forum <strong>of</strong> Military Chiefs from <strong>the</strong><br />
CARICOM Member States was<br />
created <strong>in</strong> 200 , where participants<br />
stressed <strong>the</strong> relevance and importance<br />
<strong>of</strong> <strong>in</strong>tegrat<strong>in</strong>g <strong>in</strong>ternational<br />
humanitarian law <strong>in</strong>to operations<br />
and tra<strong>in</strong><strong>in</strong>g. They pledged to develop<br />
additional mechanisms to<br />
support such goals. The regulations<br />
applicable <strong>in</strong> case <strong>of</strong> riots and <strong>in</strong>ternal<br />
tension, as well as <strong>in</strong> o<strong>the</strong>r vio-<br />
lence situations, were also <strong>in</strong>cluded<br />
<strong>in</strong> <strong>the</strong> list <strong>of</strong> topics debated dur<strong>in</strong>g<br />
<strong>the</strong> above mentioned meet<strong>in</strong>g.<br />
On <strong>the</strong> o<strong>the</strong>r hand, two specialized<br />
groups were created with <strong>the</strong><br />
Central American Armed Forces<br />
Conference (CFAC, Conferencia<br />
Centroamericana de las Fuerzas<br />
Armadas) <strong>in</strong> order to study <strong>in</strong>ternational<br />
humanitarian law and <strong>in</strong>ternational<br />
human rights law.<br />
Integration <strong>of</strong> <strong>International</strong> Human Rights Law and<br />
Humanitarian Pr<strong>in</strong>ciples by Security and Police Forces<br />
Unlike <strong>the</strong> armed forces, <strong>the</strong> mission <strong>of</strong> security and police forces is to<br />
enforce <strong>the</strong> law. This is materially different from <strong>the</strong> conduct <strong>of</strong> military<br />
operations <strong>in</strong> an armed conflict, or from ensur<strong>in</strong>g humane treatment<br />
to protected persons <strong>in</strong> such a con<strong>text</strong>. Therefore, <strong>the</strong> performance <strong>of</strong><br />
<strong>the</strong> police role is not, <strong>in</strong> pr<strong>in</strong>ciple, governed by <strong>in</strong>ternational humanitarian<br />
law, but ra<strong>the</strong>r by <strong>in</strong>ternational human rights law and national<br />
law, especially regard<strong>in</strong>g <strong>the</strong> protection <strong>of</strong> people. <strong>International</strong> humanitarian<br />
law applies solely <strong>in</strong> <strong>the</strong> case <strong>of</strong> armed conflict. It does not<br />
apply to any o<strong>the</strong>r situation <strong>of</strong> violence, however serious it may be.<br />
Respect for <strong>the</strong> life, <strong>in</strong>tegrity and dignity <strong>of</strong> people <strong>in</strong> situations <strong>of</strong> violence<br />
calls for rigorous application <strong>of</strong> <strong>in</strong>ternational human rights law<br />
by law enforcement authorities.<br />
The <strong>in</strong>tegration <strong>of</strong> <strong>in</strong>ternational human rights law by security and police<br />
forces is currently at different stages <strong>of</strong> development <strong>in</strong> Lat<strong>in</strong> America<br />
and <strong>the</strong> Caribbean. This <strong>in</strong>tegration must be reflected <strong>in</strong> <strong>in</strong>struction,<br />
doctr<strong>in</strong>e, tra<strong>in</strong><strong>in</strong>g and equipment, as well as <strong>in</strong> <strong>the</strong> punishment mechanisms<br />
used to ensure compliance with this law.<br />
The year 200 has witnessed certa<strong>in</strong> developments <strong>in</strong> <strong>the</strong> field <strong>of</strong> <strong>in</strong>tegration<br />
<strong>of</strong> <strong>in</strong>ternational humanitarian law by <strong>the</strong> follow<strong>in</strong>g police forces:<br />
