SUSTAINABLE DEVELOPMENT COMMITMENTS
The APRR group has updated and redefined its commitments to sustainable development to
meet new social and environmental issues. Consistency with the Eiffage group sustainability
policy is being reinforced and new stakeholders are now concerned.
CUSTOMERS
E 1n Regularly increase safety on the motorway
network and encourage customers to adopt safer, more
community-minded behaviour.
E 2 n Improve the quality and range of services
offered to customers, and strengthen customer relations
on themes such as the environment, safety and
the countryside.
EMPLOYEES
E 3 n Favour the collective and individual
development of employees, foster diversity
and reinforce social cohesion.
E 4 n Further develop professionalism and
a preventative approach to work situations,
in order to foster a strong safety culture.
ENVIRONMENT
E 5 n In consultation with stakeholders, act to
preserve biodiversity and the living environment from
the design and construction phases and throughout
the service lives of the structures.
E 6 n Control the carbon footprint resulting from
the construction and operation of motorways, and
improve the energy efficiency of installations.
ENVIRONMENT
AND COMMUNITIES
E 7 n Work with partners to assess the socioeconomic
and environmental impacts of motorways
and the impact of their operation on public health.
LOCAL COMMUNITIES
E 8 n Encourage actions aimed at contributing to
the development of tourism and the local economy
in areas served by the network and enhance the
attractiveness of motorway rest and service areas.
E 9 n Participate in the development of projects
favouring multimodal transport.
SUPPLIERS
E10 n Affirm the Group’s social and
environmental responsibility in dealings with
suppliers and subcontractors, and with those
managing commercial concerns in service areas.
The APRR group, a subsidiary of Eiffarie (a consortium
associating Eiffage, the majority shareholder, and
Macquarie*), operates a network of 2,234 kilometres
of motorway out of the 2,279 kilometres conceded to
it by the State.
Our operated network notably includes:
The Paris – Lyon route (A5, A6 and A39), the Bourgogne
– Northern Europe route (A31 and A36), the Alpine
motorways in the Rhône-Alpes region (A40, A41, A42, A43,
A48, A49 and A51 North) and the motorways in central
France (A77, A71 and A719).
Together, the Group’s employees combine performance,
service and innovation to ensure that customers enjoy
safety and travelling comfort.
MESSAGE FROM THE CHIEF EXECUTIVE OFFICER
2009 AnnuAL REPORT APRR
Following a slight fall in car and truck traffic on our
network in 2008, the year 2009 saw an increase in the
number of cars and a considerable reduction in heavy
goods vehicles. The overall effect was a slight decline
over the past two years.
Agreements were reached with unions concerning
salaries and, insofar as APRR is concerned, the gradual
automation of toll plazas.
The injury accident rate continued to decrease while
mortality remained stable, having been halved in 2008.
The APRR and AREA teams once again demonstrated
their efficiency during the recent bout of bad weather in
late 2009 and early 2010, with holidaymakers being able
to complete their journeys thanks to the availability of
appropriate machinery and the skills of our people.
We are there to serve our customers.
STRATEGY AND DEVELOPMENT
ENSURING GREATER COMFORT
AND SAFETY
The economic and financial
crisis had a limited effect on
overall traffic, which rose by
0.3% in 2009 thanks to the
increase in light vehicle traffic
from the summer onwards.
This slight increase
nevertheless masks a fall of
over 12% in the use of the
network by heavy goods
vehicles.
The number
of injury
accidents fell
by nearly
2009 AnnuAL REPORT APRR
17% in 2009;
The four major objectives in APRR’s
strategy – improved safety, network
development, increased level of services
offered and improved economic
performance – were actively pursued.
In 2009, the Group entered a new toll
plaza modernisation phase with the very
promising experiments carried out using
drive-through technology.
Increased
safety
2009 confirmed the fall noted in 2008
of accident levels on the network. The
number of injury accidents fell by nearly
17%, and the number of deaths on
the network as a whole remained stable
following the considerable reduction of
45% seen in 2008 when compared with
2007.
