5.2.2.3 Shelter, dr<strong>in</strong>k<strong>in</strong>g water and cash<br />
The recommendations for feasible and urgent implication can be assigned to four fields:<br />
hous<strong>in</strong>g, dr<strong>in</strong>k<strong>in</strong>g water, cash provision and health awareness. One of <strong>the</strong> most urgent<br />
needs of <strong>the</strong> villagers is provid<strong>in</strong>g shelter, as all houses of <strong>the</strong> village have been destroyed<br />
by <strong>the</strong> flood except two brick houses (pukka). Some members of <strong>the</strong> village council voted<br />
for houses that are higher and more stable. Houses should be rebuilt with local materials<br />
and work force, us<strong>in</strong>g community labour through cash-for-work. Ano<strong>the</strong>r field of action<br />
should be <strong>the</strong> provision of fresh dr<strong>in</strong>k<strong>in</strong>g water. As many of <strong>the</strong> hand pumps have been<br />
destroyed by <strong>the</strong> flood, <strong>the</strong>y need to be repaired or new hand pumps have to be <strong>in</strong>stalled.<br />
Tak<strong>in</strong>g <strong>in</strong>to account that <strong>the</strong> material and <strong>the</strong> drill<strong>in</strong>g of a new simple hand pump costs<br />
only around 3,000 Rs, this seems to be a relatively small f<strong>in</strong>ancial <strong>in</strong>vestment compared to<br />
a high return of social benefit. The water quality could be improved fur<strong>the</strong>r by <strong>the</strong><br />
provision of small water filters.<br />
Villagers need improved access to cash resources for necessary <strong>in</strong>vestment <strong>in</strong> productive<br />
and reproductive activities. This could be facilitated e.g. by a conditioned cash<br />
distribution programme, through cash-for-work programmes or through provision of<br />
microcredit. The provision of microcredit with an affordable <strong>in</strong>terest rate could be carried<br />
out <strong>in</strong> cooperation with exist<strong>in</strong>g microcredit schemes (Khushhali Bank, NRSP). The provision<br />
of cash could be replaced or supplemented by <strong>the</strong> provision of seeds and fertilizer which<br />
could stimulate <strong>the</strong> cultivation of fields and reduce <strong>the</strong> dependency from wholesalers and<br />
shopkeepers <strong>in</strong> Daro City.<br />
It is <strong>the</strong> wish of many villagers to rid <strong>the</strong>mselves from <strong>the</strong>ir addiction to betel nut (pan).<br />
Awareness programmes <strong>in</strong> order to prevent <strong>the</strong> smallest children to start consum<strong>in</strong>g pan on<br />
<strong>the</strong> one side and proper medication on <strong>the</strong> o<strong>the</strong>r side could lower <strong>the</strong> negative impact on<br />
<strong>the</strong>ir health.<br />
