meet new social and environmental issues. Consistency with the Eiffage group sustainability<br />

policy is being reinforced and new stakeholders are now concerned.<br />

The APRR group, a subsidiary of Eiffarie (a consortium<br />

associating Eiffage, the majority shareholder, and<br />

<strong>Macquarie</strong>*), operates a network of 2,234 kilometres<br />

of motorway out of the 2,279 kilometres conceded to<br />

it by the State.<br />

Our operated network notably includes:<br />

The Paris – Lyon route (A5, A6 and A39), the Bourgogne<br />

– Northern Europe route (A31 and A36), the Alpine<br />

motorways in the Rhône-Alpes region (A40, A41, A42, A43,<br />

A48, A49 and A51 North) and the motorways in central<br />

France (A77, A71 and A719).<br />

Together, the Group’s employees combine performance,<br />

service and innovation to ensure that customers enjoy<br />

MESSAGE FROM THE CHIEF EXECUTIVE OFFICER<br />

2009 AnnuAL REPORT APRR<br />

Following a slight fall in car and truck traffic on our<br />

network in 2008, the year 2009 saw an increase in the<br />

number of cars and a considerable reduction in heavy<br />

goods vehicles. The overall effect was a slight decline<br />

over the past two years.<br />

Agreements were reached with unions concerning<br />

salaries and, insofar as APRR is concerned, the gradual<br />

automation of toll plazas.<br />

The injury accident rate continued to decrease while<br />

mortality remained stable, having been halved in 2008.<br />

The APRR and AREA teams once again demonstrated<br />

their efficiency during the recent bout of bad weather in<br />

late 2009 and early 2010, with holidaymakers being able<br />

to complete their journeys thanks to the availability of<br />

appropriate machinery and the skills of our people.<br />

Works on the La Côtière<br />

viaduct continue<br />

On 6 October, the metal frames of the<br />

future viaduct were pushed a further<br />

150 metres at a rate of 20 metres an<br />

hour. When completed, the structure<br />

will be 1,210 metres long. The opening<br />

of the Les Echets – La Boise section<br />

of the A432 motorway is scheduled for<br />

early 2011.<br />

The A77 motorway celebrates ten<br />

years of partnership with Audi<br />

Opened in 1999, the motorway, known as<br />

the Autoroute de l’Arbre (the tree motorway),<br />

has always focussed on the environment.<br />

It provides rest areas devoted to specific<br />

tree species, as well as a high level of<br />

environmental awareness. Its anniversary<br />

is a reminder of the Group’s commitment<br />

to the environment.<br />

At the same time, AREA celebrated ten years<br />

operating the A51 Nord motorway.<br />

heritage through visits and<br />

Widening the A31<br />

The widening of the section between Beaune and Langres<br />

to 2 x 3 lanes was completed in just three years. The motorway<br />

is now safer, with better traffic flow, and complies with current<br />

environmental standards.<br />

New APRR and AREA management contracts<br />

Negotiations with the State for signing management contracts<br />

covering the period from 2009 to 2013 continued throughout<br />

2009 and an agreement as to their contents was reached on<br />

21 December 2009. The management contracts set the<br />

amount and nature of the investments that the APRR group<br />

commits to make while also defining the associated tariff<br />

structure for the period from 2010 to 2013.<br />

Maurice-Lemaire tunnel<br />

The extension to the duration of the concession for<br />

the Maurice-Lemaire tunnel was confirmed by legislative<br />

enactment on 8 December 2009. This concession will<br />

now run to 31 December 2068.<br />

The economic and financial<br />

crisis had a limited effect on<br />

overall traffic, which rose by<br />

0.3% in 2009 thanks to the<br />

increase in light vehicle traffic<br />

from the summer onwards.<br />

This slight increase<br />

