Box 8: The economics of barfi production as <strong>in</strong>dicator for loss of livestock <strong>in</strong> Ahmed Sorjho<br />

The example of <strong>the</strong> milk process<strong>in</strong>g for milk<br />

toffee production servers as a valuable proxy<br />

<strong>in</strong>dicator for <strong>the</strong> losses endured by <strong>the</strong><br />

population of Ahmed Sorjho. The toffees<br />

represent a case where local production is<br />

immersed <strong>in</strong>to wider economic circuits that<br />

reach up to Karachi, where most of <strong>the</strong> local<br />

product is marketed. The milk for production is<br />

provided by <strong>the</strong> people of Ahmed Sorjho and<br />

neighbour<strong>in</strong>g villages, and transported directly<br />

by a large number of <strong>in</strong>dividual milk produc<strong>in</strong>g<br />

households to <strong>the</strong> production plant where it is<br />

pooled and fabricated <strong>in</strong>to toffees. The stable<br />

demand for milk as a raw material gave <strong>the</strong><br />

villagers <strong>the</strong> possibility to market a milk surplus<br />

close to <strong>the</strong>ir homes. The extent of production<br />

before <strong>the</strong> flood can be <strong>in</strong>ferred from <strong>the</strong> fact<br />

that eight boil<strong>in</strong>g pans were <strong>in</strong> use, whereas<br />

today only two are <strong>in</strong> operation. This <strong>in</strong>dicates<br />

that still not enough milk is supplied to reassume<br />

full toffee production <strong>in</strong> <strong>the</strong> village –<br />

75% of <strong>the</strong> required quantity is still miss<strong>in</strong>g.<br />

This shows that people were not yet able to<br />

restock <strong>the</strong>ir livestock that perished <strong>in</strong> <strong>the</strong> flood<br />

disaster. Fur<strong>the</strong>rmore, <strong>the</strong> need for firewood to<br />

operate <strong>the</strong> toffee-pans has decreased too which<br />

has negative effects on <strong>the</strong> <strong>in</strong>come of wood<br />

suppliers.<br />

In terms of agricultural activities <strong>the</strong> situation rema<strong>in</strong>s dire, and many farmers are not <strong>in</strong><br />

<strong>the</strong> position to start cultivation. There is shortage of cash funds to procure seeds and<br />

farm<strong>in</strong>g <strong>in</strong>puts or to repair needed mach<strong>in</strong>ery, such as tubewells. Investments for <strong>the</strong> lost<br />

harvest season <strong>in</strong> autumn 2010 have to be compensated for too, as landowners or<br />

shopkeepers as <strong>the</strong> major creditors for agriculturalists demand return of <strong>the</strong> loaned money<br />

or payments for supply <strong>in</strong>-k<strong>in</strong>d of seeds or fertilizer. In <strong>the</strong> survey sample, 54% of<br />

households have reported grow<strong>in</strong>g debts after <strong>the</strong> flood disaster.<br />

Fur<strong>the</strong>rmore, <strong>the</strong> agricultural lands have been significantly affected by flood<strong>in</strong>g <strong>in</strong> such a<br />

way that certa<strong>in</strong> areas cannot be cultivated at all. O<strong>the</strong>rs have been sown with gra<strong>in</strong> crops<br />

and pulses, but <strong>the</strong> stand<strong>in</strong>g crop shows signs of partly non-germ<strong>in</strong>ation due to bad soil<br />