Safety remains a central concern for
the APRR group, and significant
improvements were made in 2009 with
nearly
43%
the widening to 2 x 3 lanes of the of
the A31 motorway between Beaune and
Langres and of an 18-kilometre section of
the A36 between Belfort and Montbéliard.
Apart from these investments designed
to improve critical areas, a large number
of concrete actions, including awareness
campaigns, were instigated to act on
events in real-time.
Enhanced
services
Our determination to provide excellent
service is fundamental to the profession
and to its future development. It also
forms the basis for our relationships with
customers and our commitments made to
the conceding State, and structures all the
Group’s activities. This is illustrated,
among other things, by the enhancement
of the offer aiming to better meet
customer requirements:
of transactions in 2009 were carried
out using the electronic toll system.
n increased number of parking
spaces on rest areas for heavy
goods vehicles,
n creation of a network of secure
parking spaces for heavy goods
vehicles (three truck parks already
in service),
n increased attractiveness of service
areas, with more activities and
events during holiday seasons,
n greater information provided
to customers, especially with the
reorganisation of the aprr.fr site
and the generalised display of travel
times for light vehicles on the AREA
network,
n carrying out of certain maintenance
works at night to minimise
inconvenience to customers.
Improving customer
comfort and increasing traffic
flow using the electronic toll
system
Modernised toll plazas
Use of electronic toll systems, which represented
nearly 43% of transactions in 2009 as opposed to
40% in 2008, continues to grow rapidly.
Sales of Liber-t badges increased by 21.5% in
2009, and reached a total of 737,000 active badges
by the end of the year.
Used experimentally on three of the network’s toll
plazas, drive-through electronic toll systems have
been shown to improve customer comfort and
traffic flows by allowing vehicles to drive through
the toll plaza at 30 km/h along certain lanes.
In parallel, 117 plazas out of the 145 operated
by the Group are now remotely operated, either
completely or partially.
STRATEGY AND DEVELOPMENT
A developing
network
2009, the first year that AREA has
managed the Annecy-Geneva section
of the A41 conceded to ADELAC,
saw three large scale works projects:
n the south Mâcon bypass (A406),
n the access to Montluçon from
the A71 (A714),
n the Les Echets / La Boise section
of the A432 to reduce traffic congestion
to the north-east of Lyon.
These three operations incorporated a
far-reaching procedure aimed at
protecting the fauna and flora.
On the A406, particular attention was
paid to a protected species, the corn
crake.
The Group has undertaken to complete
these three new links, representing
2009 AnnuAL REPORT APRR
a linear distance of 30 kilometres,
between end-2010 and mid-2011.
Increased
profitability
In 2009, the Group’s all-vehicles traffic
increased slightly (+0.3%) within a
general context of economic and
financial crisis.
Despite the significant reduction of
heavy goods vehicle traffic, the revenue
increased by 1.4%.
and
revenue by
1.4%
Thanks to the efforts made to increase
its productivity gains, especially through
the modernisation of toll plazas, and
adapt its teams to new organisational
methods, the Group further improved its
economic performance. EBITDA and
the EBITDA margin continued to
progress, with the latter reaching
68.0%, as against 67.8% in 2008.
Eiffage,
harmonising talents
A European leader in
concessions and building
& public works, Eiffage
exercises its activities through
five different sectors:
concessions & public-private
partnerships, construction,
public works, energy and
metal.
Over
€13 billion
in revenue
These complementary skills allow
the Group to be present on very large
projects such as the Millau viaduct,
the legendary bridge built – and
subsequently fully operated – by Eiffage,
and the Grand Stade Lille Métropole,
for which the building permit was issued
recently. Other projects, such as
the A65 between Pau and Langon,
the southern Ile-de-France hospital
centre (CHSF) and the headquarters
of Gendarmerie Nationale (DGGN)
are other examples of the Group’s
wide-ranging skills. In order to
successfully complete its missions,
Eiffage relies on the experience of over
70,000 employees, 98% of whom are
Group shareholders. Eiffage generates
revenue of over €13 billion, of which
nearly 20% internationally, in some
15, mostly European, countries.
