sites serve as a vehicle, <strong>and</strong> particularly that of money-laundering, <strong>the</strong> gravity of<br />
which is still underestimated.<br />
Combating transnational criminal networks<br />
The penetration of <strong>the</strong> world of sport by crime gives rise <strong>to</strong> <strong>the</strong> realisation that <strong>the</strong> world of sport needs<br />
<strong>to</strong> have mechanisms for relaying information along <strong>the</strong> lines of an intelligence cycle: collection,<br />
analysis, sharing:<br />
� At European level: coordination of national police forces: creation within Europol <strong>and</strong><br />
Eurojust of points of contact assigned <strong>to</strong> <strong>the</strong> fight against <strong>corruption</strong> in sport. Centralisation<br />
<strong>and</strong> exchange of information, legal <strong>and</strong> regula<strong>to</strong>ry watches.<br />