nevertheless masks a fall of<br />

over 12% in the use of the<br />

network by heavy goods<br />

vehicles.<br />

The four major objectives in APRR’s<br />

strategy – improved safety, network<br />

development, increased level of services<br />

offered and improved economic<br />

performance – were actively pursued.<br />

In 2009, the Group entered a new toll<br />

plaza modernisation phase with the very<br />

promising experiments carried out using<br />

drive-through technology.<br />

safety<br />

2009 confirmed the fall noted in 2008<br />

of accident levels on the network. The<br />

number of injury accidents fell by nearly<br />

17%, and the number of deaths on<br />

the network as a whole remained stable<br />

following the considerable reduction of<br />

45% seen in 2008 when compared with<br />

2007.<br />

Safety remains a central concern for<br />

the APRR group, and significant<br />

improvements were made in 2009 with<br />

nearly<br />

43%<br />

the widening to 2 x 3 lanes of the of<br />

the A31 motorway between Beaune and<br />

Langres and of an 18-kilometre section of<br />

the A36 between Belfort and Montbéliard.<br />

Apart from these investments designed<br />

to improve critical areas, a large number<br />

of concrete actions, including awareness<br />

campaigns, were instigated to act on<br />

events in real-time.<br />

Enhanced<br />

services<br />

Our determination to provide excellent<br />

service is fundamental to the profession<br />

and to its future development. It also<br />

forms the basis for our relationships with<br />

customers and our commitments made to<br />

the conceding State, and structures all the<br />

Group’s activities. This is illustrated,<br />

among other things, by the enhancement<br />

of the offer aiming to better meet<br />

customer requirements:<br />

of transactions in 2009 were carried<br />

out using the electronic toll system.

comfort and increasing traffic<br />

flow using the electronic toll<br />

system<br />

Modernised toll plazas<br />

Use of electronic toll systems, which represented<br />

nearly 43% of transactions in 2009 as opposed to<br />

40% in 2008, continues to grow rapidly.<br />

Sales of Liber-t badges increased by 21.5% in<br />

2009, and reached a total of 737,000 active badges<br />

by the end of the year.<br />

Used experimentally on three of the network’s toll<br />

plazas, drive-through electronic toll systems have<br />

been shown to improve customer comfort and<br />

traffic flows by allowing vehicles to drive through<br />

the toll plaza at 30 km/h along certain lanes.<br />

In parallel, 117 plazas out of the 145 operated<br />

by the Group are now remotely operated, either<br />

completely or partially.<br />

A developing<br />

network<br />

2009, the first year that AREA has<br />

managed the Annecy-Geneva section<br />

of the A41 conceded to ADELAC,<br />

saw three large scale works projects:<br />

n the south Mâcon bypass (A406),<br />

n the access to Montluçon from<br />

the A71 (A714),<br />

n the Les Echets / La Boise section<br />

of the A432 to reduce traffic congestion<br />

to the north-east of Lyon.<br />

These three operations incorporated a<br />

far-reaching procedure aimed at<br />

protecting the fauna and flora.<br />

On the A406, particular attention was<br />

paid to a protected species, the corn<br />

crake.<br />

The Group has undertaken to complete<br />

these three new links, representing<br />

a linear distance of 30 kilometres,<br />

between end-2010 and mid-2011.<br />

Thanks to the efforts made to increase<br />

its productivity gains, especially through<br />

the modernisation of toll plazas, and<br />

adapt its teams to new organisational<br />

methods, the Group further improved its<br />

economic performance. EBITDA and<br />

the EBITDA margin continued to<br />

progress, with the latter reaching<br />

68.0%, as against 67.8% in 2008.

