Impact on public finance : The 2010 floods had a<br />
limited impact on the country’s public finance. This impact<br />
was captured through two different channels: (i) budgetary<br />
expenditures of the government for emergency activities<br />
which amounted to approximately 450 million CFA Francs<br />
in the year 2010; and (ii) the government tax revenue as well<br />
as the expenses, were not significantly affected due to the<br />
low connection between the revenue of decentralized local<br />
government and the revenue of the central Government and the<br />
informal nature of the agriculture in Benin. The result is that<br />
the budget deficit is not significantly impacted by flooding.<br />
Impact on living conditions of households: While the<br />
overall effects of flooding on the macroeconomic aggregates<br />
have been mixed, the impact on the population was significant,<br />
given the fact that 8% of the Beninese population was directly<br />
affected, of which 30% relies mainly on agricultural activities<br />
for their livelihoods. The local communities affected by the<br />
floods are still highly vulnerable: their homes are <strong>des</strong>troyed,<br />
they have lost much of their crops and stored grains and their<br />
economic activity is temporarily interrupted.<br />
Impact on balance of payments : The increase of<br />
imports of foodstuffs and basic commodities, and declining<br />
tourism revenues led to a widening of the current balance<br />
in 2010, with a deficit of current account of about 0.4% of<br />
GDP. This deficit is mainly due to the increase in emergency<br />
imports, consisting mainly of humanitarian kits (cereals,<br />
oil, water, blankets, mats, and tents). In contrast, exports<br />
were not affected. Although cotton crops have been affected<br />
this year, the impact on the exports of the latter will be felt<br />
in 2011. The increase in external support, as emergency<br />
response from the private sector, NGOs and multilateral and<br />
bilateral partners partially mitigates the trade balance deficit<br />
caused by the rise in imports. By late November 2010, the<br />
amount of external assistance amounted to 2.7 million USD.<br />