20%
of revenue
derived
internationally
While the Group has developed a
well-earned reputation through its
involvement in high profile projects,
it has also made its presence felt in
the field of sustainable development.
This can be seen through its
commitment to the environment and
biodiversity in each of its projects.
Eiffage considers it vital that all its
development and building works
should be carried out in a manner
compatible with people’s quality of life.
A432 LA CÔTIERE VIADUCT
After two years of work, this
exceptional 1,210 metre engineering
structure carried by17 bearing
points, including 2 abutments
and 15 piers, is now beginning to
blend into the La Côtière countryside.
The pier construction works are now
almost finished, and the steel frames
to support the concrete decks are being
pushed into position by successive
phases from one pier to another.
The viaduct also stands out for the
innovative way in which it integrates
into the environment. This is the
result of a European design & build
competition conducted in association
with the State and the local
authorities concerned.
Despite a difficult economic
context, the APRR group saw
its traffic levels and revenue
increase in 2009. In parallel,
the success of the Liber-t
badges has been confirmed,
and the modernisation of toll
plazas has continued.
2009 AnnuAL REPORT APRR
Increased traffic
and income
In 2009, APRR group traffic was
marked by the economic crisis, whose
effects were especially felt with the
reduction of HGV traffic from the end
of June.
Despite HGV traffic having fallen by
12.6%, and thanks to healthy LV traffic
(+2.9%), the paid kilometres travelled
increased by 0.3% over 2008. In
addition, mileage intensity, which
neutralised the calendar effects
(366 travel days in 2008), was also
up 0.3%. Despite a slight reduction in
distances covered by HGV, transactions
continued to increase (+2.4%), as did
toll income (+1.26%).
This increase in income can be
explained by a number of factors:
n changing traffic patterns,
n price increases in October 2008 and
April 2009,
n completion of the progressive
reduction of discount rates to HGV
subscribers carried out in compliance
with the European Eurovignette directive
of April 2008,
n full year of income from TML*.
The rates applied by APRR and AREA
are defined by their concession
contracts and by five-year management
contracts. Increases are based on
inflation and on investments aimed at
improving and developing the network.
In 2009, with no management contract
signed, price increases were calculated
in compliance with the pricing clauses in
the concession contract, and applied
from 1 April 2009.
The rate increases were accompanied
by an information campaign directed at
customers.
Toll plazas adapted to
customer expectations
The Group has continued its efforts to
improve safety and traffic flow for
customers by introducing experimental
drive-through tolls on three test plazas.
The Dijon-Crimolois, Pérouges and
Chambéry-Chignin toll plazas now allow
subscribers to drive through at 30 km/h
along reserved lanes.
In addition, sales of Liber-t badges rose
to some 177,000 in 2009, bringing the
by end-2009.
total number of active Liber-t badges to 737,000 by
end-2009, i.e. 21.5% more than at end-2008. The
dynamic approach of
the sales teams and an active positioning on key
accounts, backed by an attractive website and
targeted communications campaigns, resulted in new
customers being acquired despite a difficult economic
context.
As a result, electronic tolls have become the most
popular payment system for our customers, a
development also driven by subscription offers tailored
to individual needs, and by the fact that badges can
also be used in certain car parks, on the Lyon ring
road, etc.).
In 2010, the Bali terminal, which was tested in 2009,
will be installed on a number of sites with high traffic
levels. Terminals will issue Liber-t badges in just a few
minutes, and allow us to combine traditional points of
sale with a more convenient option for potential users.
In parallel with this rollout, toll plaza modernisation
continues, with the total or partial remote operation of
117 plazas out of the 145 run by the Group at
end-2009.
Since 2007, four European issuers approved by
ASFA’s electronic toll system commission (Axxès,
Eurotoll, Total and DKV) now also sell and manage
heavy goods vehicle subscriptions. Since 1st April
2008, Caplis cards have been completely replaced
by remote toll collection.