the A65 between Pau and Langon,<br />

the southern Ile-de-France hospital<br />

centre (CHSF) and the headquarters<br />

of Gendarmerie Nationale (DGGN)<br />

are other examples of the Group’s<br />

wide-ranging skills. In order to<br />

successfully complete its missions,<br />

Eiffage relies on the experience of over<br />

70,000 employees, 98% of whom are<br />

Group shareholders. Eiffage generates<br />

revenue of over €13 billion, of which<br />

nearly 20% internationally, in some<br />

constructions<br />

The new construction works carried out<br />

in 2009 concerned:<br />

n the A406 motorway and the south<br />

bypass around Mâcon, with the<br />

beginning of the main construction<br />

works and of the viaduct over the River<br />

Saône,<br />

n the Les Echets – La Boisse A432<br />

motorway where construction works<br />

on the La Côtière viaduct continue<br />

and where the earthworks have begun<br />

on the sections and on the motorway<br />

interchanges for the A42 and A46 Nord<br />

motorways,<br />

n the A714 motorway and the<br />

Montluçon motorway slip road, with<br />

the end of preparatory works and<br />

the beginning of widening works.<br />

These three new links, representing a<br />

total distance of 30 kilometres, will be<br />

opened to traffic between end-2010<br />

and mid-2011.<br />

A432 LA CÔTIERE VIADUCT<br />

After two years of work, this<br />

exceptional 1,210 metre engineering<br />

structure carried by17 bearing<br />

points, including 2 abutments<br />

and 15 piers, is now beginning to<br />

blend into the La Côtière countryside.<br />

The pier construction works are now<br />

almost finished, and the steel frames<br />

to support the concrete decks are being<br />

pushed into position by successive<br />

phases from one pier to another.<br />

The viaduct also stands out for the<br />

innovative way in which it integrates<br />

into the environment. This is the<br />

result of a European design & build<br />

competition conducted in association<br />

with the State and the local<br />

authorities concerned.<br />

Increased traffic<br />

and income<br />

In 2009, APRR group traffic was<br />

marked by the economic crisis, whose<br />

effects were especially felt with the<br />

reduction of HGV traffic from the end<br />

of June.<br />

Despite HGV traffic having fallen by<br />

12.6%, and thanks to healthy LV traffic<br />

(+2.9%), the paid kilometres travelled<br />

increased by 0.3% over 2008. In<br />

addition, mileage intensity, which<br />

neutralised the calendar effects<br />

(366 travel days in 2008), was also<br />

up 0.3%. Despite a slight reduction in<br />

distances covered by HGV, transactions<br />

continued to increase (+2.4%), as did<br />

toll income (+1.26%).<br />

This increase in income can be<br />

explained by a number of factors:<br />

n changing traffic patterns,<br />

n price increases in October 2008 and<br />

April 2009,<br />

n completion of the progressive<br />

reduction of discount rates to HGV<br />

subscribers carried out in compliance<br />

with the European Eurovignette directive<br />

of April 2008,<br />

n full year of income from TML*.<br />

The rates applied by APRR and AREA<br />

are defined by their concession<br />

contracts and by five-year management<br />

contracts. Increases are based on<br />

inflation and on investments aimed at<br />

improving and developing the network.<br />

In 2009, with no management contract<br />

signed, price increases were calculated<br />

in compliance with the pricing clauses in<br />

the concession contract, and applied<br />

from 1 April 2009.<br />

The rate increases were accompanied<br />

by an information campaign directed at<br />

customers.<br />

Toll plazas adapted to<br />

customer expectations<br />

The Group has continued its efforts to<br />

improve safety and traffic flow for<br />

customers by introducing experimental<br />

drive-through tolls on three test plazas.<br />

The Dijon-Crimolois, Pérouges and<br />

Chambéry-Chignin toll plazas now allow<br />

subscribers to drive through at 30 km/h<br />

along reserved lanes.<br />

In addition, sales of Liber-t badges rose<br />

to some 177,000 in 2009, bringing the<br />

total number of active Liber-t badges to 737,000 by<br />

end-2009, i.e. 21.5% more than at end-2008. The<br />

dynamic approach of<br />

the sales teams and an active positioning on key<br />

accounts, backed by an attractive website and<br />

targeted communications campaigns, resulted in new<br />

customers being acquired despite a difficult economic<br />

context.<br />

As a result, electronic tolls have become the most<br />

popular payment system for our customers, a<br />

development also driven by subscription offers tailored<br />

to individual needs, and by the fact that badges can<br />

also be used in certain car parks, on the Lyon ring<br />

road, etc.).<br />

In 2010, the Bali terminal, which was tested in 2009,<br />

will be installed on a number of sites with high traffic<br />

levels. Terminals will issue Liber-t badges in just a few<br />

minutes, and allow us to combine traditional points of<br />

sale with a more convenient option for potential users.<br />

