<strong>The</strong> Bertelsmann Foundation’s <strong>Health</strong> Program organizes and<br />

implements the half-yearly surveys. <strong>The</strong> Department of <strong>Health</strong><br />

Care Management, Berlin University of Technology (TUB),<br />

assisted with the development of the semi-standardized questionnaire<br />

(see Annex) and produced and edited this summarizing<br />

<strong>report</strong>. We owe special thanks to Susanne Weinbrenner and<br />

Annette Zentner at the University of Technology for producing<br />

the English and German summaries respectively, to Celia<br />

Bohannon for an excellent proof-reading job and to Christina<br />

Brickenkamp for her technical and editorial support at the Bertelsmann<br />

Foundation.<br />

<strong>The</strong> results from the second biannual survey, covering the period<br />

April to November 2003, are presented in this booklet. Out of 68<br />

reforms <strong>report</strong>ed, 39 were selected.<br />

Reform <strong>report</strong>s from the first and second survey rounds can be<br />

looked up and researched on the network’s Web site, www.health<br />

policymonitor.org. Both the detailed description on the Web and<br />

this brochure draw upon the partner institution’s <strong>report</strong>s and do<br />

not necessarily reflect the Bertelsmann Foundation’s point of<br />

view.<br />
