resolution No. 3 4, published <strong>in</strong> issue No. 3 ,52 <strong>of</strong> <strong>the</strong> Official Journal<br />

– a “Code <strong>of</strong> Conduct for Civil Servants and Military Officers with<br />

police duties at <strong>the</strong> National, State and Municipal level” which <strong>in</strong>cludes<br />

many important references to human rights.<br />

Integration <strong>of</strong> <strong>International</strong><br />

Humanitarian Law <strong>in</strong> Academic<br />

Teach<strong>in</strong>g<br />

As regards university <strong>in</strong>struction,<br />

<strong>the</strong> <strong>in</strong>corporation <strong>of</strong> <strong>in</strong>ternational<br />

humanitarian law <strong>in</strong>to exist<strong>in</strong>g<br />

courses or as an <strong>in</strong>dependent subject<br />

<strong>in</strong> schools <strong>of</strong> law, <strong>in</strong>ternational<br />

relations, political science and journalism<br />

will enable future generations<br />

<strong>of</strong> leaders and op<strong>in</strong>ion makers<br />

to understand <strong>the</strong> relevance <strong>of</strong><br />

this legal body, become <strong>in</strong>volved<br />

<strong>in</strong> its implementation and enforcement<br />

and <strong>in</strong>fluence <strong>the</strong> humanitarian<br />

debate and development <strong>of</strong> law.<br />

The ICRC supports <strong>the</strong> efforts undertaken<br />

by <strong>the</strong> States to this end<br />

through a tra<strong>in</strong><strong>in</strong>g programme <strong>in</strong><br />

<strong>in</strong>ternational humanitarian law for<br />

teachers at universities and o<strong>the</strong>r<br />

higher education <strong>in</strong>stitutions.<br />

Dur<strong>in</strong>g 200 , <strong>the</strong> <strong>in</strong>tegration <strong>of</strong><br />

<strong>in</strong>ternational humanitarian law <strong>in</strong><br />

<strong>the</strong> study programmes <strong>of</strong> <strong>the</strong>se <strong>in</strong>stitutions<br />

<strong>in</strong> Lat<strong>in</strong> America and <strong>the</strong><br />

Caribbean has had <strong>the</strong> follow<strong>in</strong>g<br />

outcomes:<br />

• In Argent<strong>in</strong>a, some 1 0 univer-<br />

sity teachers <strong>in</strong>tegrated <strong>in</strong>ternational<br />

humanitarian law <strong>in</strong> some<br />

fifty schools <strong>in</strong> which <strong>the</strong>y work,<br />

and post-graduate courses <strong>in</strong> <strong>in</strong>ternational<br />

humanitarian law were<br />

delivered <strong>in</strong> several national and<br />

private universities. Teams made<br />

up <strong>of</strong> students and teachers from<br />

<strong>the</strong> University <strong>of</strong> Buenos Aires and<br />

<strong>the</strong> University <strong>of</strong> La Plata took part<br />

<strong>in</strong> various contests related to <strong>in</strong>ternational<br />

humanitarian law, such us<br />

<strong>the</strong> Jean Pictet, Jiménez de Aréchaga<br />

and Philip Jessup contests.<br />

• In Bolivia, <strong>in</strong>ternational humanitarian<br />

law was <strong>in</strong>troduced <strong>in</strong> <strong>the</strong><br />

regular syllabus <strong>of</strong> 10 mandatory<br />

subjects and <strong>of</strong> 3 optional subjects<br />

<strong>of</strong>fered at <strong>the</strong> law schools <strong>of</strong> three<br />

universities <strong>in</strong> La Paz, <strong>in</strong> one university<br />

<strong>in</strong> Sucre and <strong>in</strong> a mandatory<br />

course <strong>of</strong> <strong>the</strong> School <strong>of</strong> Social Communication<br />

at La Paz University.<br />

• In Brazil, over 0 teachers have<br />

been teach<strong>in</strong>g <strong>in</strong>ternational humanitarian<br />

law <strong>in</strong> schools <strong>of</strong> law,<br />

<strong>in</strong>ternational relations and journalism<br />

schools <strong>of</strong> twenty universities<br />

for <strong>the</strong> past five years.<br />

• Most <strong>of</strong> Chile’s law schools have<br />