In parallel with this rollout, toll plaza modernisation<br />

continues, with the total or partial remote operation of<br />

117 plazas out of the 145 run by the Group at<br />

end-2009.<br />

Since 2007, four European issuers approved by<br />

ASFA’s electronic toll system commission (Axxès,<br />

Eurotoll, Total and DKV) now also sell and manage<br />

heavy goods vehicle subscriptions. Since 1st April<br />

2008, Caplis cards have been completely replaced<br />

by remote toll collection.<br />

Safety,<br />

The continual improvement of safety<br />

remains the Group’s top priority, and<br />

it mobilises its resources to that end<br />

through concrete actions. Its global<br />

strategy aims to produce both short<br />

and medium term results.<br />

Those obtained in 2009 continue to<br />

improve, with an injury accident rate 17%<br />

lower than in 2008 (343 injury accidents,<br />

or 16.1 per billion kilometres covered in<br />

2009, compared with 415 injury<br />

accidents, or 19.5 per billion kilometres,<br />

in 2008). The number of deaths has<br />

remained stable (31 in 2009, being the<br />

same as in 2008, as against 61 in 2007),<br />

while the “all accidents” rate fell by<br />

7.4% in comparison with 2008.<br />

improvement, the APRR group has<br />

themes such as “drowsiness at the<br />

wheel”, “wintertime driving”, “sharing the<br />

motorway during holiday traffic”,<br />

“awareness of possible pedestrian<br />

intrusion” and “hypovigilance”.<br />

Minotaure centres – subsidiaries of Group<br />

Infrastructure and<br />

n the roadway renovation programme,<br />

with widening carried out on the A31<br />

between Beaune and Langres in just<br />

n the increased use of separator systems<br />

and of systems aimed at preventing<br />

intrusions on the network (wrong-way<br />

driving signs, fencing to prevent wild<br />

animals roaming onto the motorways, etc.),<br />

of mobile lit lane closure warning arrows<br />

to increase customer safety and protect<br />

our teams while they carry out works,<br />

n protected pedestrian routes at toll<br />

plazas and barriers,<br />

n the continued installation of toll plaza<br />

approach warning systems,<br />

n geolocation to enhance reactivity to<br />

Faster, safer journeys<br />

In 2009, we continued the rollout of our<br />

automatic collection and electronic toll<br />

systems, and 73.1% of transactions on<br />

the Group’s toll plazas used automated<br />

systems (electronic tolls, cards and<br />

automatic systems), up from 67.8%<br />

in 2008.<br />

Similarly, 42.5% of transactions were<br />

carried out using the electronic toll<br />

system, as opposed to 40.3% in 2008.<br />

This confirms that the electronic toll<br />

system is now the main payment method<br />

used by our customers.<br />

Works have also been carried out to<br />

improve customer comfort and safety on<br />

toll plazas, particularly through the<br />

increased introduction of electronic toll<br />

systems and all-vehicle all-payment lanes,<br />

and through improved lane signage on<br />

barriers, reconfiguration and additional<br />

lanes.<br />

2009 also saw the opening of a new<br />

plaza on the Jura service area, helping<br />

open up of this rural part of the country.<br />

works to improve its internal<br />

websites, IT networks and<br />

telecommunications<br />

infrastructures.<br />

In 2009, the Group concentrated on<br />

developing the convergence between<br />

the information systems used by APRR<br />

and AREA.<br />

Improved information<br />

management<br />

A new Sales information system (SITEL<br />

project) was rolled out in October 2009<br />

within the APRR network, and is<br />

scheduled for rollout within the AREA<br />

network in 2011, following the<br />

incorporation of new functionalities.<br />

The advanced customer relations<br />

management functions integrated into<br />

SITEL already represent a significant<br />

asset in increasing the number of<br />

subscribers to the electronic toll<br />

services offered by the Group.<br />

The modernisation of the HR<br />

information system was continued with<br />

the ongoing development of the ATOS<br />

(management of activity times and<br />

rounds) and PIXID (management of<br />

e12million<br />

in revenue derived for the Group from the provision<br />

of IT and telecommunications infrastructure<br />

temporary staff) systems, and of the<br />

new Group HR Infocentre (ORISON<br />

project). These major upgrades of the<br />

HR information system will come online<br />

in 2010, and will result in better<br />

management of the Group’s human<br />

In the financial sector, the information<br />

system will eventually be enriched with<br />

a new investment and purchase<br />

management module, for which the<br />

specifications were finalised in 2009.<br />

Finally, a number of the Group’s<br />

websites (autorouteinfo.fr and aprr.fr)<br />

were renovated with the integration of<br />

the latest available technologies to<br />

make them even more attractive and to<br />

optimise the information services made<br />

available to customers and other<br />

Internet users.