CUSTOMER SAFETY AND SERVICES
WORKING TO ENSURE COMFORT
AND SAFETY
Every day, the Group’s 4,000
employees work to ensure
that customers using the
Group’s 2,234 kilometre
network (including Adelac’s
19 kilometres) have a pleasant
journey.
Safety,
an ongoing commitment
The continual improvement of safety
remains the Group’s top priority, and
it mobilises its resources to that end
through concrete actions. Its global
strategy aims to produce both short
and medium term results.
Those obtained in 2009 continue to
improve, with an injury accident rate 17%
lower than in 2008 (343 injury accidents,
or 16.1 per billion kilometres covered in
2009, compared with 415 injury
accidents, or 19.5 per billion kilometres,
in 2008). The number of deaths has
remained stable (31 in 2009, being the
same as in 2008, as against 61 in 2007),
while the “all accidents” rate fell by
7.4% in comparison with 2008.
In keeping with its policy of continual
improvement, the APRR group has
Statistically, motorways are
now five times safer than other road
networks.
hours a day, seven days a week,
particularly during severe winter weather
conditions.
Campaigns aimed
at changing behaviour
In addition, mobilisation campaigns aimed
at changing drivers’ behaviour patterns
are regularly conducted throughout the
Group’s network. These use discussions,
posters, radio announcements, leaflets
and web-based information, and cover
themes such as “drowsiness at the
wheel”, “wintertime driving”, “sharing the
motorway during holiday traffic”,
“awareness of possible pedestrian
intrusion” and “hypovigilance”.
The number of
people injured as a
companies, and in schools for young
people wishing to obtain road safety
awareness certificates). The Centaure and
Minotaure centres – subsidiaries of Group
companies and of Groupama – also saw
more intensive use.
Infrastructure and
equipment improvements
In 2009, the Group devoted considerable
means to ensuring the safety of its
customers through:
n the roadway renovation programme,
with widening carried out on the A31
between Beaune and Langres in just
three years, and the widening to 2 x 3
lanes over an 18 km stretch of the A36
between Belfort and Montbéliard,
n upgraded toll plazas,
n the increased use of separator systems
and of systems aimed at preventing
intrusions on the network (wrong-way
driving signs, fencing to prevent wild
animals roaming onto the motorways, etc.),
n the introduction throughout the network
of mobile lit lane closure warning arrows
to increase customer safety and protect
our teams while they carry out works,
n protected pedestrian routes at toll
plazas and barriers,
n the continued installation of toll plaza
to meet customer expectations.
Providing customers with real-time
Faster, safer journeys
In 2009, we continued the rollout of our
automatic collection and electronic toll
systems, and 73.1% of transactions on
the Group’s toll plazas used automated
systems (electronic tolls, cards and
automatic systems), up from 67.8%
in 2008.
Similarly, 42.5% of transactions were
carried out using the electronic toll
system, as opposed to 40.3% in 2008.
This confirms that the electronic toll
system is now the main payment method
used by our customers.
Works have also been carried out to
improve customer comfort and safety on
toll plazas, particularly through the
increased introduction of electronic toll
systems and all-vehicle all-payment lanes,
and through improved lane signage on
barriers, reconfiguration and additional
2009 also saw the opening of a new
INFORMATION TECHNOLOGIES…
IMPROVING INFORMATION
TRANSMISSION AND SECURITY
To better meet the needs of
customers and employees,
the APRR group constantly
works to improve its internal
information systems,
websites, IT networks and
telecommunications
infrastructures.
In 2009, the Group concentrated on
developing the convergence between
the information systems used by APRR
and AREA.
Improved information
management
A new Sales information system (SITEL
project) was rolled out in October 2009
within the APRR network, and is
scheduled for rollout within the AREA
network in 2011, following the
incorporation of new functionalities.
The advanced customer relations
management functions integrated into
SITEL already represent a significant
asset in increasing the number of
subscribers to the electronic toll
services offered by the Group.
The modernisation of the HR
information system was continued with
the ongoing development of the ATOS
(management of activity times and
rounds) and PIXID (management of
e12million
in revenue derived for the Group from the provision
of IT and telecommunications infrastructure
2009 AnnuAL REPORT APRR
temporary staff) systems, and of the
new Group HR Infocentre (ORISON
project). These major upgrades of the
HR information system will come online
in 2010, and will result in better
management of the Group’s human
resources.
