schools. Hav<strong>in</strong>g affirmed<br />

<strong>the</strong> commitment to start teach<strong>in</strong>g<br />

<strong>in</strong>ternational humanitarian law <strong>in</strong><br />

<strong>the</strong>ir courses, 25 pr<strong>of</strong>essors from<br />

n<strong>in</strong>e universities <strong>in</strong> Caracas and<br />

<strong>the</strong> rest <strong>of</strong> <strong>the</strong> country attended <strong>the</strong><br />

sem<strong>in</strong>ar. Moreover, <strong>the</strong> ICRC kept<br />

<strong>in</strong> touch with 13 law schools <strong>in</strong> <strong>the</strong><br />

capital and <strong>the</strong> rest <strong>of</strong> <strong>the</strong> country<br />

by distribut<strong>in</strong>g <strong>in</strong><strong>format</strong>ion, read<strong>in</strong>g<br />

material and documentation on<br />

<strong>in</strong>ternational humanitarian law and<br />

its development.<br />

It should also be stressed that many<br />

students and recent graduates from<br />

some twenty universities <strong>in</strong> Argent<strong>in</strong>a,<br />

Brazil, Chile, and Uruguay<br />

took part <strong>in</strong> <strong>the</strong> Moynier Essay Contest<br />

on <strong>in</strong>ternational humanitarian<br />

law, held by <strong>the</strong> ICRC. On <strong>the</strong> o<strong>the</strong>r<br />

hand, <strong>in</strong> October 200 , <strong>the</strong> ICRC<br />

held <strong>in</strong> Barbados <strong>the</strong> second sem<strong>in</strong>ar<br />

for law school pr<strong>of</strong>essors from<br />

CARICOM Member States, <strong>the</strong> aim<br />

<strong>of</strong> which was to streng<strong>the</strong>n <strong>the</strong> <strong>in</strong>tegration<br />

<strong>of</strong> <strong>in</strong>ternational humanitarian<br />

law <strong>in</strong>to universities <strong>in</strong> <strong>the</strong> region.<br />

Likewise, <strong>in</strong> Central America,<br />

lecturers from ten universities <strong>in</strong><br />

Costa Rica, Mexico, Nicaragua and<br />

Panama attended a tra<strong>in</strong><strong>in</strong>g sem<strong>in</strong>ar<br />

on <strong>in</strong>ternational humanitarian<br />

law. A special note should be made<br />

<strong>of</strong> <strong>the</strong> fact that pr<strong>of</strong>essors were <strong>in</strong>-<br />

cluded from <strong>the</strong> political science<br />

and <strong>in</strong>ternational relations schools<br />

for <strong>the</strong> first time ever. The course<br />

was supported by faculty from<br />

Costa Rican, Mexican and Peruvian<br />

universities, as well as by representatives<br />

<strong>of</strong> <strong>the</strong> Inter-American Court<br />

<strong>of</strong> Human Rights, <strong>the</strong> Inter-American<br />

Institute for Human Rights and<br />

members <strong>of</strong> diplomatic corps specialized<br />

<strong>in</strong> <strong>the</strong> field.<br />

Integration <strong>of</strong> <strong>International</strong><br />

Humanitarian Law <strong>in</strong> High<br />

School Teach<strong>in</strong>g<br />

Just over six years ago, <strong>the</strong> ICRC<br />

launched a program called “Explor<strong>in</strong>g<br />

Humanitarian Law” (EHL),<br />

which consists <strong>in</strong> teach<strong>in</strong>g modules<br />

that <strong>in</strong>clude teach<strong>in</strong>g lessons based<br />

on issues related to <strong>in</strong>ternational<br />

humanitarian law and IHL pr<strong>in</strong>ciples.<br />

The proposal was submitted to<br />

educational authorities with a view<br />

to improv<strong>in</strong>g <strong>the</strong> understand<strong>in</strong>g <strong>of</strong><br />

humanitarian issues regard<strong>in</strong>g situations<br />

<strong>of</strong> armed conflict, and also <strong>of</strong><br />

general violence, among teachers<br />

and students –<strong>the</strong> citizens-to-be.<br />

The ma<strong>in</strong> contents <strong>of</strong> <strong>the</strong> program<br />

relate to values such as tolerance,<br />

respect and sympathy, and may be<br />

<strong>in</strong>tegrated by <strong>the</strong> different countries<br />

<strong>in</strong>to <strong>the</strong> current curricula <strong>of</strong> courses<br />

such as civic education, history, social<br />

science or philosophy. EHL provides<br />