Higher performance,<br />

more secure systems<br />

To meet present and future<br />

requirements, the Group constantly<br />

strives to modernise its IT and telecom<br />

infrastructures. This has resulted in<br />

considerable works being carried out to<br />

reinforce the security and performance<br />

of its installations while reducing<br />

operational costs.<br />

IT server virtualisation technologies are<br />

now used on a large scale, as are<br />

networked data storage systems.<br />

Launched in 2009, the renovation of<br />

APRR’s broadband multimedia<br />

backbone will be completed in 2010.<br />

This new system will be deployed within<br />

AREA network in 2011. The<br />

convergence of APRR’s and AREA’s<br />

telecom security systems has also been<br />

launched and, when completed in<br />

2010, will result in the Group having a<br />

unified system. Finally, AREA completed<br />

the deployment of sat-nav systems to<br />

localise its emergency vehicles.<br />

In the provision of telecom<br />

infrastructures to operators, Internet<br />

access providers and providers of<br />

public telecom services, the Group<br />

a difficult context marked by<br />

the economic crisis and further<br />

acquisitions by telecom operators.<br />

Successful<br />

social dialogue<br />

Social dialogue was highly successful in<br />

2009. A responsible approach among<br />

the social partners resulted in the<br />

signing of a labour agreement by a<br />

majority of the staff representatives in<br />

each of the Group’s companies.<br />

These settlements improve employees’<br />

purchasing power and underline the<br />

Eiffage chairman’s determination to<br />

distribute the Group’s profits equitably<br />

by giving each employee an exceptional<br />

bonus under the mandatory employee<br />

profit sharing plans of nearly €1,500.<br />

APRR’s “toll” agreement was ratified<br />

following 18 months of negotiation.<br />

This very important document, which<br />

was ratified by seven out of eight trade<br />

unions, settles the legal difficulties<br />

resulting from previous agreements,<br />

facilitates the reorganisation of work<br />

based on improved forecasting of<br />

receivers’ activity, reserves production<br />

hours for company personnel by<br />

This agreement is proof that it is<br />

possible to reconcile economic and<br />

social performance levels.<br />

Complementing the wage settlements,<br />

the three profit-sharing agreements in<br />

force within the Group (APRR – AREA<br />

– SIRA) have been renewed.<br />

Acceleration<br />

of the diversity policy<br />

Fully in line with the Eiffage group’s<br />

social and societal policies, AREA has<br />

implemented the measures set out in its<br />

agreements in favour of professional<br />

equality between men and women, as<br />

well as in favour of disabled employees.<br />

The first promising results led to the<br />

signing of an agreement concerning<br />

gender equality within APRR, and of an<br />

agreement in favour of older employees<br />

working for AREA.<br />

In line with concerns relating to<br />

sustainable development, 2010 should<br />

mark a new stage in the desire shown<br />

by APRR and AREA to be in the<br />

vanguard on these issues.<br />

SUSTAINED TRAINING EFFORTS<br />

In 2009, 92,000 hours of training were given to the personnel, of which<br />

nearly a third to employees responsible for roadway conditions and safety,<br />

and 82% of Group employees underwent a training course.<br />

The current technological developments, the implementation of new<br />

agreements – including the toll agreement – and the need to maintain the<br />

operational skills of all personnel underlie the exceptional effort made by<br />

