FOR THE PUBLIC AUTHORITIES<br />

Regulation of <strong>the</strong> sports <strong>betting</strong> offering<br />

� Establishment within national regula<strong>to</strong>ry authorities of units dedicated <strong>to</strong> <strong>the</strong> integrity of<br />

sports <strong>betting</strong>, which will serve as an interface between opera<strong>to</strong>rs, <strong>the</strong> sports movement, <strong>and</strong><br />

<strong>the</strong> police, intelligence <strong>and</strong> justice departments.<br />

� Obligation for opera<strong>to</strong>rs <strong>to</strong> have operating licences issued by <strong>the</strong> regula<strong>to</strong>r acting in<br />

conjunction with <strong>the</strong> sporting organisations <strong>and</strong> defining <strong>the</strong> scope of <strong>the</strong> offering.<br />

� Obligation for opera<strong>to</strong>rs <strong>to</strong> provide a detailed report of activities every quarter relating <strong>to</strong><br />

income from bets on competitions (volumes by competition <strong>and</strong> team, obligation <strong>to</strong> declare<br />

instances on <strong>the</strong> basis of predefined thresholds).<br />

� More generally, <strong>the</strong> introduction of <strong>to</strong>ols <strong>to</strong> regulate sports <strong>betting</strong> so as <strong>to</strong> make it less<br />

attractive <strong>to</strong> organised crime.<br />

Fraud control<br />

� Centralisation of opera<strong>to</strong>rs moni<strong>to</strong>ring schemes (subject <strong>to</strong> an obligation <strong>to</strong> declare<br />

suspicions) <strong>and</strong> cross-checking of all data available on <strong>the</strong> regulated market (principle of a<br />

safe).<br />

� Interface with sports organisations when irregular bets are detected, <strong>and</strong> an obligation for<br />

sports organisations <strong>to</strong> moni<strong>to</strong>r same.<br />

� Some sports disciplines with less media coverage receive large amounts of public financing.<br />

States could use this lever <strong>to</strong> oblige <strong>the</strong>se federations <strong>to</strong> adopt anti-<strong>corruption</strong> measures.<br />

� Cooperation (after <strong>the</strong> event) with <strong>the</strong> law, <strong>the</strong> police <strong>and</strong> intelligence services.<br />

Legal remedies<br />

� Punishment of fraud in sport by <strong>the</strong> creation of a field of offence with stronger sanctions when<br />

this is connected with sports <strong>betting</strong>.<br />

� Draw inspiration from existing measures used in financial markets <strong>to</strong> combat s<strong>to</strong>ck exchange<br />

abuses (insider information, manipulation of financial instruments <strong>and</strong> spreading false<br />

information) 140 <strong>to</strong> create a legal arsenal specific <strong>to</strong> sports <strong>betting</strong>.<br />

� Establishment within <strong>the</strong> Criminal Investigation Department of a competent national authority<br />

tasked with combating <strong>corruption</strong> in sport.<br />

� Raising awareness among those involved in combating crime, in particular <strong>the</strong> intelligence<br />

services.<br />

� Listing of structures combating <strong>corruption</strong> <strong>and</strong> <strong>the</strong>ir contribution <strong>to</strong> <strong>the</strong> specific issue of fraud<br />

in sport.<br />

� Opportunity for NGOs fighting against <strong>corruption</strong> <strong>to</strong> bring independent action in instances of<br />

<strong>corruption</strong> in sport.<br />

� Extend <strong>the</strong> seizure of criminal assets <strong>to</strong> instances of <strong>corruption</strong> in sport 141 .<br />
