The Advisory Service works <strong>in</strong> a decentralized fashion with a team <strong>of</strong> experts<br />
based at ICRC headquarters <strong>in</strong> Geneva and legal advisors <strong>in</strong> various<br />
regions <strong>of</strong> <strong>the</strong> world. In <strong>the</strong> Americas, <strong>the</strong> Advisory Service works with n<strong>in</strong>e<br />
advisors based <strong>in</strong> Bogotá, Buenos Aires, Guatemala City, Lima, Mexico City<br />
and Port <strong>of</strong> Spa<strong>in</strong>, who report to a coord<strong>in</strong>ator based <strong>in</strong> Mexico City.<br />
In this regard, it fostered a favourable environment for <strong>the</strong> protection <strong>of</strong><br />
<strong>the</strong> victims <strong>of</strong> armed conflict and, <strong>in</strong>directly, <strong>of</strong> persons exposed to o<strong>the</strong>r<br />
situations <strong>of</strong> violence that are not governed by <strong>in</strong>ternational humanitarian<br />
law. Such situations prevail <strong>in</strong> Lat<strong>in</strong> America and <strong>the</strong> Caribbean today. They<br />
carry substantial risks for <strong>the</strong> life, <strong>in</strong>tegrity and <strong>in</strong>dividual freedoms <strong>of</strong> persons.<br />
Those risks still worsen when <strong>the</strong>re is no clear differentiation between<br />
<strong>the</strong> rules and standards protect<strong>in</strong>g persons <strong>in</strong> <strong>the</strong>se situations, on <strong>the</strong> one<br />
hand, and <strong>in</strong>ternational humanitarian law, on <strong>the</strong> o<strong>the</strong>r hand, particularly<br />
regard<strong>in</strong>g <strong>the</strong> rules on <strong>the</strong> conduct <strong>of</strong> hostilities. A deeper understand<strong>in</strong>g<br />
<strong>of</strong> <strong>in</strong>ternational humanitarian law through national implementation processes<br />
may very well contribute to acknowledg<strong>in</strong>g <strong>the</strong> limitations <strong>in</strong>herent<br />
to this law as one specifically conceived for situations <strong>of</strong> armed conflict and<br />
whose rules cannot be transposed to o<strong>the</strong>r situations <strong>of</strong> violence.<br />