APRR in terms of training.<br />

For the first time, 2009 saw the Group’s companies devote over 4 % of<br />

the total payroll to training their employees.<br />

Increased resources for<br />

employee savings schemes<br />

Despite an economically difficult year,<br />

discretionary employee profit-sharing<br />

plans represented nearly €24 million in<br />

2009, compared with €25 million in 2008.<br />

The harmonisation of legislation<br />

concerning participation and profitsharing<br />

has meant that employees who<br />

so desire can immediately benefit from<br />

the significant sums allocated to them.<br />

They can also place their profit-sharing<br />

and participation bonuses into Sicavas<br />

Eiffage 2000 with a respective additional<br />

amount of 50% and 25% for a five year<br />

placement.<br />

In 2009, nearly one in two employees<br />

chose to save a proportion of their<br />

participation and profit-sharing bonuses<br />

in order to better prepare their future<br />

projects.<br />

The repayment of the Eiffage Secur Plus<br />

mutual fund will provide APRR group<br />

employees with further room for<br />

manoeuvre. In addition to the existing<br />

investment supports, AREA and APRR<br />

employees will be able to subscribe<br />

within preferential conditions to the<br />

increase in the Eiffage capital reserved<br />

for them.<br />

Increased focus<br />

on personnel safety<br />

Personnel involvement is a prime<br />

condition for the Group’s safety<br />

performance. The AREA and APRR<br />

operational divisions encouraged such<br />

involvement, thereby maintaining the<br />

excellent results acquired over previous<br />

years, making the Group one of the<br />

safest in its sector for its personnel.<br />

The 2009 work accident severity rate is<br />

virtually the same as that for 2008.<br />

The frequency rate increased slightly to<br />

11.71, but remained one of the best in<br />

the sector.<br />

These results were achieved thanks to a<br />

coherent policy based on:<br />

n harmonisation of actions proposed by<br />

the safety committees and the health<br />

& working conditions committees,<br />

n constant improvements to safety<br />

systems; spending increased by<br />

a further 5% in this sector, representing<br />

a 30% increase over three years,<br />

n work by prevention teams, which<br />

have become more active on the<br />

ground.<br />

Sustainable development<br />

is increasingly integrated<br />

into the Group’s day to day<br />

decisions and practices.<br />

In 2009, employee commitment and<br />

training, and the cooperation between<br />

departments enabled us to obtain<br />

ISO 14001 environmental certification<br />

for all APRR operational activities.<br />

This shows the Group’s determination<br />

to conduct its environmental policy over<br />

the long term through a management<br />

system that provides continual<br />

improvement of working practices.<br />

Concerning the operational network,<br />

the widening of the A31 motorway<br />

between Beaune and Langres and the<br />

A36 between Montbéliard and Belfort<br />

provide significant improvements<br />

for customers, employees and the<br />

environment.<br />

Traffic flow and the safety of car and<br />

truck drivers were the prime reasons<br />

for the widening of these sections to<br />

2 x 3 lanes. The works also provided<br />

an opportunity to better integrate<br />

the old sections into their environment.<br />

For example, on the A36, over<br />

18 kilometres of noise barriers were<br />

installed. On the A31, treatment and<br />

retention basins for rainwater runoff<br />

from the motorway platform were built.<br />

Particular attention was paid to fauna<br />

conservation, notably through<br />

the installation of 120 bat houses in<br />

hydraulic structures next to the flight<br />

corridors used by these small winged<br />

mammals. APRR chose to have these<br />

houses built by a work rehabilitation<br />

establishment located in Bourgogne,<br />

allowing the disabled persons working<br />

in this carpentry centre to actively<br />

contribute to meeting the challenge of<br />

biodiversity.<br />

Another initiative providing benefits<br />

across all three pillars of sustainable<br />

development is the rollout of remote<br />

maintenance for toll equipment.<br />

Thanks to the new Internet Protocol<br />

technology, technicians can now<br />

intervene remotely – and even from their<br />

homes if they are on standby duty<br />

– to diagnose the breakdown, carry out<br />

a first level repair operation or install<br />

the new version of a programme.<br />

This means a smaller number of travel<br />

movements, resulting in fewer work<br />

accidents, reduced CO emissions and<br />

shorter toll lanes closures.

