i. The Inter-American Convention aga<strong>in</strong>st <strong>the</strong> Illicit Manufactur<strong>in</strong>g<br />
<strong>of</strong> and Traffick<strong>in</strong>g <strong>in</strong> Firearms, Ammunition, Explosives, and O<strong>the</strong>r<br />
Related Materials (CIFTA), <strong>of</strong> 1997; and<br />
j. The 1994 Convention on <strong>the</strong> Safety <strong>of</strong> United Nations and Associated<br />
Personnel.<br />
3. To urge member states that are parties to Additional Protocol 1 <strong>of</strong><br />
19 to consider recogniz<strong>in</strong>g <strong>the</strong> competence <strong>of</strong> <strong>the</strong> <strong>International</strong> Humanitarian<br />
Fact-F<strong>in</strong>d<strong>in</strong>g Commission by means <strong>of</strong> <strong>the</strong> declaration contemplated<br />
<strong>in</strong> Article 90 <strong>of</strong> said Protocol, and those that have done so to take part<br />
<strong>in</strong> <strong>the</strong> election <strong>of</strong> <strong>the</strong> new members <strong>of</strong> <strong>the</strong> Commission.<br />
4. To urge member states to br<strong>in</strong>g about <strong>the</strong> widest possible dissem<strong>in</strong>ation<br />
<strong>of</strong> <strong>the</strong> rules <strong>of</strong> <strong>in</strong>ternational humanitarian law, <strong>in</strong> particular by <strong>the</strong>ir<br />
<strong>in</strong>corporation <strong>in</strong>to military doctr<strong>in</strong>e and manuals, as well as among <strong>the</strong><br />
entire civilian population.<br />
5. To urge member states to adapt <strong>the</strong>ir crim<strong>in</strong>al law <strong>in</strong> order to meet<br />
<strong>the</strong>ir legal obligations under <strong>the</strong> 1949 Geneva Conventions and <strong>the</strong>ir 19<br />
Additional Protocol I with respect to <strong>the</strong> def<strong>in</strong>ition <strong>of</strong> war crimes, universal<br />
jurisdiction, and <strong>the</strong> responsibility <strong>of</strong> superios.<br />
6. To <strong>in</strong>vite member states to play an active part <strong>in</strong> <strong>the</strong> Third Review<br />
Conference <strong>of</strong> <strong>the</strong> States Parties to <strong>the</strong> 19 0 Convention on Prohibitions or<br />
Restrictions on <strong>the</strong> Use <strong>of</strong> Certa<strong>in</strong> Conventional Weapons Which May be<br />
Deemed to Be Excessively Injurious or to Have Indiscrim<strong>in</strong>ate Effects.<br />
7. To <strong>in</strong>vite member states that are parties to <strong>the</strong> Rome Statute to cooperate<br />
fully with <strong>the</strong> <strong>International</strong> Crim<strong>in</strong>al Court and to def<strong>in</strong>e under<br />
<strong>the</strong>ir crim<strong>in</strong>al law <strong>the</strong> crimes that are with<strong>in</strong> its jurisdiction.<br />
8. To call upon member states to enact laws to prevent <strong>the</strong> misuse <strong>of</strong><br />
<strong>the</strong> red cross and red crescent emblems and denom<strong>in</strong>ations, as well as <strong>the</strong><br />
emblem adopted <strong>in</strong> <strong>the</strong> Third Additional Protocol, <strong>of</strong> December , 2005, as<br />
established <strong>in</strong> relevant treaties.<br />
9. To urge member states to adopt effective measures to prevent <strong>the</strong><br />
disappearance <strong>of</strong> persons <strong>in</strong> cases <strong>of</strong> armed conflict or o<strong>the</strong>r situations <strong>of</strong><br />
armed violence, to determ<strong>in</strong>e <strong>the</strong> fate <strong>of</strong> those who have disappeared, and<br />
to attend to <strong>the</strong> needs <strong>of</strong> <strong>the</strong>ir family members.<br />
