jurisdiction.<br />
Lat<strong>in</strong> America has witnessed an <strong>in</strong>tense<br />
activity dur<strong>in</strong>g 200 towards<br />
<strong>the</strong> <strong>in</strong>clusion <strong>of</strong> war crimes <strong>in</strong> domestic<br />
law. The different government<br />
branches and bodies are debat<strong>in</strong>g<br />
many projects; <strong>the</strong>se debates<br />
frequently <strong>in</strong>clude <strong>the</strong> national<br />
committees for <strong>the</strong> implementation<br />
<strong>of</strong> <strong>in</strong>ternational humanitarian law.<br />
Specifically, <strong>the</strong> follow<strong>in</strong>g developments<br />
took place <strong>in</strong> 200 :<br />
• Nicaragua: The Military Crim<strong>in</strong>al<br />
Code, which <strong>in</strong>cludes two chapters<br />
specifically deal<strong>in</strong>g with <strong>the</strong> repression<br />
<strong>of</strong> war crimes, was enacted by Law No.<br />
5 dated November 25th, 2005 and<br />
became effective on April 5th, 200 .<br />
• Peru: The Legislative passed Order<br />
No. 9 1 dated January 10th, 200<br />
(published <strong>in</strong> <strong>the</strong> Peruvian Official<br />
Gazette (“El Peruano”) on January<br />
11th, 200 ), which was supplemented<br />
by a list <strong>of</strong> errata published<br />
<strong>in</strong> that same Gazette on January<br />
20th, 200 . It designates war crimes<br />
under <strong>the</strong> head<strong>in</strong>g “Crimes aga<strong>in</strong>st<br />
<strong>International</strong> Humanitarian Law”,<br />
with<strong>in</strong> <strong>the</strong> scope <strong>of</strong> <strong>the</strong> new Code<br />
<strong>of</strong> Military Police Justice. Additionally<br />
to <strong>the</strong> amendment <strong>of</strong> military<br />
law, <strong>the</strong> Special <strong>Committee</strong> for <strong>the</strong><br />
Review <strong>of</strong> <strong>the</strong> Crim<strong>in</strong>al Code suggested,<br />
effective August 200 , <strong>in</strong>clud<strong>in</strong>g<br />
a Bill on “Crimes aga<strong>in</strong>st<br />
<strong>International</strong> Human Rights Law<br />
and <strong>International</strong> Humanitarian<br />
Law” <strong>in</strong> <strong>the</strong> agenda <strong>of</strong> <strong>the</strong> new Congress<br />
<strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Peru. This is<br />
part <strong>of</strong> a process to develop a new<br />
Crim<strong>in</strong>al Code, and <strong>the</strong>se proposed<br />
regulations would constitute a new<br />
Volume III <strong>of</strong> said Code.<br />
• Tr<strong>in</strong>idad and Tobago: A law implement<strong>in</strong>g<br />
<strong>the</strong> Rome Statute was<br />
enacted on February 3rd, 200 ,<br />
whereby war crimes fall<strong>in</strong>g under<br />
<strong>the</strong> jurisdiction <strong>of</strong> <strong>the</strong> <strong>International</strong><br />
Crim<strong>in</strong>al Court may be punished<br />
by domestic courts.<br />
• Uruguay: Law No. 1 02 (Rules<br />
to Implement Cooperation with <strong>the</strong><br />
<strong>International</strong> Crim<strong>in</strong>al Court <strong>in</strong> <strong>the</strong><br />
Fight aga<strong>in</strong>st <strong>the</strong> Crime <strong>of</strong> Genocide,<br />
Crimes aga<strong>in</strong>st Humanity and<br />
War Crimes (Crim<strong>in</strong>al Code) was<br />
enacted on September 13th, 200<br />
and published <strong>in</strong> <strong>the</strong> Official Gazette<br />
on October 4th, 200 .<br />
• Argent<strong>in</strong>a: In December 200 , <strong>the</strong><br />
Congress passed a law implement<strong>in</strong>g<br />
<strong>the</strong> Rome Statute and punish<strong>in</strong>g<br />
<strong>the</strong> war crimes def<strong>in</strong>ed <strong>in</strong> <strong>the</strong> Geneva<br />
Conventions and Additional<br />
Protocol I.<br />
Additionally, bills on <strong>the</strong> repression<br />
<strong>of</strong> war crimes were considered <strong>in</strong><br />
Bolivia, Brazil, Chile, Costa Rica,<br />
Dom<strong>in</strong>ican Republic, Ecuador, El<br />
Salvador, Guatemala, Honduras,<br />
Mexico, Nicaragua, Panama, Paraguay,<br />
Tr<strong>in</strong>idad and Tobago and<br />
Venezuela by <strong>the</strong> end <strong>of</strong> 200 .<br />
Protection <strong>of</strong> <strong>the</strong> Emblems<br />

<strong>of</strong>ten is <strong>the</strong> only form <strong>of</strong> protection<br />

<strong>of</strong> victims <strong>of</strong> armed conflict,<br />