A BETTER UNDERSTANDING OF THEIR NEEDS<br />

Improving the quality and range of<br />

services offered to customers is a key<br />

Group commitment. This, in particular,<br />

led it to listen closely to its customers<br />

through the five-yearly survey carried<br />

out by AREA to gain a more detailed<br />

understanding of the expectations of<br />

those using its network.<br />

In addition, the structuring and<br />

professionalisation of telephone services<br />

assistance before, during and after their<br />

Employees on foot are often most at<br />

risk of work accidents. APRR and AREA<br />

have taken a range of actions to reduce<br />

this work-related risk: physical<br />

improvement to pedestrian routes at toll<br />

barriers, an internal communication<br />

campaign, updating of safety booklets and<br />

training in the need to “see and be seen”.<br />

APRR employees have, since this year,<br />

AREA has signed an agreement<br />

concerning seniors.<br />

Changes in the way that tolls are<br />

collected has led APRR to negotiate a<br />

new agreement concerning this sector,<br />

the aim being to allow those employed<br />

on tolls to continue working by<br />

developing versatility covering sectors<br />

such as remote operation and<br />

supervision, maintenance and customer<br />

relations. To this end, further emphasis<br />

has been placed on skills, trades and<br />

jobs “passports”.<br />

To help young people get a better<br />

understanding of the trades involved<br />

in motorway operations, site visits have<br />

To back its ISO 14001 certification<br />

application, APRR has created the<br />

Environment Pack, which provides<br />

better readability of all relevant training<br />

courses.<br />

Certain training courses have been<br />

revised while others have been created,<br />

such as the course aiming to improve<br />

the energy balance of operational<br />

buildings, which accompanies the<br />

rollout of the associated diagnoses.<br />

Efforts are being made to reduce the<br />

use of fossil fuels wherever possible<br />

with, for example, the installation of heat<br />

pumps in Besançon and Bron, and the<br />

renovation of outer wall insulation.<br />

To improve access to the regions and<br />

take account of local dynamics, the<br />

Group has continued its efforts to create<br />

solid partnerships with local authorities,<br />

both for the creation of additional<br />

interchanges and to allow new<br />

customers to use motorways thanks to<br />

the use of specially tailored subscription<br />

offers.<br />

In September, this approach resulted in<br />

the opening of the Arlay interchange on<br />

the A39 in the Jura region, designed to<br />

back an assertive economic and<br />

touristic development policy for the<br />

Bletterans area. Financing was provided<br />

by the Jura general council (75%) and<br />

by APRR (25%).<br />

Twelve people have been trained in the<br />

use of ADEME’s Bilan Carbone ® (carbon<br />

balance) method, as part of the<br />

measures taken by the Eiffage group<br />

favouring professionalisation in this area.<br />

At the Fleury toll barrier on the A6<br />

motorway, lighting has been optimised<br />

using a new control system, reducing<br />

electricity consumption by nearly 20%.<br />

The Group has published two new<br />

volumes in the Carnets d’autoroutes<br />

collection: Sur le chemin du<br />

développent durable: de l’eau<br />

et des boues (Towards sustainable<br />

development: water and sludge)<br />

and Des passages à faune (Wildlife<br />

crossings). The latter presents some of<br />

invested in active motorways, including<br />

widening operations, to reduce environmental<br />

impacts and limit pollution risks, especially<br />

insofar as water and noise are concerned.<br />

Works on the Seynod interchange on<br />

the A41 motorway in Haute-Savoie<br />

began this summer. This structure is<br />

financed by the Haute-Savoie general<br />

council (25%), the Annecy federation of<br />

municipalities (25%) and AREA (50%).<br />

The two interchanges have a significant<br />

environmental component, with, for<br />

example, the Arlay plaza providing an<br />

opportunity to test a 190 sq. m<br />

photovoltaic canopy which is expected<br />

to produce a third of the requirements<br />

of the fully-automated facility.<br />

Near Annecy, AREA has worked to<br />

improve “green and blue” biological<br />

continuities and the recycling of<br />

materials.<br />

evaluating the use of wildlife crossings<br />

In partnership with RFF*, APRR is<br />

also involved in a three-year university<br />

infrastructure. This involves examining<br />

the connectivity of rural spaces adjacent<br />

to a motorway and to a high speed<br />

September saw APRR launch the<br />

Grand Besançon PassLiber-t on the<br />

A36 in the Doubs département. This is<br />

aimed at car drivers living or working in<br />

one of the 59 towns forming part of<br />

Greater Besançon, and provides a 60%<br />

reduction on three toll plazas, half of<br />

which covered by the local authority.<br />

This partnership should result in<br />

reduced travel times and more fluid<br />

traffic flows on certain secondary<br />

routes.

