Paraguay’s Inter-M<strong>in</strong>isterial <strong>Committee</strong><br />

for <strong>the</strong> Implementation <strong>of</strong><br />

<strong>International</strong> Humanitarian Law<br />

drafted a bill to <strong>in</strong>clude war crimes<br />

<strong>in</strong>to military crim<strong>in</strong>al law, and submitted<br />

it to <strong>the</strong> Congress for approval.<br />

It worked on a bill to punish<br />

such crimes also with<strong>in</strong> <strong>the</strong> sphere<br />

<strong>of</strong> ord<strong>in</strong>ary crim<strong>in</strong>al law. It also<br />

encouraged <strong>the</strong> mark<strong>in</strong>g <strong>of</strong> several<br />

cultural properties with <strong>the</strong> 1954<br />

Convention emblem.<br />

Peru’s National <strong>Committee</strong> for <strong>the</strong><br />

Study and Implementation <strong>of</strong> <strong>International</strong><br />

Humanitarian Law carried<br />

out <strong>the</strong> First Course on <strong>International</strong><br />

Humanitarian Law “Miguel Grau”<br />

(Lima, April 24th – 2 th, 200 ), addressed<br />

to representatives <strong>of</strong> <strong>the</strong> three<br />

government branches, as well as representatives<br />

from <strong>the</strong> Armed Forces,<br />

<strong>the</strong> Public M<strong>in</strong>istry, <strong>the</strong> Constitutional<br />

Court, <strong>the</strong> Supreme Council<br />

<strong>of</strong> Military Justice and civil society.<br />

In <strong>the</strong> same ve<strong>in</strong>, <strong>the</strong> <strong>Committee</strong><br />

signed a Cooperation Agreement<br />

with <strong>the</strong> <strong>International</strong> Humanitarian<br />

Law and Peacekeep<strong>in</strong>g Institute <strong>of</strong><br />

<strong>the</strong> Bochum University (Germany).<br />

O<strong>the</strong>rwise, <strong>the</strong> <strong>Committee</strong> is still<br />

work<strong>in</strong>g on projects related to <strong>the</strong> use<br />

and protection <strong>of</strong> <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> and<br />

<strong>the</strong> <strong>Red</strong> Crescent emblems and to<br />

<strong>the</strong> amendment <strong>of</strong> <strong>the</strong> Children and<br />

Adolescents Code, <strong>in</strong> relation to ban-<br />

n<strong>in</strong>g <strong>the</strong> <strong>in</strong>volvement <strong>of</strong> children <strong>in</strong><br />

armed conflicts. It also supports <strong>the</strong><br />

follow<strong>in</strong>g up <strong>of</strong> <strong>the</strong> Bill on “Crimes<br />

Aga<strong>in</strong>st <strong>International</strong> Human Rights<br />

Law and <strong>International</strong> Humanitarian<br />

Law” which is pend<strong>in</strong>g adoption<br />

by <strong>the</strong> National Congress.<br />

Dom<strong>in</strong>ican Republic’s National<br />

Stand<strong>in</strong>g <strong>Committee</strong> for <strong>the</strong> Implementation<br />

<strong>of</strong> <strong>International</strong> Humanitarian<br />

Law fostered <strong>the</strong> adoption<br />

<strong>of</strong> a law on <strong>the</strong> use and protection<br />

<strong>of</strong> <strong>the</strong> red cross, <strong>the</strong> red crescent<br />

and <strong>the</strong> red crystal emblems. It also<br />

strived to follow up <strong>the</strong> reform <strong>of</strong><br />

<strong>the</strong> crim<strong>in</strong>al code so that it will allow<br />

<strong>the</strong> punishment <strong>of</strong> war crimes<br />

<strong>in</strong> accordance with <strong>the</strong> Geneva Conventions,<br />

<strong>the</strong>ir Additional Protocol I<br />

and <strong>the</strong> Rome Statute.<br />

Uruguay’s National <strong>Committee</strong> on<br />

Humanitarian Law worked very<br />

hard <strong>in</strong> 200 . It followed up several<br />

<strong>in</strong>ternational humanitarian law treaties<br />

that were submitted to <strong>the</strong> Congress<br />

for adoption; it fostered <strong>the</strong> bill<br />

on <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Rome<br />

Statute and analyzed <strong>the</strong> adoption <strong>of</strong><br />

new national implementation measures.<br />

In particular, <strong>the</strong> <strong>Committee</strong><br />

began to prepare a comparative<br />

study on domestic regulations applicable<br />

to <strong>the</strong> problem <strong>of</strong> miss<strong>in</strong>g<br />

persons and <strong>the</strong>ir relatives.<br />