In the financial sector, the information
system will eventually be enriched with
a new investment and purchase
management module, for which the
specifications were finalised in 2009.
Finally, a number of the Group’s
websites (autorouteinfo.fr and aprr.fr)
the latest available technologies to
make them even more attractive and to
optimise the information services made
available to customers and other
Internet users.
Higher performance,
more secure systems
To meet present and future
requirements, the Group constantly
strives to modernise its IT and telecom
infrastructures. This has resulted in
considerable works being carried out to
reinforce the security and performance
of its installations while reducing
operational costs.
IT server virtualisation technologies are
now used on a large scale, as are
networked data storage systems.
Launched in 2009, the renovation of
APRR’s broadband multimedia
backbone will be completed in 2010.
This new system will be deployed within
AREA network in 2011. The
convergence of APRR’s and AREA’s
telecom security systems has also been
launched and, when completed in
2010, will result in the Group having a
unified system. Finally, AREA completed
the deployment of sat-nav systems to
localise its emergency vehicles.
…AND TELECOMMUNICATIONS
A year focussed
on the modernisation
and replacement of IT systems
In the provision of telecom
infrastructures to operators, Internet
access providers and providers of
public telecom services, the Group
succeeded in maintaining revenue
at the same level as in 2008
(approximately €12 million), despite
a difficult context marked by
the economic crisis and further
acquisitions by telecom operators.
THE GROUP AND ITS EMPLOYEES
The Group’s HR policy aims to
modernise labour relations
and address employee’s
expectations more effectively.
In 2009, the main
developments concerned
diversity management,
promotion of responsibility
and the development of group
savings schemes.
of Group employees
2009 AnnuAL REPORT APRR
Successful
social dialogue
Social dialogue was highly successful in
2009. A responsible approach among
the social partners resulted in the
signing of a labour agreement by a
majority of the staff representatives in
each of the Group’s companies.
These settlements improve employees’
purchasing power and underline the
Eiffage chairman’s determination to
distribute the Group’s profits equitably
by giving each employee an exceptional
bonus under the mandatory employee
profit sharing plans of nearly €1,500.
APRR’s “toll” agreement was ratified
following 18 months of negotiation.
This very important document, which
was ratified by seven out of eight trade
unions, settles the legal difficulties
resulting from previous agreements,
facilitates the reorganisation of work
based on improved forecasting of
receivers’ activity, reserves production
hours for company personnel by
reducing the use of temporary staff,
and considerably improves wages.
This agreement is proof that it is
possible to reconcile economic and
social performance levels.
Complementing the wage settlements,
the three profit-sharing agreements in
force within the Group (APRR – AREA
– SIRA) have been renewed.
Acceleration
of the diversity policy
Fully in line with the Eiffage group’s
social and societal policies, AREA has
implemented the measures set out in its
agreements in favour of professional
equality between men and women, as
well as in favour of disabled employees.
The first promising results led to the
signing of an agreement concerning
gender equality within APRR, and of an
agreement in favour of older employees
working for AREA.
In line with concerns relating to
sustainable development, 2010 should
mark a new stage in the desire shown
by APRR and AREA to be in the
vanguard on these issues.
e24 million
was paid out in respect of the
discretionary and mandatory employee
profit-sharing plans in 2009.
SUSTAINED TRAINING EFFORTS
In 2009, 92,000 hours of training were given to the personnel, of which
nearly a third to employees responsible for roadway conditions and safety,
and 82% of Group employees underwent a training course.
The current technological developments, the implementation of new
agreements – including the toll agreement – and the need to maintain the
operational skills of all personnel underlie the exceptional effort made by
APRR in terms of training.
For the first time, 2009 saw the Group’s companies devote over 4 % of
the total payroll to training their employees.
Increased resources for
employee savings schemes
Despite an economically difficult year,
discretionary employee profit-sharing
plans represented nearly €24 million in
2009, compared with €25 million in 2008.