active policy of innovation and<br />

technology watch. This allows<br />

it to remain in the forefront of<br />

technological developments<br />

and to improve its<br />

competitiveness while<br />

addressing its customers’<br />

changing needs.<br />

Innovation lies at the heart of<br />

the profession<br />

The APRR group actively participated<br />

in the 2009 edition of the Eiffage<br />

innovation trophies, with eight teams<br />

nominated and four trophies awarded.<br />

The group won the Social and Societal<br />

Innovation prize for an innovative project<br />

involving the manufacture of bat houses<br />

by disabled persons as part of the<br />

works for the widening of the A31<br />

motorway in Bourgogne. It also won<br />

the Support Function Innovation prize<br />

for a remote IP* intervention system for<br />

toll equipment on the AREA network.<br />

The system reduces intervention times<br />

and maintenance costs, as well as<br />

improving personnel safety.<br />

In addition, two projects received<br />

awards in the “Improvements to Field<br />

Techniques” category: the first being<br />

the “carriageway switchover” project<br />

concerning signalling materialising and<br />

optimisation of carriageway switchover<br />

procedures in the event of accidents<br />

or works, to improve the safety of<br />

customers and workers. The second<br />

€1 million/ year<br />

is devoted to the development of<br />

innovative systems and services on<br />

the APRR and AREA networks.<br />

Phosphore, a showcase for<br />

Eiffage group skills<br />

The APRR group contributed to the<br />

second phase of the Phosphore project<br />

notably through its eco-mobility<br />

scenarios on the scale of a 170 hectare<br />

urban area.<br />

Working within the Phosphore<br />

long-range planning laboratory<br />

dedicated to the sustainable city<br />

– which concentrates the R&D skills of<br />

the Eiffage group – APRR helped define<br />

an inter-district route incorporating a<br />

non-motorised and diffuse mobility<br />

system, as well as the fundamental<br />

elements of a multimodal hub.<br />

The hub organises the changeover<br />

between the structuring passenger,<br />

goods and freight networks and clean<br />

individual or mass modes of transport<br />

suited to the distances to be covered.<br />

The study continued with sketches of a<br />

shared public space – a notional street<br />

– with separate vehicle, pedestrian and<br />

cycle lanes varying according to the<br />

time of day to meet the needs of the<br />

dominant user category at any given<br />

moment.<br />

For this HQVie ® (high quality of life)<br />

town, thought was even given to<br />

possible modular vehicles enabling<br />

shared use.<br />

Service quality and<br />

sustainable development<br />

APRR continues its involvement in<br />

research and development projects<br />

aiming to improve safety, service quality<br />

and the environment.<br />

In this respect, 2009 notably saw the<br />

Group carry out experiments in the use<br />

of renewable energies to power its<br />

equipment: installation of a micro<br />

land-based wind turbine on the A6 in<br />

Auxerre; highly successful testing of<br />

a fuel cell on the A5; and installation of<br />

photovoltaic cells on the canopy of the<br />

new Arlay toll plaza on the A39, etc.<br />

APRR is also continuing to develop<br />

systems to automatically detect<br />

occupancy of HGV parking spaces<br />

on rest areas, with testing of a new<br />

stand-alone system on the<br />

Beaune-Tailly rest area (A6).<br />

Lastly, APRR and AREA remain active<br />

in the European Easy Way programme,<br />

which aims to develop intelligent<br />

transport systems designed to improve<br />

safety and traffic flow while reducing<br />

CO emissions. In this area, AREA is<br />

taking a close interest in the Rosatte<br />

project which is looking into the<br />

possibility of displaying key safety<br />

information on board vehicles.<br />
