5.1.3.2 Analyz<strong>in</strong>g <strong>the</strong> image of vulnerability <strong>in</strong> Ahmed Raju<br />
Ahmed Raju has <strong>the</strong> lowest average VCI score among <strong>the</strong> eight surveyed villages across all<br />
districts. However, this appears due to <strong>the</strong> diversity of <strong>the</strong> household sample that <strong>in</strong>cludes<br />
large livestock owners and landed groups with multiple <strong>in</strong>come sources. In contrast, <strong>the</strong><br />
landless fisherfolk rank among <strong>the</strong> most vulnerable of <strong>the</strong> survey population with VCI<br />
values of 70 and above (cf. Fig. 5.17), <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong>ir ra<strong>the</strong>r defenceless position <strong>in</strong> face<br />
of <strong>the</strong> multiple threats to <strong>the</strong>ir livelihoods.<br />

The drivers of vulnerability for fishermen households relate to two ma<strong>in</strong> factors, apart<br />
from social marg<strong>in</strong>alisation that goes along with an exclusion from <strong>in</strong>frastructure. Initially<br />
<strong>the</strong> 2003 cyclone led to a significant loss of assets such as livestock and fishery equipment.<br />
Subsequently, a lot of fisherfolk were driven <strong>in</strong>to bonded labour relations, because most<br />
among those who lost <strong>the</strong>ir boats now work on boats owned by o<strong>the</strong>rs at Zero Po<strong>in</strong>t. The<br />
cont<strong>in</strong>uous hazard of seawater <strong>in</strong>trusion and <strong>the</strong> related decrease of fresh-water fish<br />
availability force <strong>the</strong> fisherfolk even more <strong>in</strong>to deepwater fish<strong>in</strong>g and <strong>in</strong>creased<br />