The harmonisation of legislation
concerning participation and profitsharing
has meant that employees who
so desire can immediately benefit from
the significant sums allocated to them.
They can also place their profit-sharing
and participation bonuses into Sicavas
Eiffage 2000 with a respective additional
amount of 50% and 25% for a five year
placement.
In 2009, nearly one in two employees
chose to save a proportion of their
participation and profit-sharing bonuses
in order to better prepare their future
projects.
The repayment of the Eiffage Secur Plus
mutual fund will provide APRR group
employees with further room for
manoeuvre. In addition to the existing
investment supports, AREA and APRR
employees will be able to subscribe
within preferential conditions to the
increase in the Eiffage capital reserved
for them.
Increased focus
on personnel safety
Personnel involvement is a prime
condition for the Group’s safety
performance. The AREA and APRR
operational divisions encouraged such
involvement, thereby maintaining the
excellent results acquired over previous
years, making the Group one of the
safest in its sector for its personnel.
The 2009 work accident severity rate is
virtually the same as that for 2008.
The frequency rate increased slightly to
11.71, but remained one of the best in
the sector.
These results were achieved thanks to a
coherent policy based on:
n harmonisation of actions proposed by
the safety committees and the health
& working conditions committees,
n constant improvements to safety
systems; spending increased by
a further 5% in this sector, representing
a 30% increase over three years,
n work by prevention teams, which
have become more active on the
ground.
SUSTAINABLE DEVELOPMENT
A REAL
PRIORITY
Sustainable development
is increasingly integrated
into the Group’s day to day
decisions and practices.
In 2009, employee commitment and
training, and the cooperation between
departments enabled us to obtain
ISO 14001 environmental certification
for all APRR operational activities.
This shows the Group’s determination
to conduct its environmental policy over
the long term through a management
system that provides continual
improvement of working practices.
2009 AnnuAL REPORT APRR
Concerning the operational network,
the widening of the A31 motorway
between Beaune and Langres and the
A36 between Montbéliard and Belfort
provide significant improvements
for customers, employees and the
environment.
Traffic flow and the safety of car and
truck drivers were the prime reasons
for the widening of these sections to
2 x 3 lanes. The works also provided
an opportunity to better integrate
the old sections into their environment.
For example, on the A36, over
18 kilometres of noise barriers were
installed. On the A31, treatment and
retention basins for rainwater runoff
from the motorway platform were built.
Particular attention was paid to fauna
conservation, notably through
the installation of 120 bat houses in
hydraulic structures next to the flight
corridors used by these small winged
mammals. APRR chose to have these
houses built by a work rehabilitation
establishment located in Bourgogne,
allowing the disabled persons working
in this carpentry centre to actively
contribute to meeting the challenge of
biodiversity.
Another initiative providing benefits
across all three pillars of sustainable
development is the rollout of remote
maintenance for toll equipment.
Thanks to the new Internet Protocol
technology, technicians can now
intervene remotely – and even from their
homes if they are on standby duty
– to diagnose the breakdown, carry out
a first level repair operation or install
the new version of a programme.
This means a smaller number of travel
movements, resulting in fewer work
accidents, reduced CO emissions and
2
shorter toll lanes closures.
CUSTOMERS,
A BETTER UNDERSTANDING OF THEIR NEEDS
Improving the quality and range of
services offered to customers is a key
Group commitment. This, in particular,
led it to listen closely to its customers
through the five-yearly survey carried
out by AREA to gain a more detailed
understanding of the expectations of
those using its network.
In addition, the structuring and
professionalisation of telephone services
have been continued.
The APRR telephone information service
can now provide customers with
assistance before, during and after their
trips. Lastly, during summer season
weekends, the Autoroute INFO 107.7
FM radio station broadcast “audiopostcards”
EMPLOYEES,
A LARGE NUMBER OF ACCOMPANYING ACTIONS
Employees on foot are often most at
risk of work accidents. APRR and AREA
have taken a range of actions to reduce
this work-related risk: physical
improvement to pedestrian routes at toll
barriers, an internal communication
campaign, updating of safety booklets and
training in the need to “see and be seen”.
APRR employees have, since this year,
benefited from a company agreement
on diversity and gender equality. To
accompany its implementation, the “voir
autrement” (“a different point of view”)
logo has been used on information
documents and in meetings on this
theme.
makers on the network’s rest areas.
Combining customer service and
reduced environmental impact, the
Group has experimented with an
electronic toll system near Dijon and
Chambéry that allows vehicles to drive
through toll barriers at 30 km/hour. The
result is improved traffic flow alongside
lower levels of CO and atmospheric
2
pollutants.
The reactivity and efficiency of
interventions on the motorway network
now benefit from the rollout of
geolocation for emergency and
roadwork vehicles. Training emergency
teams to understand the specific nature
of the motorway environment has also
led to continuous safety improvements.
AREA has signed an agreement
concerning seniors.
Changes in the way that tolls are
collected has led APRR to negotiate a
new agreement concerning this sector,
the aim being to allow those employed
on tolls to continue working by
developing versatility covering sectors
such as remote operation and
supervision, maintenance and customer
relations. To this end, further emphasis
has been placed on skills, trades and
jobs “passports”.
To help young people get a better
understanding of the trades involved
in motorway operations, site visits have
2009 saw members of the Meurthe-et-
Moselle emergency ambulance service
(Samu 54) and the Haute-Marne fire
brigade taking courses in APRR
districts.
The significant reduction in the annual
number of injury accidents is a clear
demonstration of the importance that
the Group attaches to safety. The
commitment of our people has resulted
in better layout designs, faster accident
responses and better information given
to customers.
In autumn 2009, the Group launched
a communication campaign reminding
drivers that they are liable to come
across pedestrians on the motorway.
The campaign followed actions taken
within the Group for its employees.
SUSTAINABLE DEVELOPMENT
TRAINING AND PRACTICES FAVOURING THE
ENVIRONMENT
To back its ISO 14001 certification
application, APRR has created the
Environment Pack, which provides
better readability of all relevant training
courses.
Certain training courses have been
revised while others have been created,
such as the course aiming to improve
the energy balance of operational
buildings, which accompanies the
rollout of the associated diagnoses.
Efforts are being made to reduce the
use of fossil fuels wherever possible
with, for example, the installation of heat
pumps in Besançon and Bron, and the
renovation of outer wall insulation.
LOCAL COMMUNITIES,
SOLID PARTNERSHIPS
To improve access to the regions and
take account of local dynamics, the
Group has continued its efforts to create
solid partnerships with local authorities,
both for the creation of additional
interchanges and to allow new
customers to use motorways thanks to
the use of specially tailored subscription
offers.
In September, this approach resulted in
the opening of the Arlay interchange on
the A39 in the Jura region, designed to
back an assertive economic and
touristic development policy for the
Bletterans area. Financing was provided
by the Jura general council (75%) and
by APRR (25%).
2009 AnnuAL REPORT APRR
Twelve people have been trained in the
use of ADEME’s Bilan Carbone ® (carbon
balance) method, as part of the
measures taken by the Eiffage group
favouring professionalisation in this area.
At the Fleury toll barrier on the A6
motorway, lighting has been optimised
using a new control system, reducing
electricity consumption by nearly 20%.
The Group has published two new
volumes in the Carnets d’autoroutes
collection: Sur le chemin du
développent durable: de l’eau
et des boues (Towards sustainable
development: water and sludge)
and Des passages à faune (Wildlife
crossings). The latter presents some of
invested in active motorways, including
widening operations, to reduce environmental
impacts and limit pollution risks, especially
insofar as water and noise are concerned.
Works on the Seynod interchange on
the A41 motorway in Haute-Savoie
began this summer. This structure is
financed by the Haute-Savoie general
council (25%), the Annecy federation of
municipalities (25%) and AREA (50%).
The two interchanges have a significant
environmental component, with, for
example, the Arlay plaza providing an
opportunity to test a 190 sq. m
photovoltaic canopy which is expected
to produce a third of the requirements
of the fully-automated facility.
Near Annecy, AREA has worked to
improve “green and blue” biological
continuities and the recycling of
materials.
the results of the study carried out since
2004 by the Jura hunters’ federation
evaluating the use of wildlife crossings
on the A39 motorway.
In partnership with RFF*, APRR is
also involved in a three-year university
research programme entitled
Copafaune. The study aims to assess
the break and corridor effects for wildlife
that can be created by a linear
infrastructure. This involves examining
the connectivity of rural spaces adjacent
to a motorway and to a high speed
railway line.
aimed at car drivers living or working in
one of the 59 towns forming part of
Greater Besançon, and provides a 60%
reduction on three toll plazas, half of
which covered by the local authority.
This partnership should result in
INNOVATION
INNOVATE TO ADDRESS
THE CHALLENGES OF THE FUTURE
The APRR group pursues an
active policy of innovation and
technology watch. This allows
it to remain in the forefront of
technological developments
and to improve its
competitiveness while
addressing its customers’
changing needs.
2009 AnnuAL REPORT APRR
Innovation lies at the heart of
the profession
The APRR group actively participated
in the 2009 edition of the Eiffage
innovation trophies, with eight teams
nominated and four trophies awarded.
The group won the Social and Societal
Innovation prize for an innovative project
involving the manufacture of bat houses
by disabled persons as part of the
works for the widening of the A31
motorway in Bourgogne. It also won
the Support Function Innovation prize
for a remote IP* intervention system for
toll equipment on the AREA network.
The system reduces intervention times
and maintenance costs, as well as
improving personnel safety.
In addition, two projects received
awards in the “Improvements to Field
Techniques” category: the first being
the “carriageway switchover” project
concerning signalling materialising and
optimisation of carriageway switchover
procedures in the event of accidents
or works, to improve the safety of
customers and workers. The second
€1 million/ year
is devoted to the development of
innovative systems and services on
the APRR and AREA networks.
project concerned the use of remote
controlled motorised panels installed
next to work sites, simplifying signage
and reducing risks for teams on the
ground.
Phosphore, a showcase for
Eiffage group skills
The APRR group contributed to the
second phase of the Phosphore project
notably through its eco-mobility
scenarios on the scale of a 170 hectare
urban area.
Working within the Phosphore
long-range planning laboratory
dedicated to the sustainable city
– which concentrates the R&D skills of
the Eiffage group – APRR helped define
an inter-district route incorporating a
non-motorised and diffuse mobility
system, as well as the fundamental
elements of a multimodal hub.
* IP: Internet Protocol
The hub organises the changeover
between the structuring passenger,
goods and freight networks and clean
individual or mass modes of transport
suited to the distances to be covered.
The study continued with sketches of a
shared public space – a notional street
– with separate vehicle, pedestrian and
cycle lanes varying according to the
time of day to meet the needs of the
dominant user category at any given
moment.
For this HQVie ® (high quality of life)
town, thought was even given to
possible modular vehicles enabling
shared use.
Service quality and
sustainable development
APRR continues its involvement in
research and development projects
aiming to improve safety, service quality
and the environment.
In this respect, 2009 notably saw the
Group carry out experiments in the use
of renewable energies to power its
equipment: installation of a micro
land-based wind turbine on the A6 in
Auxerre; highly successful testing of
a fuel cell on the A5; and installation of
photovoltaic cells on the canopy of the
new Arlay toll plaza on the A39, etc.
APRR is also continuing to develop
systems to automatically detect
occupancy of HGV parking spaces
on rest areas, with testing of a new
stand-alone system on the
Beaune-Tailly rest area (A6).
Lastly, APRR and AREA remain active
in the European Easy Way programme,
which aims to develop intelligent
transport systems designed to improve
safety and traffic flow while reducing
CO emissions. In this area, AREA is
2
taking a close interest in the Rosatte
project which is looking into the
possibility of displaying key safety
information on board vehicles.
The application
of new technologies
in our various
activities is a key
Group priority
